DATED 5/6/2024

Amendment 0001 is hereby incorporated into SP330024Q0094 to Replace Lights in Building 732, Bay 1, DLA Distribution Susquehanna and shall become part of any contract issued.

Amendment 0001 is being issued to incorporate a FAR Clause, a requirement for WOMEN-OWNED SMALL BUSINESS’S (WOSB), and answer vendor’s questions.

Incorporate the following clause: FAR 52.219-30 NOTICE OF SET-ASIDE FOR, OR SOLE SOURCE

AWARD TO, WOMEN-OWNED SMALL BUSINESS CONCERNS ELIGIBLE UNDER THE WOMEN-

OWNED SMALL BUSINESS PROGRAM (OCT 2022)

Incorporate the following requirement: WOSB & EDWOSB: Effective July 15, 2020 (grace period ended October 15, 2020), women-owned small business (WOSB) and economically-disadvantaged WOSB (EDWOSB) concerns must certify at WOSB.Certify.sba.gov to compete for WOSB or EDWOSB federal sole-source and WOSB or EDWOSB set-aside contracts.

Provide answers to the following questions:

Question 1: Is there paperwork for closeout regarding the recycling? Ballast, etc.

Answer 1: No, paperwork is not required for recycle materials that remain on the Installation. On Drawing E-100, follow LIGHT FIXTURE RECYCLE/DISPOSAL NOTES.

Question 2: Is parking close to the building allowed?

Answer 2: Yes. Refer to the hatched area on Drawing G-001, Site Plan where CONTRACTOR PARKING/STAGING AREA is indicated. An area of approximately 40ft wide x 60ft deep will be available between overhead doors 7 & 8.

Question 3: Does each fixture require a separate warranty tag? Page 108 of the specifications.

Answer 3: Yes. Since this is a partial lighting replacement in Bay 1, the warranty tags will be required for each fixture so that DLA Maintenance can differentiate between existing lights and new lights when performing future preventive maintenance and repairs.

Question 4: The POP is 120 days, allowing 4 to 6 weeks for the submittal process, 8 weeks to receive lights (current lead time) only leaves us with 22 days for install and close outs. Would the Government consider extending the POP to 160 days?

Answer 4: The support strut, conduit, wire, junction boxes and twist-lok receptacles can be installed ahead of light delivery so that when the lights arrive, they can be hung and plugged in, then demolition work performed. The POP is established to reduce impact to Operations and will remain at 120-days at this time but may be revised after award with evidentiary documentation.

Question 5: Do our onsite workers have to go in and out of the secure vestibule every time they enter and exit the building? Can materials be loaded/unloaded at a garage door or ramp closer to the work area?

Answer 5: All personnel working in the building will be required to utilize the Building Entrance to sign-in at the beginning of shift and sign-out at end of shift, each day for accountability purposes. Overhead dock doors and a ramp near the work area will be available for moving construction equipment and materials in and out of the building. The Contractor must provide equipment and labor to move

construction materials. Overhead doors are not permitted for personnel entering and exiting the building.

Question 6: The existing lights are hanging from Unistrut, the new light locations are calling for the lights to be hung from the existing joist, the joist spacing appears to be about 7 to 8’ which means the cables that the lights will be hanging from will be on a angle rather than plumb, is that acceptable?

Answer 6: Refer to Drawing E-100, LIGHT FIXTURE INSTALLATION DETAIL. Each light fixture requires Support Strut attached from Existing Roof Truss to Existing Roof Truss, therefore the Cable or All-Thread will hang straight and plumb.

Question 7: Do we need to paint the bar joist where the Unistrut was removed and where the conduit clamps are being removed? There isn’t any mention of this, nor is there a painting spec.

Answer 7: Painting is not required.
