Amentment 0001
QUESTION 1. Please provide as-built drawings of the space. Specifically interested in a cross section of the building cut east to west facing north or south showing the barrel roof profile.
RESPONSE – Attached to this amendment is a drawing of a typical barrel roof profile in pdf format.
These dimensions are not precise as each warehouse building is spaced slightly differently. Usually measurements are less than six inches in difference. There are no as-built drawings of the original warehouses build during WWII that the government currently has access to.
QUESTION 2. The specifications are littered with references to LEED requirements, please confirm that this project does not require LEED documentation, administration, compliance or certification?
RESPONSE - Which specifications are you talking about? LEED materials need not be addressed for this project
QUESTION 3. On A-106 a flooring legend tag is placed on top of the west shaded wall of SIPR Rm 1248.
The tag is believed to be a VT-2 tag and could imply that corridor 1200 and large open space ID’d as 1200 at the south limits of construction are to received anti-static vinyl tile. Please clarify the flooring finish required throughout corridor 1200 and the large open space ID’d as 1200 at the south limits of construction.
RESPONSE – Room 1200 is to receive carpet. Room 1247 is to receive VT-1. Rooms 1248 and 1249 are to receive VT-2 anti-static vinyl tile
QUESTION 4. On A-501 wall section 3 and 5 details walls to the underside of the concrete vaulted ceilings. The concrete vaulted ceilings appear to be barrel vaulted between column lines, is it the government’s intent that walls that are required to go to the underside of the concrete deck be radiused to follow the barrel contour? If yes, this will require specialty track and significant field labor to radius the specified 14GA top wall track and receiver track.
RESPONSE - Use typical squared angles to anchor top of metal framing to concrete ceiling. There is no “radius” required to anchor the top of wall to existing concrete ceiling.
QUESTION 5. On A-501 wall sections suggest that insulation is to be secured in place with acoustic sealant. Does the government have a specific sealant product desired for this application? If not, may the contractor use insulation pins or other mechanical methods to secure insulation?
RESPONSE - Yes, the Govt. has a specific type of sealant product that is desired for this application. An approved equal can also be provided. No, the Govt. will not accept pins or other mechanical fasteners.
QUESTION 6. Please confirm that the contractor is not required to supplement construction with guidance from ICD/ICS-705 or any other UFC, DoD, or DLA technical directive/bulletins, and that the full scope of work is identified within the contract drawings?
RESPONSE - The contractor is not required to supplement construction with guidance from ICD/ICS-705.
This is not a SCIF project (although it appears to be)
QUESTION 7. Note 1 on Door and Frame Schedule A-103 states that hinge pins on welded doors shall be on secure side of opening. That requires these doors to swing into the secure area. This appears to be the case at door # 012-1-1247 but not at 012-1-1240 and 012-1-1240A. This also appears to be in contrast with requirements at both of the vestibule doors 012-1-1215A and B. Please advise?
RESPONSE - The hinge pins on welded doors shall be on the secure side of opening. This prevails. Door swings shown can be discussed after contract is awarded.
QUESTION 8. Note 1 on A-103 also says doors with welded hinges shall be rated STC-45. Door # 012-1- 1247 is in “C” type wall which is rated STC-52. Should this door be rated STC-52 so as to not compromise the sound rating of the wall it is installed in?
RESPONSE - Yes, the door shall have the same sound rating as the wall.
QUESTION 9. A-103 Door and Frame Schedule mentions HC “Hollow Core” doors; is this intended to be a reference to HM “Hollow Metal” doors?
RESPONSE - All doors are Hollow Metal or solid core Hollow Metal.
QUESTION 10. Should SC “Solid Core” doors refer to solid core wood or rock-wool filled HM doors?
RESPONSE – As long as the Solid Core doors meet the fire rating that is specified, the material used for the solid door should not matter. The Govt. will review the door submittal.
QUESTION 11. Will sound testing be required? By the government, By the contractor?
RESPONSE – After the project is awarded, constructed, and completed, sound testing will be performed by the Govt. as a final check.
QUESTION 12. If the space is to be sound tested, will sound be tested at each door in Vestibule 1215 or will the complete vestibule system be tested as an acoustically rated system? We have found in the past that the close quarters inside vestibules make it very challenging to pass a sound test considering how much the noise bounces around the room when measuring sound transfer. It has been acceptable at other secure facilities to designate vestibules as “non-discussion” areas to avoid this common issue.
RESPONSE - Govt. will sound test walls during construction, and after project is completed
QUESTION 13. A-106 In Rooms 1247/1248/1249 both VT-1 and VT-2 are specified on the floor plan, please clarify which product is to be placed in those spaces?
RESPONSE - Room 1247 is to receive VT-1. Rooms 1248 and 1249 are to receive VT-2 anti-static vinyl tile
QUESTION 14. Please provide a floor plan markup showing where dumpsters and storage containers may be placed during construction?
RESPONSE - Storage and dumpster areas will be provided by the COR after the project is awarded.
QUESTION 15. Please identify if scissor lifts may be used on the floor within the construction area during construction. The floor does not appear to be slab on grade, is there a max weight limitation (PSF or concentrated loads)?
RESPONSE – Scissor lifts may be used on the floor within the construction area. The floor is concrete slab on grade approx. 4” to 6” depth conc.
QUESTION 16. E-102 indicates that all required 20A circuits for system furniture are located on perimeter walls where power can be fed through/in/on the wall to the furniture base. Please confirm that the locations and number of Coded Note 1 locations are sufficient for the system furniture and that no power poles or in-floor raceways are required for either communications raceways or power?
RESPONSE – All known circuits for system furniture are shown on the drawing. Any changes or additions will be accomplished after award as contract modification.
SP4702-18-R-00525
QUESTION 17. Please confirm that, as related to recycling requirements, the government will allow the contractor to either recycle materials OR donate existing materials for reuse to organizations that accept used construction materials and finishes?
RESPONSE - Refer to specs. Also the Govt. will guide as to recycling/donating and reusing materials.
QUESTION 18. 01 35 26-1.6.1.1 and 1.6.1.2: Can the contractor staff the site with one full time Superintendent that serves dual role as the Safety Officer and QC Manager, or is the Superintendent and Safety Officer/QC Manager to be two separate (two individuals) full time on site employees?
RESPONSE - Yes, one full time Superintendent may, with appropriate training and experience, also serve the duties as the Safety Officer and QC Manager
QUESTION 19. Since the space is accessible and isolated from other spaces within B-11, may the contractor work 12 hour shifts (0600-1800hrs; 0700-1900hrs, etc.)?
RESPONSE - After contract is awarded, the contractor can work with the Govt. as to irregular working hours.
QUESTION 20. Who did the drawings or the design of the project?
RESPONSE - The office layout was done by DoD OIG. DLA provided the engineering drawings.
QUESTION 21 - What is the square footage/number of floors RESPONSE - The project is approximately 15,260 SF. Dimensions are provided on sheet A102, the Construction Plan. This is a single floor project.
QUESTION 22 - In rooms 1247, 1248 and 1249 all show VT-1 and VT-2 as the finish. I need to know whether it is VT-1 or VT-2 as these 2 finishes are NOT the same type of material. The VT-1 is Standard VCT; The VT-2 is a Static dissipative tile. The costs are vastly different. Please advise.
RESPONSE - Room 1247 will have VT-1. Rooms 1248 and 1249 will have VT-2
QUESTION 23 - Does area 1200 receive a flooring finish? If so, what finish is to be figured? Please advise.
RESPONSE - Room 1200 will have CT-1.
QUESTION 24 - Details on the Structural drawings talk about drawing number SF501.I cannot find this drawing.
Is it missing?
RESPONSE - Security Wall Details are on drawing A-501.
QUESTION 25 – I think we are missing the cabinet elevation. It says it's on A501 but it’s not.
In the spec's it doesn't call out for what material to price out as well. Does it get drop-in, under mount solid surface bowl or stainless steel bowl?
RESPONSE - Cabinet elevation is on attached pdf file. Also, there is no plumbing and no sink in the break area. There is a break area with a sink on the west end.
QUESTION 26- Is there any Audio Visual Equipment in the scope of work? There is no Div. 27 spec, please advise.
RESPONSE - Audio Video equipment is not included in the scope of work. Specification section 27 is not needed
QUESTION 27 - Just received a question regarding the hanger wire on drawing A104 regarding the 16 ga clevis hanger wire, this seems to be pretty heavy duty for the application. Can a standard clip & pin be used?
RESPONSE - The government prefers the heavier hanger wire for concrete ceilings.
QUESTION 28 - After looking over this plan and it's set up really nicely for prefab interior walls. Would you consider using DIRTT walls for this project instead of stud and drywall.
RESPONSE – The government is looking for specific sound ratings on these walls. There are several different wall types for this project, and the design engineer is not familiar enough with DIRTT walls and their sound ratings to alter the project using a brand name wall type. The wall construction as specified will achieve the sound rating required by the occupant of this facility.
QUESTION 29 – Is room 1200 to receive any flooring, and if so, which type RESPONSE – Room 1200 is to receive carpet
QUESTION 30 – Are rooms 1247, 1248, and 1249 to receive VT-1 or VT-2 RESPONSE - Room 1247 is to receive VT-1. Rooms 1248 and 1249 are to receive VT-2 anti-static vinyl tile
QUESTION 31 - Is the 4'' rubber base to be installed on the existing walls, or just on the new walls being built.
RESPONSE - The 4" rubber base is to be installed on the perimeter/existing walls as well. See the dashed "Area of Work" on drawing A-106, Finish Floor Plan.
Question 32 - Question was asked about the size of the window openings for the new blinds, can we get a detail with the window dimensions please.
