9B. DATED (SEE ITEM 11)

Q01. Clarification is requested on the use of plywood/CDX. Purchased sheets are a maximum length of 96”. We will have to “skive” or use the runners/rubbing strips for assembly (i.e., the cover to make with 2 pieces to meet the 144-½ “requirement)?

A01. Correct, plywood sheets will have to be skived and the seams must be covered by cleats, skids or other dimensional lumber otherwise used in the crates’ construction.

Q02. Understanding up to five (5) crates can stack and be banded together for loading purposes. Can multiple bundles of five (5) be stacked to maximize the height for truck loading purposes?

A02. Bundles of five (5) can be stacked two (2) bundles high, but the bundles must be securely strapped down to prevent shifting while in transit and additional blocking may be required to prevent the containers from collapsing under the weight of being stacked. Containers must arrive at shipping destination undamaged. The Government will not pay for damaged goods.

Q03. Nominal wood dimension is 3-1/2" wide for a standard 1" X 4" or 2" X 4". The telescoping crate outlined calls for a 3-1/2" inside diameter. The lid of the crate has "internal cleats" attached to the underside of the lid (thus decreasing the internal dimension by 1/2". Can standard 2" X 4" (3-1/2" nominal) be used for the ends and sides, or does the wood have to be special-made to achieve the 3-1/2" inside dimension while accommodating the 1/2" cleats on the inside of the top lid?

A03. Yes, a standard 2” X 4” (1-½” X 3-½” nominal) can be used and the internal cleat thickness is not subtracted from the 3-½” inside depth.

Q04. Can fasteners be straight-driven? Or do they have to be J-clinched?

A04. For assembly of the top and bottom panels, the nails must be clinched per B660-15 para. S1.4.3.

Q05. Are any current drawings, CAD files, or pictures that you can share?

A05. No.

Q06. Do completed boxes have to be shipped on pallets or can boxes be banded in groups of five (5) and loaded directly on the flatbed?

A06. Pallets are not required since each individual crate has rub strips; bundles of five (5) boxes or less are required.

Q07. Are the dimensions provided in the PID column internal opening size dimensions?

A07. Yes, those are the inside dimensions listed in the “PID column” of the “Supply Item List”.

Q08. Are there any overall Outside Dimension size maximums that need to be considered?

A08. No. The outside dimensions can be determined by adding the side, end, top and bottom panel thicknesses, and the skid height to their respective inside dimensions. However, it adds up, the crates should be consistent in their outside dimensions as they will be constructed uniformly.

Q09. The solicitation includes DFARS 252.204-7008, Compliance with Safeguarding Covered Defense Information Controls. Will the selected contractor be required to be compliant with all 110 requirements in NIST Special Publication 800-171?

A09. Yes, unless an exception exists.

Q10. Regarding FAR clause 52.222-50: Do all Contractors have to implement a training program for employees and potential employees on human trafficking?

A10. Yes, unless an exception exists.

Q11. Item 9 in the solicitation states that FOB destination delivery must be within 45 days, but also states within 60 days. Will these boxes be required to be delivered within 45 or 60 days?

A11. Item 9 in the solicitation states the Government desires the delivery within 45 days, but requires delivery within 60 days.
