Technical Specifications Constant Rate of Extension (CRE) Tensile Tester DLA Product Test Center - TA Lab

Objective:

To procure 1 each - Constant Rate of Extension (CRE) Tensile Tester required by the Product Test Center (PTC) in Philadelphia to accomplish physical testing in accordance with test methods identified in the following publications: ASTM D5034, ASTM D5035, ASTM D2261, and ASTM D5587. The tester must comply with publications listed above and it must include all necessary parts, hardware, software, controls, and accessories identified in this Technical Specification.

The DLA PTC has listed the requirements for the procurement of a CRE Tensile Tester. The following specifications are a list of minimum functions, features and options that are required for our laboratory needs.

Minimum requirements:

1. Product: CRE Tensile Tester

a. 1 each – Brand name - Instron 5980 Series Universal Testing System up to 100 kN (22,481 lbf) Force Capacity with Electromechanical Frame OR EQUIVALENT

i. Type: dual column

ii. Test Zones: minimum of one below crosshead (dual test zones - above and below crosshead is also acceptable)

iii. Column width: minimum 610 mm (24 in)

iv. Vertical test space: minimum 1,118 mm (45 in)

v. Frame load capacity: 100kN (22,481 lbf)

vi. Speed range: minimum of 0.005 to 500 mm/min (0.0002 to 20 in/min)

vii. Controls: manual keypad, hardware, and software

1. 1 each - Digital Controller

2. 1 each - PC package complete with operating system and all associated accessories

3. 1 each - Software interface and testing program

a. Software program must be capable of performing tests identified in ASTM D5034, ASTM D5035, ASTM D2261, and ASTM D5587

b. Automatic transducer recognition

c. Software enabled machine control capability

d. Programmability and storage of customized Test Methods

e. Test result reporting with data and/or graphing

viii. NIST traceable calibration

1. 1 each - Displacement must be measured in accordance with ASTM E2309/E2309M-2016 Standard Practice for Verification of Displacement Measuring Systems and Devices Used in Material

2. 1 each - Speed must be measured in accordance with ASTM E2658 Start and Stop Method

b. Fixtures and accessories:

i. 1 each - Load cell/transducer 100kN (22,481 lbf)

1. Must include all mounting parts, pieces, pins, clips, etc., necessary for mounting to base and/or crosshead frame

2. NIST traceable calibration

a. 1 each - Force tension, data measured down to ± 1.0% of full scale on data certification, and performed in accordance with ASTM E4-16.

Within ± 0.5% accuracy, 0.5% repeatability, and zero return tolerance.

b. 1 each - Force compression, data measured down to ± 1.0% of full scale on data certification, and performed in accordance with ASTM E4-16. Within ± 0.5% accuracy, 0.5% repeatability, and zero return tolerance.

ii. 1 each - Load cell/transducer 2.5kN (562.5 lbf)

1. Must include all mounting parts, pieces, pins, clips, etc., necessary for mounting to base and/or crosshead frame

2. NIST traceable calibration

a. 1 each - Force tension, data measured down to ± 0.1% of full scale on data certification, and performed in accordance with ASTM E4-16.

Within ± 0.5% accuracy, 0.5% repeatability, and zero return tolerance.

b. 1 each - Force compression, data measured down to ± 0.1% of full scale on data certification, and performed in accordance with ASTM E4-16. Within ± 0.5% accuracy, 0.5% repeatability, and zero return tolerance.

iii. 1 each - Load cell/transducer 500N (112.5 lbf)

1. Must include all mounting parts, pieces, pins, clips, etc., necessary for mounting to base and/or crosshead frame

2. NIST traceable calibration

a. 1 each - Force tension, data measured down to ± 1.0% of full scale on data certification, and performed in accordance with ASTM E4-16.

Within ± 0.5% accuracy, 0.5% repeatability, and zero return tolerance.

b. 1 each - Force compression, data measured down to ± 1.0% of full scale on data certification, and performed in accordance with ASTM E4-16. Within ± 0.5% accuracy, 0.5% repeatability, and zero return tolerance.

iv. 2 each - Pneumatic 2.5kN (562.5 lbf) side action jaws/grips

1. Must include all mounting parts, pieces, pins, clips, etc., necessary for mounting to base and/or crosshead frame

v. Jaw/grip faces:

1. 4 each - Rubber Coated, 25 X 25 mm (1 X 1 in)

2. 4 each - Rubber Coated, 50 X 25 mm (2 X 1 in)

3. 4 each - Rubber Coated, 75 X 25 mm (3 X 1 in)

4. 4 each - Serrated, 25 X 25 mm (1 X 1 in)

5. 4 each - Serrated, 50 X 25 mm (2 X 1 in)

6. 4 each - Serrated, 75 X 50 mm (3 X 2 in)

7. 4 each - Smooth, 25 X 25 mm (1 X 1 in)

8. 4 each - Smooth, 50 X 25 mm (2 X 1 in)

vi. 1 each - Pneumatically operated foot control

1. Must include electrical foot-operated switch, solenoid valves, air hoses, cable, mounting parts, pieces, pins, clips, etc., necessary for mounting/connection to base and/or crosshead frame

2. Electrical Requirements: Single phase, 110V or 208V, 50/60Hz

3. Installation: One (1) 8-hour day allocated for uncrating/unpacking, complete installation, calibration, setup, operational performance check of system, etc., as applicable.

4. Certification/verification/calibration: provide instrument certification or verification of instrument performance upon installation. Provide NIST Traceable ANSI/ NCSL Z540.1 with data certificate for all components and all sub-components (such as load cells), as applicable.

5. Training: Two (2) 8-hour days allocated for up to 8 individuals (2 groups with 4 people per group). Customized on-site training provided by a certified training instructor on a Tensile Tester Software Operators Course or equivalent. Lab personnel taking the training must be equipped to use the various software tools and features provided with the software program. Training must include hands-on practical experience incorporating the tensile tester and software program using a series of realistic projects typically performed by the PTC laboratory. 6. Warranty/Extended Service: warranty period must cover parts for at least 1 year. In addition, an extended warranty period will cover preventative maintenance, calibration/verification, parts, labor and travel, for a three-year period

7. Guaranteed company support for a minimum of 3 years

8. Pricing: to include shipping/delivery
