DLA Disposition Services – Jacksonville Racking Procurement and Installation Statement of Work (SOW)

SECTION B SUPPLIES/SERVICES

1.0 INTRODUCTION

The primary mission of the Defense Logistics Agency (DLA), Installation Support is to directly provide services for Disposition Services. Disposition Services function is to dispose of Department of Defense (DOD) excess and surplus personal property generated by the military services. This is accomplished through reutilization to other DOD activities, transfer to other Federal agencies, donation to authorized state and local organizations, sale to the general public, or ultimate disposal through abandonment or destruction. DLA Disposition Services and Installation Support are headquartered in Battle Creek, Michigan, with a variety of field sites worldwide. The purpose of this contract is to acquire new industrial storage racks at the DLA Disposition Services –.

By way of Request for Quote, is soliciting Offeror quote to confirm and/or alter the design, then purchase new fixed height storage racks and install new industrial storage racks at the DLA Disposition Services- Jacksonville with the goal of maximizing aisle widths. This procurement service is funded through DLA Installation Support (DODAAC SC4400). DLA Installation Support’s COR will certify the invoice submitted through the Wide Area Work Flow (WAWF) system; the on-site COR will verify the order is properly received and installed IAW specifications.

The contractor shall coordinate to travel to the DLA Disposition Services- Jacksonville site to confirm/alter the design concept as required, seek initial approval through the Site Manager, then the DLA Disposition Services Installation Support for final design approval(s). The contractor should anticipate slight in-process design alterations to meet the Site Manager’s requirements.

DLA Disposition Services- Jacksonville requires a 24 hour notification for all visitors. Completion date for CLIN 0001 is 90 days after award of this contract.

2.0 Common to all fixed height rack installations:

Critical requirements for fixed height locations are as follows:

5.) 24” tall column protectors that attach only to the floor specifically designed to fit with the seismic compliant columns and base plates (a decision to attach to columns only with DLA’s Industrial Engineer’s prior authorization).

6.) Each individual vertical column and horizontal load beams must be permanently marked, preferably stamped, a welded, bolted, or riveted metal data plate or an industrial strength sticker is also acceptable. The key information to be marked on each component is the manufacture’s brand name, replacement part number recognized by the manufacturer, and horizontal beam’s load capacity. This identification will support ease in component replacement (vs. entire rack replacement). An acceptable sticker will be a 2” x 4” label using two permanent enamel based inks (white and black) subsurface printed on 10 mil industrial Lexan, backed with 3M 468 permanent adhesive (an example business who demonstrated to meet these specifications is Specialty Printing Inc. in St. Louis, MO)

3.0 Install new fixed height racking in buildings– Contract Line Item (CLIN) 0001.

- All material and equipment shall be delivered to: DLA Disposition Services- Jacksonville.

7.0 Flexible location configurations

- As part of the contractor’s initial site visit, the contractor shall redesign, determine/validate the quantity and width of load beam sections. Anticipate dimension and quantity changes after the initial site visit.

8.0 Striping of Floor

- Contractor not responsible for striping of floor.

- Contractor will repair any damage done to existing striping on floor.

9.0 Column Protectors

- The racking system shall include sets of individual column protective devices that have a corrosion resistant coating applied to each to mitigate the environmental conditions (heat, humidity, and chemicals).

- The contractor shall purchase and install 24” tall column protectors that attaches only to the floor specifically designed to fit with the seismic compliant columns and base plates. It is the contractor’s responsibility to ensure that all vertical columns exposed to the aisles have a column protector installed and utilize all the manufacturer’s bolt holes utilized to fasten to the concrete.

- Each vertical column will have a protective device (i.e. corner or column guard); these are in addition to columns with end of aisles guards.

The contractor shall install all column protectors to the concrete floor using the manufacture’s recommended bolts. Additional clarifications on anchor bolts are listed in the Installation section below.

9.1 End of Aisle Protectors

The contractor shall purchase and install end of aisle protectors that are described in paragraph 3.0 above. Each end of aisle protector shall be installed between 3” to 6” away from racks; the Site Manager will have final approval for final placement approval.

· Eighteen (18) double row (approximately 104” wide) protectors

· The contractor shall install a minimum of grade 5- 3/8” diameter bolts to secure the end of aisle protectors to the concrete floor; all manufactured bolt holes shall be utilized (not fabricated). Screw anchors shall have 360-degree contact with the base material. Oversized holes shall not be required pending screw anchor type selected for installation. Anchors are not to be reused after initial installation.

· Contractor will submit through the submittal process type of anchor to be used.

- The contractor shall purchase and install the following protective devices:

· The end of each row will have double wide heavy duty end of aisle protector. End of aisle protectors will be a minimum of 6” tall, extend the width of the columns, and fastened to the concrete floor. The number of anchor bolts will be determined by the number of manufactured holes in the selected column guard; an anchor bolt will be installed in each manufactured hole.

· Contractor will submit through the submittal process the type of anchor to be used.

10.0 Installation

- The contractor should anticipate purchasing and installing row spacers provided they install at least five (5) per row. Six inch wall spacers are recommended for wall fastening installations. Final determination of the use of the spacers is dependent on the vendor’s engineering recommendation for seismic zone.

- The contractor shall be prepared to adjust rack height spacing listed (as needed) in order to meet any requests from the Site Manager.

- New pallet racking shall be installed per manufacturer’s recommendation and a copy of the manufacturer’s specifications will be provided to the Site Manager for quality assurance/quality compliance.

- All rack columns, column guards, end of aisle guards, and machines will be anchored down to the concrete as described by the manufacturer’s installation specifications. Anticipate installing ½” diameter wedge anchor bolts that are a minimum of 2.5” below the concrete surface. Bolts will be grade 5 or better, wedge-type anchor bolts per column section into the concrete; depending on the column guard design selected, additional anchors may be required to ensure each manufactured holes is utilized. Anchors with nuts shall have 360-degree contact with the base material. Oversized holes will not be required pending screw anchor type selected for installation. Fasteners shall be manufactured from carbon steel, and are heat-treated. Anchors are not to be reused after initial installation. An example of an acceptable screw anchor is Simpson’s Strong-Bolt wedge anchors for cracked and uncracked concrete (provided installation follows Simpson’s installation instructions) or equal. If inadequate anchor bolt binding occurs the contractor will be required to fill the hole with an epoxy filler designed for threaded applications to ensure a solid contact with the concrete.

- Contractor shall anticipate purchasing manufactured shims to ensure level installation IAW RMI standards under paragraph 7.1.4 as listed below:

· Shims may be used under the base plate to maintain the plumbness and/or levelness of the storage rack. The shims shall be made of a material that meets or exceeds the design bearing strength (LRFD) or allowable bearing strength (ASD) of the floor. The shim size and location under the base plate shall be equal to or greater than the required base plate size and location.

· In no case shall the total thickness of a shim stack under a base plate exceed six times the diameter of the largest anchor bolt used in that base.

· Shims stacks having a total thickness greater than two and less than or equal to six times the anchor bolt diameter under bases with only one anchor bolt shall be interlocked or welded together in a fashion that is capable of transferring all the shear forces at the base.

· Shims stacks having a total thickness of less than or equal to two times the anchor bolt diameter need not be interlocked or welded together.

· Bending in the anchor associated with shims or grout under the base plate shall be taken into account in the design of anchor bolts.

- The contractor will if needed work incrementally by dismantling/installing in sections approved by the site manager to mitigate work loss.

- All work will be accomplished in accordance with the ANSI MH16.1: 2012 edition.

- DLA Disposition Services – Jacksonville is in a seismic zone 0(or IAW zip code 84056). The contractor shall provide a “post installation” executive summary memorandum that clearly defines if this racking project complies with and/or exceeds all local, UFC, and RMI standards. The engineer’s original stamp will validate all documents. The contractor will coordinate any and all changes to the industrial storage rack system; particularly if determined insufficient. Critical is the structural integrity of the selected racks (i.e. anchor bolt size, grade, and depths for the seismic zone). These drawings shall be provided to the Industrial Engineer on A-size standard printer paper (8.5” x 11”), B-size paper (11” x 17”), D-size paper (22” x 34”) plotter paper, and a scanned PDF format. All copies will be draw to scale.

- Coordinate with DLA Disposition Services- Jacksonville for entry and scheduling daily work hours. Any overtime/weekend work must be coordinated with DLA Disposition Service- Jacksonville for advanced approval.

- Any remaining new pallet racking not installed shall either be installed at the Site Manager’s discretion or be turned over to the Site Manager to be used as replacement pieces for future use.

- The contractor shall coordinate with DLA Disposition Services- Hill, conduct a pre-installation meeting with the Site Manager, provide all labor, and deliver all material and equipment to: DLA Disposition Services-Jacksonville The contractor is to verify the shipping address and set up pre-installation meeting date, time, and location with the Site Manager (information will be available after contract is awarded).

11.0 Evaluation Criteria

The government intends to issue a single award to the lowest price, technically acceptable offer. In order to be technically acceptable, the supplies offered shall be the brand name items or identified “equal” items. Proposed “equal” items must be identified by manufacturer, model and part number. Any quote that includes a proposed “equal” item shall include a specification sheet showing the item meets all the requirements identified the Scope of Work. Any quote for a proposed “equal” that is missing a specification sheet and/or any identified required specification from the Scope of Work will be determined not technically acceptable and will no longer be considered for award.

12.0 Contractor furnished property and services

Unless, otherwise noted elsewhere as Government furnished, the contractor shall provide all labor and materials to perform all necessary work to (clearly state outcome, i.e. accomplish all necessary repairs such that the item is fully operational as verified by the Government).

Contractor shall provide:

· Supply any needed parts/hardware not included in new racking supply.

· Supply adequate supply of floor anchor bolts for the new pallet racking and corner protectors.

· Supply shims for leveling uprights.

· Coordinate with site manager for use of municipal utilities and shelter. The contractor to be prepared and provide necessary assets to complete this project with little to no assistance from the site/end customer. Contractor shall plan accordingly and not anticipate using any material handling equipment (i.e. scissors lift or forklift) on-site.

· All physical labor support to unload installation materials upon receiving shipment. Anticipate no support from the site.

13.0 Government furnished property and services

The Government will be responsible for providing an area for the contractor to perform the required tasks. Electrical power, water, and facilities that are necessary to perform the required tasks may not be available to the contractor. All hand tools, Material Handling Equipment (MHE), and other task specific equipment are to be provided by the contractor.

14.0 Delivery/performance timeframes

All required services must be completed within 90 calendar days from date of contract award. The contractor must provide at least 14 calendar days advance notice to the COR/POC before rendering services at the site(s)

The service to be performed under this contract will be performed during normal government working days, Monday through Friday, which are available from the COR/POC. If services are scheduled by the contractor to be performed on a regular federal holiday (see below), designated by Presidential proclamation, or DLA, Disposition Services Closure, rescheduling shall be at the discretion of the COR/POC.

15.0 Acceptance/correction of work

All work performed under this contract shall be subject to the acceptance of the designated COR or (Government) Point of Contact. If performance is found to be unsatisfactory and not in accordance with the requirements of this contract, the contractor shall correct unsatisfactory work as soon as possible but not later than within 90 calendar days of Government notification. Correction of work is performed at the contractor’s expense as per FAR 52.212-4 contained elsewhere in this contract.

16.0 Contract Manager

The contractor shall be solely responsible for the overall performance of the contract. The contractor shall designate a contract manager and alternate contract manager, who will have full authority to act for and make binding contractual decisions on behalf of the contractor. Within five (5) days after contract award, the contractor shall provide the name of the primary and alternate contract managers in writing. The contract manager or the alternate shall be available during normal operating hours to meet with Government personnel. The contract manager and the alternate must be able to speak, read, write and understand the English language.

17.0 Clean Up Premises

Upon completion of the work, the contractor is required to clean up work space and remove and dispose of any parts or debris resulting from the contractor’s performance, with any associated costs included in existing CLIN prices. This is required after each day of on-site performance, and before the contractor leaves the premises.

18.0 Protection to Public and Property

In order to provide for environmental abatement and control and to prevent environmental pollution arising from the services of the contractor in the performance of this contract, the contractor shall comply with applicable federal, state and local laws and regulations concerning environmental pollution abatement and control currently in effect and all applicable DLA, Disposition Services Fire, Safety, Security and Environmental Protection Regulations.

The Contractor must perform all operations in a prudent, conscientious, safe and professional manner. At a minimum, the Contractor’s personnel and equipment shall comply with applicable federal, DOD, state; local and host installation laws, safety regulations and procedures, and Contractor will ensure that its agents, employees, and subcontractors perform in a safe manner. The contractor shall ensure that its agents, employees and subcontractors involved in handling and packaging wastes are trained to the level of expertise required for the proper performance of the tasks and in particular, in the areas of chemical compatibility, safety, general first aid procedures and spills. Personal protective equipment shall be provided by the Contractor and must be appropriate for the task. The Contractor agrees that his personnel and equipment are subject to safety inspections by Government personnel while on Host Installation Property.

The Contractor shall assume full responsibility and liability for compliance with all applicable local, state federal, and DOD regulations pertaining to the health and safety of personnel and environmental management during the execution of work. All work shall be completed and performed in accordance with the best practices of the trade and in compliance with all-applicable federal, DOD, state and local codes.

The contractor shall take all necessary precautions to prevent injury to the public, building occupants, and/or damage to property of others.

19.0 Installation/Site access security requirements

Installation/site access requirements vary for visitor badges and other access/security procedures for performing contractor services at the sites. The contractor is required to coordinate with the Government COR/POC on the task order to obtain the necessary security/access procedures prior to commencing work at the site, and in such time as the performance timeframe for completion of the services is met. If coordination and/or access is delayed by the Government such that performance timeframes cannot be met, the contractor must submit, in writing, their proposed reasons, including any supporting evidence, prior to the original due date of the task order such that an extension can be granted, if appropriate. At no cost to the government, it is the contractor’s responsibility to make arrangements to conduct site visit prior to submitting an accurate and complete bid. The government is not responsible for incomplete material or condition list and expects the final installation to be complete and fully usable IAW RMI standards.

20.0 Identification of Employees

The contractor shall be responsible for furnishing to each of their employees’ identification as may be required by the installation where the services are performed. Contractor will require each of their employees engaged on the work site to display such identification as directed by the appropriate installation. All prescribed identification shall be delivered to the COR/POC for cancellation upon the release of any employee. Badges are issued for a period of one year and must be returned to the issuing pass office prior to renewal. Failure to return badges may constitute a delay in payment.

21.0 Conduct of personnel on duty

While on duty working in Government buildings and on Government property, personnel employed by the contractor shall be prohibited from sleeping, using Government telephones and utilizing Government facilities for recreational activities. Personal items in office areas, such as desk accessories, radios, supplies, pens, pencils, plants and food shall not be disturbed by the contractor’s employees at any time. Contractor’s employees are subject to Government standards of conduct including sexual harassment. Clothing, personal grooming, and personal cleanliness standards for Government working environment apply.

22.0 Standards of conduct

All personnel employed by the contractor in the performance of this contract or any representative of the contractor entering DLA Disposition Services compound/facilities, shall obey all regulations of the installation and will be subject to surveillance to ensure that no violations occur. The contractor shall be responsible for maintaining satisfactory standards of employee competency and conduct and taking such disciplinary actions with respect to contractor employees as may be necessary. The contractor shall ensure that all personnel employed in the performance of this contract shall be United States citizens; or non-United States citizens who legally reside in the United States. No contractor employee will be permitted on DLA Disposition Services sites when investigation reveals employee’s presence would be detrimental to the security of the installation or to the accomplishment of the work prescribed. The Government reserves the right to refuse to permit any contractor employee to perform services under this contract who is not in compliance with requirements of this contract (for example, employees not meeting stated minimum qualifications). In such cases, the KO/COR will advise the contractor of the reason for requesting an employee’s removal or withdrawal of authorization to enter DLA Disposition Services sites.

23.0 Disorderly conduct

Disorderly conduct, such as use of abusive or offensive language, quarreling, intimidation by works or actions, or fighting will not be condoned. Contractor employees shall not participate in disruptive activities which interfere with normal and efficient Government operations.

24.0 Intoxicants

The contractor shall not allow any employees, while on DLA Disposition Services sites to possess, sell, consume, or be under the influence of intoxicants, illicit drugs, or any other incapacitating agent which produces similar effects. The KO/COR shall require the contractor to remove from the job site, any contractor employee found under the influence of intoxicants, illicit drugs, or incapacitating agent during his tour of duty.

25.0 Criminal Actions

Contractor employees shall be subject to prosecution for criminal actions. These shall include, but are not limited to, the following:

The falsification, unlawful concealment, removal, mutilation, or destruction of any official documents or records, or concealment of material facts by willful omission from official documents or records.

Theft, vandalism, immoral conduct, or unauthorized use of Government property.

Unethical or improper use of official authority or credentials.

Misuse of weapons, including possession of weapons on the DLA Disposition Services Tucson premises.

Violations of State laws, such as traffic offenses, which have been assimilated and are enforced through the U.S. Magistrate Court System.

The contractor’s employees shall be on DLA Disposition Services Tucson premises only for contractual duties and not for other non-contractual purposes.

26.0 Personal Protective Equipment (PPE)

The contractor shall be responsible for equipping their personnel with the proper PPE required to safely provide services required. PPE is defined as equipment and supplies to protect the human body, inside and out, from harm / injury / illness occurring in line with contracted services provided. PPE may include, but is not limited to: Goggles, ANSI approved Safety Toe Boots, Leather Gloves, Hearing Protection, Face Masks (dust).

27.0 POINTS OF CONTACT
