Amendment 0002

Question #1: RFI 26 response states that Audio Video equipment is not included in the SOW, so Spec Section 27 is not included. Understand that AV equipment is not included, however, DIV 27 covers ALL Communications features of work.

Drawing sheet E-103A Data System Scope states that the contractor is to furnish and install on conduit and cabling for “all data”. Does “all data” refer only to communications (data drops for CAT 6 and DSL as identified on the symbol legend), or does “all data” include conduit and cabling for audio-video components (components/equipment by furnished and installed by government)?

If the E103-A Data System Scope applies only to communication and not A/V conduit or cabling, is there any guiding specification for the communications that the subcontractor should follow?

If by chance there are indeed audio/video conduits/J-boxes or any cabling to be installed by the contractor then please provide proposed AV locations and direction?

Response: The low-voltage plan on sheet E103-A depicts the couple of “A/V” equipment locations where a j-box and conduit are required for television and also security devices. DLA designers were given no guidance on the a/v equipment side of things so they just planned for a j-box and conduit that goes back to the communications closet. The security system requirements and install is to be coordinated with the government security system designer/installer after award per the notes on the drawing. We were not allowed to issue the security drawings for public use prior to award (FOUO).

The information regarding the data/network install is located on sheet E-103B and was provided to DLA by the OIG, if contractors feel that additional information is required we can look into developing a Section 27 specification but what is provided should be enough information to provide a bid package.

Question #2:

Amend 1 Govt Response to RFI No. 2 asked for clarification regarding the location of LEED references in the specs. Answer:

017419-1.7 092900-1.5.1 096500-1.2.3, 2.4 099000-1.2, 3.11

Response:

Revised 01 74 19 attached to amendment – LEED requirement for waste management is valid.

09 29 00 as incorporated in solicitation is valid. LEED as it pertains to manufacturer distance from job site is valid.

Revised 09 65 00 attached to amendment . References to keeping a LEED notebook is deleted. References to VOC content are valid.

09 90 00 I do not see any LEED references in section 3.11.

Question #3: Amend 1 Govt Reponse to RFI No. 5 indicates that the government does require insulation to be fastened with acoustic sealant and states that there is a particular product desired for that application: Please provide the product data on the acoustic sealant which is to be used to “glue” the batt insulation in place to keep it from sliding/settling?

SP4702-18-R-0525

Response:

http://www.ositough.com/content/dam/uac/osi/master/PDFs/TDS/TD-OSI-SC175-Acoustical- Sealant-2018-08-07.pdf

The OSI product will work or an approved equivalent shall be submitted for securing the insulation. The glue is necessary because of the acoustic sound deadening requirements.

Clips/fasteners may be used to ensure the insulation does not sag. To Clarify, Clips/fasteners may be used in addition to the glue/adhesive, but shall not be a substitute

Question #4: Section 07 84 43 - Fire Resistant Joint Sealant: This spec is listed in the RFP TOC but cannot be found in the RFP package, please advise/provide? There is a PDS for 3M Fire Barrier Sealant FD 150+ in the RFP specs binder where 07 84 43 would reside, is the PDS for the 35 FD 150+ intended to be the 07 84 43 spec? Is the 3M FD 150+ supposed to be the acoustic sealant that the government would like the contractor to try to use to glue the in-wall batt insulation to the back of the gypsum board to keep it from sliding/settling?

Response: This product, 3M Fire Barrier Sealant FD 150+, shall be used for wall penetrations where fire walls are present. It is not a substitute for the acoustic adhesive/glue.

Reference on table of contents to specification Section 07 84 43 is erroneous. There is no Section 07 84 43 for this solicitation. PDF for 3M Fire Barrier is intended to be the 07 84 43 spec.

Question #5: Section 26 09 23.00 40 - Lighting Control Devices: This spec is listed in the RFP TOC but cannot be found in the RFP package, please advise/provide?

Response: There is no lighting control device specification required – disregard reference to Section 26 09 23.00 40

Question #6: Regarding Amend 1 Govt Response to RFI No. 18 and revised Technical Quals of Site Staff: May the contractor provide a full time on-site dual role Superintendent/SSHO who has successfully completed the 30-hr OSHA Construction Safety Training w/ 5-years of industry safety & construction experience and a separate dual role Project Manager/CQCM that has 5-years of industry safety & construction experience and has successfully completed the USACE CQMC course who will visit the project site on a routine basis to perform QC inspections (not full time on-site)?

Response: Yes

Question #7: In regards to Amendment 1, question #26 it states Div. 27 is not needed. On sheet E103-B, in the top left corner there are Div. 27 requirements. I just want to clarify that Amendment 1 supersedes the drawing.

Response: The reference to Division 27 specifications on sheet E-103B is in reference to developing the cost estimate and breaking out the electrical costs and the communications systems costs. All work required for this contract is shown on the drawings – all other work required for division 27 work will be performed by others.

1.2 GOVERNMENT POLICY

Government policy is to apply sound environmental principles in the design, construction and use of facilities. As part of the implementation of that policy: (1) practice efficient waste management when sizing, cutting, and installing products and materials and (2) use all reasonable means to divert construction and demolition waste from landfills and incinerators and to facilitate their recycling or reuse. Divert a minimum of 50 percent by weight of total project solid waste from the landfill.

1.3 MANAGEMENT

Develop and implement a waste management program. Take a pro-active, responsible role in the management of construction and demolition waste and require all subcontractors, vendors, and suppliers to participate in the effort. The Environmental Manager, as specified in Section 01 57 19

TEMPORARY ENVIRONMENTAL CONTROLS, is responsible for instructing workers and overseeing and documenting results of the Waste Management Plan for the project. Construction and demolition waste includes products of demolition or removal, excess or unusable construction materials, packaging materials for construction products, and other materials generated during the construction process but not incorporated into the work. In the management of waste, consider the availability of viable markets, the condition of the material, the ability to provide the material in suitable condition and in a quantity acceptable to available markets, and time constraints imposed by internal project completion mandates. Implement any special programs involving rebates or similar incentives related to recycling of waste.

Revenues or other savings obtained for salvage, or recycling accrue to the

Contractor. Appropriately permit firms and facilities used for recycling, reuse, and disposal for the intended use to the extent required by federal, state, and local regulations. Also, provide on-site instruction of appropriate separation, handling, recycling, salvage, reuse, and return methods to be used by all parties at the appropriate stages of the project.
