Attachment 2 Questions and Answers

Q1. Is the base year a guaranteed order and the option year’s potential additions to the contract at the discretion of the Government?

A1. The base year is for an estimated quantity. The minimum order shall be $3,000.00 for the base period. See clauses FAR 52.216‐19 ORDER LIMITATIONS and FAR 52.216‐22 INDEFINITE QUANTITY. Option years may or may not be exercised at the discretion of the Government. See FAR 52.217‐09 OPTION TO EXTEND THE TERM OF THE CONTRACT.

Q2. Is there a better estimate available as to where these units will go, or will the quantities be divided to each location at a later date after award?

A2. See new attachment 1. The quantities per region are only estimates. The contractor should provide a firm‐fixed quote with this in mind.

Q3. The base year request for the Pacific Region is 20 each. As of now we would need to estimate 20 units to ship to the furthest destination in order to not underestimate shipping. It would be a big difference to ship that amount of units to Hawaii vs to Japan/South Korea.

A3. See attachment 1 for new shipping destinations for Europe, Africa, and Pacific.

Q4. Please clarify the meaning of the note: “Minimum: $3,000 / Maximum: 200%” ‐ does this mean that the quantities listed in the solicitation is in fact just estimated quantities subject to increae/decrease?

A4. All quantities listed on the bid schedule are estimates only and subject to increases or decreases, but not increases more than 200% nor decreases below the monetary value of $3,000.00. See clauses FAR 52.216‐19 ORDER LIMITATIONS and FAR 52.216‐22 INDEFINITE QUANTITY in the solicitation.

Q5. Does the buyer prefer to get the 100Ah or 200Ah battery backup?

A5. There is no preference as long as all salient characteristics are met, as outlined in the SOW in paragraph 3.

Q6. We are also inquiring about physical addresses for the ones that only has a PO address listed. (Mainly the pacific locations) These are large units and can't be shipped to APO addresses.

A6. See A3.

Attachment 2 Questions and Answers

Q7. Will the customer accept quotes to the closest port or does this need to be quoted delivered to the addresses in the attachment?

A7. All quotes shall be FOB destination to the addresses listed on attachment 1 and shall be firm‐fixed price quotes.

Q8. In order for us to quote "freight in" for the off‐shore locations, we will need to know the addresses for each location where a cart is expected to be delivered. Has there been some clarification in this regard? We would need the quantity requirement for each as well.

A8. See A3.

Q9. What will the timeframe be for the initial base period? Will it be 6‐10 weeks from award of contract?

A9. Period of Performance for base period is one year from date of award. See paragraph 11 of the SOW.

Q10. How are we expected to price the spare/repair parts portions of the clins?

A10. No quote is being requested for CLINs 0004, 1008, 2012, 3016, and 4020. An amount of money will be set‐aside at time of award to cover any possibly needed spare parts.

See paragraph 5 of SOW.
