Amendment 0001

Amendment 0001 is hereby incorporated into the Request For Quote for the Tension Fabric Structures, DLA Distribution Red River, Texas and shall become part of any resulting contract issued.

Amendment 0001 is issued for the following: (1) Answer vendor’s questions and (2) revise the Statement Of Work (Attachment 1) 1.

Q: Solicitation refers to “Drawing DS-FDI 15-3-1. Is this same as Solicitation Attachment 3, aerial photo of hardstand adjacent Bldg. 499 showing yellow mark ups w/ two proposed TFS locations?

A: Yes.

2.

Q: Paragraph 3.1.1 Request Customer define/specify the “appearance defects” covered by this section in order to provide an objective standard against which Contractor performance may be judged. As used in the current SOW, the term “appearance” is undefined.

A: Appearance defects are defined as paint surfaces that have runs, scrapes in the original finish, rusty, pitted, oxidized surfaces or surfaces that have been touched up which are noticeably different in color or appearance than the original finish.

3 a.

Q: Various sections (paragraphs 3.1.10, 3.3.1.2.c., 3.3.1.10) make reference to Society of Automotive Engineers bolt specifications, ASTM Structural bolt specifications, and certain sizes/quantities of bolts at various connection points. Would it be acceptable to use ASTM fastener specifications for this structural steel project in lieu of the S.A.E specifications noted?

A: Yes.

3 b.

Q: Would it be acceptable to allow the Professional Engineer of Record to specify bolt types/sizes/quantities at structural connection points?

A: Yes.

4 a.

Q: Paragraph 3.3.1.2.i. Can Customer confirm that it is acceptable for the galvanizer and the Contractor to use industry standard galvanizing practice ASTM A780, Standard Practice for Repair of Damaged and Uncoated Areas of Hot-Dip Galvanized Coatings, which allows the use of zinc rich paint at the galvanizing plant and in the field to remediate any post-dip flaws?

A: Yes. However, the touch up color should be close to original post hot dipped galvanized color.

4 b.

Q: Can the Customer clarify what is meant by the term “factory finish”?

A: The post hot dipped galvanized finish is termed as the factory finish.

Q: Paragraphs 3.3.1.2.1.c. and 3.3.1.2.2.d. SOW requires a “reasonable seal against air and water intrusion”, “a good seal against air and water intrusion” and that “the structure is sealed to prevent rain and moisture from going underneath the structure…” Request Customer provide an objective specification for this.

A: The contractor shall seal the entire outside perimeter of the structure with hot tar that forms a solid seal between the concrete surface and the bottom angle of the structure to prevent water intrusion. The expectation is that no light will show at the bottom of the angle when inside the structure.

Q: Paragraphs 3.3.1.2.1.d. - Regarding the fabric membrane, can Customer provide an objective standard for the phrase “free from defects”?

A: Free from defects refers to the surface not having any major scrapes, holes or several patches in a particular area. It is assumed that there will be a few holes or scrapes in the fabric during shipment , but scuffing/scraping the entire sides during installation is not acceptable. Also if the fabric has significant scrapes or scuffs from shipment, it should be returned to the factory as defective material and be replaced. An example of unacceptable patches would be that there are ten patches in a twenty foot area.

Q: Paragraph 3.4.1 Specifies use of asphalt suitable anchors. Paragraph 4.1 indicates shelter(s) to be installed on concrete Bldg. 499 Hardstand. Section goes on to specify use of “concrete spiral anchors”. Is there an issue with the quality of the concrete which will prevent the use of expansion or adhesive anchors?

A: The word “asphalt” should be replaced with “concrete”. There is no issue with the quality of the concrete. Regular concrete anchors can be used.

8.

Q: Paragraph 3.1.15.2.2 says we need to remove scrap from job site daily. Please confirm a vendor supplied roll off dumpster is acceptable in lieu of a daily trip to a dump site.

A: Yes a contractor supplied dumpster can be used at the job site for disposal of trash.

Q: Please provide the specifications for the existing concrete aprons. Thickness? Strength? Age? Reinforcing?

A: The concrete thickness is 12 inches designed for staging of 40 ft.

SEAVANs and commercial trailers. The area is currently heavily use for commercial tractor trailer and flatbed traffic. It was also designed to stage tactical vehicles such as Bradley Tanks, Humvee Vehicles, etc. We do not have specifics on rebar placement and concrete as-builts, but the surface is identical to the O2 Hardstand Area where the first three structures were installed 7 months ago. No problems with the concrete surface were encountered.

10.

Q: Paragraph 3.3.1.6.a. BOCA was replaced by the IBC in 1997. Please confirm that IBC is applicable code for this project.

A: This is correct. See revised SOW paragraph 3.3.1.6a.

Q: Paragraph 3.3.1.6.i. “ASTM A-500 for steel plates/tabs/lugs is required”. ASTM A-500 is a standard specification for round, square, and rectangular tubing. ASTM A572 is the specification for high strength steel shapes and plates. Please confirm that ASTM A572 is an acceptable standard for steel plates/tabs/lugs.

A: Yes this is acceptable. See revised SOW paragraph 3.3.1.6 i.

12.

Q: Paragraph 3.3.1.6.k. Please confirm that Contractor may use truss spacing as approved by the Professional Engineer of Record to most efficiently meet the SOW dimensions/environmental loads.

A: This is acceptable.

13.

Q: Fabric – Please confirm the pro-rated length of the fabric warranty in years?

3.3.1.2.1 Membrane Cladding System – d. ……. “The fabric shall be covered by a 10 year warranty and have a life expectancy of more than 15 years”.

9.1 Warranty - …….”Membrane – The membrane shall carry a 15 year warranty. The first 5 years shall be full coverage on all material replacement, equipment and labor costs. The remaining 10 years shall be pro-rated for all associated costs of replacement.”

A: Paragraph 3.3.1.2.1 is has been revised to “The fabric shall be covered by a 15 year warranty and have an expected lift of more than 15 years.”

14.

Q: Paragraph3.3.1.2- Design Requirements-a.” Roof and Wall Surfaces” ………the structure shall be designed such that roof and gable side wall surfaces form flat planes”. This appears to require a gable profile structure and to prohibit modified-quonset type profiles with a shallow curved roof. Is this correct?

A: No. A modified Quonset type profile is acceptable as long as a clear stack height of 20 ft. is maintained.

15.

Q: 3.3.1.2.2 Sealing. The only way to ensure that structures is “sealed” without any water intruding under the fabric is build a raised load stand. Will this be a raised foundation? If not, we will provide a system that will help prevent water intrusion, but will not eliminate water intrusion 100%. The only way to prevent water intrusion completely is to have a raised load stand as stated above.

A: No. The structure will not have a raised foundation. Also refer to question number 5.

16.

Q: Will the same structural framing as the previously installed building design be satisfactory for the 70’wide buildings?

A: Yes. This was in accordance with the SOW.

17.

Q: Table 1 asks for a 70x225 building and 70x125 building (page 4). Section 3.3.1.1 states buildings are 70x225 and 70x120. Can you please clarify the sizes?

A: Paragraph 3.3.1.1 has been revised to Site No. 2 sized at 125 ft. long x 70 ft.

wide x 20 ft. high.

18.

Q: Section 3.3.1.2 C states a minimum of two 5/8” diameter Grade 5 bolts are to be used, and end wall frame connections shall be made with 5/8” diameter grade 5 bolts. Section 3.3.1.10 states a minimum of four 3/4” diameter A-325 bolts for each truss chord joint. Purlins, End wall wind post, and end wall end wall horizontal bracing connections shall be made with 5/8” diameter A-325 bolts. Can you please specify the diameter and grade bolts required?

A: See revised SOW paragraph 3.3.1.2 C.

19.

Q: Can you specify the depth of the concrete?

A: The depth of the concrete is 12 inches.

20.

Q: Basically we can build an alternative shelter that will last 20years,meet local codes, meet the interior clearances, use the same fabric, etc. but every manufacturer has their own way of manufacturing their products. Each of us are capable of building a quality shelter as long as we can build per our standard fabrication processes. We would be more than happy to provide a quality shelter that will meet your engineering codes with warranty but have to be allowed to build as per our methods of fabrication. We would be more than happy to submit an alternative bid based on our fabrication process.

A: The previous structures meet the requirements of the SOW. Concur that the design are different for each manufacturer and we will evaluate alternate designs as long as functional requirements of the SOW, are PE certified and industry standards for this type of structure are met.

Q: Can weekends be worked?

A: Yes.

22.

Q: Please identify power source from the nearest power transformer to the interior of the TFS located to a disconnect adjacent to the contractor supplied interior lighting. Also are the power supply lines from the primary source(s) to the structures to be located above or below ground?

A: The Government will run the power source from the nearest power transformer to an exterior weather head. The contractor shall run from the weather head to his electrical distribution panel. The exterior power will be run overhead.

23.

Q: Paragraph 3.3.1.2 c Connecting Joints- "A minimum of two '5/8" grade 5 bolts- should be used at each truss chord joint." This conflicts with Section

.3.1.1O which requires A-325 structural bolts.

A: The requirement of two 5/8" grade 5 bolts is now changed to A-325 structural bolts. The Statement of Work has been revised.

24.

Q: Paragraphs 3.1.11 and 3.1.11.1 We use tubu·lar steel trusses with a z-bar type support members that weave between the outer and interior truss chords. When the pipe is bent it has kinks in the pipe. If engineering requires a stiffener we add those as per the attached picture. If we stand behind the engineering can we build this per our normal fabrication methods.

A: Yes. The contractor is to provide PE certified drawings and calculations per Paragraph 3.3.1.3. As long as the structure is certified to meet the structural design requirement per the SOW and UFC 3-301-01 dated Jun 2013 this will be acceptable.

25.

Q: Paragraph 3.3.1.2 paragraph c talks about how many bolts and what size. After engineering we may lose more bolts.

A: As long as the design is PE certified there is no problem with this.

26.

Q: Paragraph 3.3.1.2 paragraph h talks about hot dipped ASTM A 123 which states a different coating process than previously stated in paragraph 3.1.9.

A: Follow ASTM A123. Paragraph 3.1.9 is applicable to painted surfaces like a personnel door.

27.

Q: Are amendments from contract SP3300-14-Q-5003 amendments 001 applicable to this contract as well?

A: No. This is a separate RFQ; however, the key questions that were asked in the previous contract are in questions 23-27.

NOTE: Fabric color clarification: The fabric color shall be changed from white to tan (desert sand). SOW paragraph 3.3.1.2.1 paragraph d has been amended.
