PERFORMANCE WORK STATEMENT (PWS)
1. INTRODUCTION: The DLA Disposition Services Complex in Anchorage, Alaska hereafter referred to as the site, has the responsibility of disposing and reutilizing Department of Defense (DoD) excess and surplus property generated by the military services. This is accomplished through reutilization to other DoD activities; transfer to other Federal agencies; donation to authorized state and local organizations; sale to the public; ultimate disposal through abandonment or destruction. This support mission constitutes a service provided to military services and a contractual obligation to civilian buyers. Delays in this support operation can result in hampering military activity and could result in penalties to the United States Government for failure to meet contractual obligations. The DLA Disposition Services is a Major Subordinate Command (MSC) of the Defense Logistics Agency (DLA).
2. GENERAL: The DLA Disposition Services requires operational scales to quantify the removal of property it receives for re-sale or disposal. The importance of the mission and seriousness of the impact of inoperative scales make prompt calibration a priority.
3. PERIOD OF PERFORMANCE: 12 months from the date of award. There will be four (4) one-year option periods consisting of 12 months each.
4. SCOPE: The Contractor shall furnish all labor, equipment, tools, supplies, etc., to perform annual scale calibration for the scales listed in paragraph 5, hereafter referred to as equipment, located at the site.
5. SCALES: Stationary and portable truck scales as well as associated peripherals including indicators, scoreboards, and printers. The site currently has the following equipment in place:
a. TRUCKSCALE: One (1) Onibrage System
i. INDICATOR: One (1) Monitor 008004-008010
ii. PRINTER: One (1) Epson M66SA
iii. SCOREBOARD: One (1) Defender 7000 Extreme, T72XW
b. PORTABLE TRUCKSCALEs: Two (2) Intercom 115AF17007 Portable Axle Scales
i. COMPUTER: Two (2) Intercom 116ITF7002
c. PORTABLE PLATFORM SCALE: One (1) Cardinal FH-544-II
d. PORTABLE PLATFORM SCALE: One (1) Rice Lake 14K4HP-5W
e. PLATFORM/SHRINKWRAP SCALE: One (1) Indiana Scale SAW-SCALE FS72112-10K
6. REQUIREMENTS: The Contractor shall:
a. Schedule a date and time with the Contracting Officer’s Representative (COR) consistent with paragraph 9 to perform an annual site visit to inspect the equipment within 30 calendar days of contract award.
b. Provide the COR with a maintenance schedule for the period of performance following the site visit for the equipment at the site within 15 calendar days from completion of the site visit (6.a).
c. Perform scale calibration of the equipment in accordance with (IAW) the maintenance schedule (6.b) IAW Original Equipment Manufacturer (OEM) specifications.
d. Provide evidence that the equipment was calibrated, e.g., a high-contrast removable sticker applied to each piece of calibrated equipment indicating:
a. Date of calibration
b. Full name of servicing technician

8. GOVERNMENT FURNISHED FACILITIES: Workspace will be provided to permit the contractor to perform on-site calibration within the DLA Disposition Services Anchorage complex. Existing utilities (e.g., water, restrooms) will be furnished without charge to the Contractor.
9. TIME OF PERFORMANCE: The calibration services to be performed under this contract shall be conducted during normal Government business days, Monday through Friday, except for Federal Holidays, between the hours of 0730 - 1500. Work that cannot be completed by 1430 shall be discontinued and resumed the next day, unless approved by the COR or KO. If calibration services are scheduled by the Contractor to be performed on a regular Federal holiday (see below), or one designated by Presidential proclamation, rescheduling will be at the discretion of the COR or Government Representative.

10. DLA DISPOSITION SERVICES ENVIRONMENTAL MANAGEMENT SYSTEM (EMS): DLA Disposition
Services implemented EMS in accordance with ISO 14001:2004(e), DOD and DLA requirements at all DLA Disposition Services appropriate facilities. An EMS is an overall management system that includes organizational structure, planning activities, responsibilities, practices, procedures, processes, and resources for developing, implementing, achieving, reviewing, and maintaining the environmental policy of an organization. The DLA Disposition Services EMS is designed to ensure that all personnel, including contract personnel, whose work activities can cause real or potential significant environmental impact, are aware of how their work supports the EMS and are competent to perform their roles, responsibilities and authorities while supporting the DLA Disposition Services mission. The DLA Disposition Services EMS program is explained in DRMS-I 6050.2, Environmental Management System (EMS) Core Instruction. Site supplements detail information required by EMS at a local level such as local, state and host environmental regulations as well as local emergency procedures and operating procedures unique to the location. Site supplements also contain information concerning the local interaction between the DLA Disposition Services tenant appropriate facility and the DOD/DLA host facility EMS program. Contractors and their personnel are required to be aware that each DLA Disposition Services appropriate facility has an EMS and to be aware of EMS policies to perform work and/or gain access to an installation. Each DLA Disposition Services appropriate facility maintains EMS awareness posters that identify the DLA Disposition Services Environmental Management Representative (EMR) and Host facility EMR for specific guidance concerning an individual facilities’ EMS program. Contractors may request current copies of EMS information identified in this paragraph by sending an e-mail request to DRMSEMS@dla.mil.
11. APPOINTMENT OF CONTRACTING OFFICER REPRESENTATIVE (COR): A copy of the appointment letter will be furnished to the contractor. The COR will participate in the administration of this contract to ensure the contractor’s compliance with its technical requirements, including inspection and acceptance of the service for the government at the performance sites.
