Replace and Adjust Overcurrent Protective Devices (OCPDs), Various Buildings
AMENDMENT 0002
DATED 9/3/2021
Amendment 0002 is hereby incorporated into SP330021B0003 for the Replace and Adjust Overcurrent Protective Devices (OCPDs), Various Buildings, DLA Distribution Susquehanna and shall become part of any contract issued.
Amendment 0002 is being issued to answer vendor’s questions, provide clarifications (Attachment 1), and revised drawings (Attachment 2).
Question 1: What are the hours/ days to be able to shut down panels in building 50, 51, 52,53,54,55?
Answer 1: Refer to Specification Section 01 14 00 Paragraphs 1.3.2 and 1.3.3. Outage times to accommodate specific work in specific buildings will need to be coordinated during construction.
Question 2: Drawing Number E- 109 note 1. D calls for a SPD on a disconnect. Is this correct?
Answer 2: Yes. Correct.
Question 3: Drawing Number E-116 note 7. What is the amp rating of the spare breakers?
Answer 3: The circuit breakers are 800A/3P. Drawing E-116 is reissued with this Amendment.
Question 4: Drawing Number E-604, Can we get panel schedules for breakers labeled “Field Verify”?
Answer 4: For bidding purposes, assume 20A/1P for any/all circuit breakers not specifically identified on this sheet. This information will need to be field verified by the successful bidder during construction and addressed during shop drawing submission/review.
Question 5: Drawing Number E-117 Note 1. Can we get the size of disconnect being replaced? Do you have a Specification on the New disconnect being installed?
Answer 5: Refer to updated Drawing E-117. Drawing E-117 is reissued with this Amendment.
Question 6: Drawing E-131, Panel Z202. Can I get the “Field Verify” breakers confirmed?
Answer 6: The load description and breaker size shall be field verified. For bidding purpose assume 20A/1P breakers for all circuits, unless specifically indicated otherwise on the Sheet.
Question 7: Drawing E-134, Panel Z001A. Can I get the “Field Verify” breakers and ampacity confirmed?
Answer 7: The load description and breaker size shall be field verified. For bidding purpose assume 20A/1P breakers for all circuits, unless specifically indicated otherwise on the Sheet.

Question 10: Drawing E-166, Panel Z-2. Can I get the “Field Verify” breakers and ampacity confirmed?
Answer 10: The load description and breaker size shall be field verified. For bidding purpose assume 20A/1P breakers for all circuits, unless specifically indicated otherwise on the Sheet.
Question 11: Drawing E-183, Key Note 1. Set Breaker to 4000A?
Answer 11: Yes. The MCB provided is required to have an adjustable instantaneous setting, and this setting is to be set to 4,000A.
Question 12: Can I get available times to shut down panels for all the Building on the prints? There was nothing on the prints about shutdown availability.
Answer 12: Refer to Specification Section 01 14 00 Paragraphs 1.3.2 and 1.3.3. Outage times to accommodate specific work in specific buildings will need to be coordinated during construction.
Question 13: The contract gives us 12 months to complete the project, let's say it takes 4 weeks for submittals, then 2 to 18 weeks for materials, the early start will be 6 weeks after NTP allowing 2 weeks for close out that gives us 10 months to get the job done. That’s just under 4 days per building. Some will take less than that, some will take more. With all the coordination that it will take to get into the buildings we will need weekly coordination meetings and need to have back up plans for ebb and flow on schedule and buildings that we cannot get into on set dates for whatever reason. With the 10 day required notice for utility disruption compounding schedule, we anticipate needing up to 12 months to get the project done in the field and request 14 months total for the project.
Answer 13: The period of performance for the project will remain as indicated by the Contract Documents. Contractors shall include provisions/costs in their bids as required to meet the stated period of performance. It will be possible for a Contractor to have crews working in more than (1) building at a given time during the course of construction.
Question 14: Page E001 General Notes 6. Splices – Can irreversible crimped barrel splices be used for Feeders and Branch circuits over #4 wire and larger. These crimped devices are 100% reliable and when covered with heat shrink have the same insulation properties.
Answer 14: Please base bid price on materials and equipment identified by the contract drawings and specifications. If substitute materials or equipment is recommended by the successful bidder, this can be discussed further during shop drawing review/construction. Sheet E-001, General Note 6.E requires a splice for conductors #6 and larger with a description that reads very similar to what is offered by the comment/question above.
