The purpose of Amendment 0001 to subject solicitation SP4701-23-R-0010 is to answer questions submitted in response to the solicitation. Any changes to the solicitation will be highlighted.
1. SF1449 states Solicitation Issue Date is 2/26/2023 with a response due date of 3/8/2023.
Should the Issue Date be 2/8/2023?
This was an oversight error. The issue date should have been 2/6/2023 (the date the solicitation was posted to SAM.gov).
2. The 12 month base PoP period for CLIN 0001 is July 23, 2023 - July 22, 2024. There is also a 1 month Transitional Option Period for CLIN 6001 that contains no specific PoP period.
Please advise if this 1 month Transitional Option Period starts on June 23, 2023 and ends on July 22, 2023.
The 1-Month Transitional Option Period would start at the end of this contract. It would either be invoked after Option Period 4 or the Option Period in accordance with FAR 52.217-8.
3. On page 29, paragraph 5. Key and Non-Key Personnel you are stating the need for an Administration / Clerical (Senior) person, yet we cannot identify which Task Area this position correlates to. Please advise on which Task Area and the missions this person will be responsible for performing.
The Admin/Clerical (Senior) category is assigned tasks 2, 3, 4, 5, 6. Requirements are described:
Administration/Clerical (Senior) (Non-Key Personnel)
• The candidate must have at a minimum: a Bachelor of Art or Science in a business-related discipline (finance, logistics, management, economics, information technology) or at least three years of recent applied experience with DoD or DLA records management policy.
Additional experience related to supporting R&D records management or the Document Automation Content Services – Records Management (DACS-RM) system is highly desirable.
• Possesses and applies a comprehensive knowledge across key tasks and high impact assignments. Plans and leads major technology assignments. Evaluates performance results and recommends major changes affecting short-term project growth and success.
Functions as a technical expert across multiple project assignments.
• Responsible for developing, drafting, writing and editing program reports, briefs, proposals, and other documents in support of task requirements.
• Interfaces with personnel to coordinate meetings, maintain logs, records and files, provides end-user support, and performs general administrative duties.
• Assists in budgetary, billing, and financial management.
• Responsible for preparing and/or maintaining systems, programming and operations documentation, procedures and methods, including user reference manuals.
4. On page 38, Cover Page you state at a minimum the cover page include solicitation number, company name and address, CAGE, DUNS, Point of Contact(s) name and email. Since DUNS are being replaced with Unique Entity ID (UEI) numbers, do you want us to include this information in-lieu of our DUNS or keep the DUNS and add our UEI?

State the UEI in lieu of the DUNS number.
5. On page 38, Volumes, bullet 2 you state, “Reduced font size is not allowed anywhere in the contractor’s proposal.” Does this also include tables or graphics? It will be VERY difficult to ensure all graphic fonts display at a 12-point font equivalent size. Please allow table and graphic fonts to be 10-point font.
The Government does not agree to this change.
6. On page 40 you provide instructions for Volume III: Key Personnel Resumes, Certifications, Letters of Intent, and Non-Disclosure Agreement/Conflict of Interest Statement. This whole paragraph describes what we need to provide for our proposed key personnel, however the 3rd sentence in this paragraph states: “The offeror shall provide an organizational chart that identifies resources by name, functional title and/or skill category and narratives for assigning those resources to that position.” We are confused on whether you are asking for an organizational chart only describing our Key Personnel information or are you asking for a chart that lists all personnel proposed for the effort? Please elaborate.
Attachment 1: Work Breakdown Structure, the tab “Resource Allocation” shall be used to detail all personnel that work on the contract (Both Key Personnel and Non-Key). The solicitation will be updated to reflect this change.
7. Please clarify for Volume IV Price Proposal, you are ONLY asking for Attachment 1 and do not require any other pricing documentation such as a narrative to accompany our Volume IV submission.
The Government is only requesting Attachment 1 for the Price Proposal. A narrative is not required for Volume IV Price Proposal. If an offeror submits a narrative for the Price Proposal, it will not be evaluated favorably over an offeror who did not submit a narrative with the price proposal.
8. Is a Facility Clearance required for this effort?
No.
9. Who is the incumbent contractor?

10. Would the Government expand the 36-months reference for past performance to 60-months due to the Covid-19 Pandemic?
The Government will expand the reference for past performance to 48-Months.
11. On page 15, paragraph titled Transition Phase Out. The wording of this paragraph reads like you want us to describe our actions for transitioning out and turning program

However on page 39 Vol I: Technical Approach you state we need to describe our transition approach to ramp-up and support the day-to-day activities of DLA R&D Program Office within 30 days after contract award. Please advise on whether you want us to describe our plan for transitioning in and assuming responsibility for program actions within our response or only describe our transition out actions, or both?
Describe plan for both transitioning in and transition out.
All other terms and conditions remain unchanged.
