SECTION C
STATEMENT OF WORK (SOW)
C.1 BACKGROUND
Defense Logistics Agency (DLA) Information Operations at Fort Belvoir, Virginia (J6F) provides a broad range of Information Technology support services to several DLA components.
This support consists primarily of mainframe, mid-tier and client server data processing. The current DLA responsible site locations are as follows: DLA Headquarters Complex (HQC), Fort
Belvoir, VA; DLA Battle Creek, MI; DLA Aviation, Richmond VA; DLA Philadelphia, PA, Nine (9) Recruit Training Centers and a Hot or Warm site, location to be specified post-award.
The value of the data being created, stored and utilized within the DLA Information Operations computing environment is increasing rapidly as these technologies are increasingly used to fuel day to day operations. Loss of this data would have a severe impact on the ability to effectively support Warfighters. Therefore, it is imperative that backup copies of the data be transported and stored at a secure location outside the agency.
Specifically, J6 requires the services of a qualified electronic computer media storage Contractor, who will provide Off-Site Storage of Unclassified and Classified Computer-Generated Media, in compliance with the requirements of the law, regulation and conditions set forth in this statement of work.
C.2 OBJECTIVES
DLA must provide its customers mainframe, mid-tier, client server and desktop recovery capabilities to ensure continuity of operations in the event that DLA, or associated sites, become disabled or nonfunctional. DLA has a requirement for off-site storage management of
Unclassified and Classified media and rotation and retrieval services to ensure availability of critical customer data to minimize the impact of a catastrophic service interruption. The media transport schedule and retention period has been predetermined.
C.3 SCOPE
The Contractor shall furnish all labor, facilities and transportation to pick up and deliver computer backup media and documentation from, and to, DLA and defined sites based on a predetermined schedule (See Section B). The Contractor must be able to provide off-site storage management of Unclassified and Classified media and rotation, retrieval and recovery services.
The Contractor shall also provide, in the event of a disaster or a disaster recovery test, transportation of the stored media and associated documentation from a specified DLA Site and ensure emergency transport of the media and documentation to an alternate designated DLA processing site within the time limit parameters identified in the SOW.
C.3.1 Specific Tasks
C.3.1.1 Contractor’s Facilities
The contractor’s storage facilities shall adhere to storage standards as outlined by DOD
Industrial Security manual for safeguarding Classified Information (DOD5220.22M). The offsite storage environment will conform to 36CFR 1228 as it pertains to electronic media.
To ensure the viability and compliance of the Contractor’s storage facilities, the Government may perform inspections and tests in a manner that will not unduly delay the work to be performed by the Contractor under this contract. The Contractor shall provide access to DLA
Site personnel for compliance verification. The access will be coordinated with the facility prior to the visit. Any deficiencies will be noted in writing and provided to the Contractor for resolution. The Contracting Officer may require the Contractor to correct or replace facilities or work that is defective or does not conform to contract requirements. Unacceptable performance will be recorded and the Contractor shall be required to correct the unacceptable condition within a 24-hour time period. This includes making rapid repairs to ensure safe work conditions and facility security. Written verification shall be provided by the Contractor to the Contracting
Officer when remedial action has been completed. If the Contractor does not correct the unacceptable condition within 24 hours, the COR will notify the Contracting Officer who will take appropriate administrative action for unacceptable performance.
C.3.1.2 Location
The Contractor’s facility must be removed from high-risk areas including flood plains, earthquake fault zones, and know landslide or mudslide geographical hazards. The off-site facility must be a sufficient distance from the primary (DLA) site to significantly reduce the likelihood of a single catastrophic event including terrorist attacks from affecting both sites. The prevailing standard within the Disaster Recovery industry is a minimum of 25 miles between sites. The 25-mile standard is endorsed by DLA as minimally acceptable, but it is recommended that each site review the potential for a regional disaster (i.e., hurricane, flood, earthquake, etc.)
to determine if the 25-mile minimum is a sufficient distance from the primary processing site to safeguard critical backup resources. Waivers to the minimum distance requirements will be considered on a case-by-case basis when mitigating circumstances prove advantageous for the
Government.
Philadelphia, Pennsylvania and all Recruit Training Center sites requires a 50-mile minimum between sites.
C.3.1.3 Contractor’s Storage Space Requirements
The Contractor will provide secure storage of containerized backup media. Contractor may be required to accommodate long-term storage of specific media that needs to remain in the
Contractor’s storage facility for an extended period of time. DLA backup media types may include:
3480/3490 cartridge tapes (mainframe storage)
9840/9940/3590 cartridge tapes
8mm cartridges
Digital Linear Tape (DLT), Super Digital Linear Tape (SDLT), Linear Tape-Open (LTO) cartridge tapes
Paper documentation
Other backup media
C.3.1.4 Environmental Controls
The Contractor shall maintain temperature and humidity levels to maintain and preserve the integrity of the media/data contained within the designated storage area of the Contractor’s facility. Temperature must be maintained between sixty (60) and seventy (70) degrees
Fahrenheit. Humidity must be maintained between thirty-five (35) and forty-five (45) percent.
Temperature and humidity levels must be continually monitored to detect variances from prescribed standards. The Contractor’s facility must be capable of being restored to stated environmental levels within eight (8) hours of any alternate site storage facility environmental failure.
The Contractor’s primary objective is to have the capability to control temperature and humidity within the aforementioned ranges, so that any fluctuations are confined to a narrow range, i.e., incremental, gradual fluctuations over a reasonable amount of time will be acceptable as long as a consistency of temperature and humidity is maintained. Temperature and humidity gauges (or control devices) shall be metered and auditable. Positive internal air pressure within the vault enclosure, causing a constant outward airflow, is also required to reduce environmental contamination in conformance with this publication.
The vault heating, ventilation and air conditioning (HVAC) systems, both primary and backup, shall be installed in conformance with NFPA No. 90A, Standard for the Installation of Air
Conditioning and Ventilating Systems. The vault HVAC systems shall be designed so that installed back-up/redundant units will continue to provide automatic control of temperature and humidity within the ranges specified above, in the event of failure of the primary system. The back-up/redundant system is only to be used to provide service in the event of the primary system failure and may not be available to be used under normal operating circumstances or for any other purpose. Power to operate the back-up/redundant HVAC system must be automatically transferred to an automatically-starting, standby backup/redundant generator system (either diesel or natural gas fueled) in the event commercially provided utility supply is interrupted or rendered unavailable. Environmental control is to be restored within sixty (60) seconds of a power failure.
ANSI/NFPA and other research data have revealed that electrostatic air filtration systems produce ozone as a by-product of their operation, which is known to be injurious to magnetic tape polyester binders and substrate. As a result, electrostatic air filtration systems are prohibited.
