STATEMENT OF WORK
Renovate Building 101 DLA San Joaquin, Tracy Site
1. SCOPE OF WORK
This Statement of Work (SOW) details the requirements associated with the renovation of Building 101.
Contractor shall furnish and provide all labor, material, equipment, and supervision to renovate Building 101 at DLA Defense Distribution Depot San Joaquin in accordance with plans and specifications.
2. BASE BID REQUIREMENTS
2.1. Renovate Credit Union in Building 101:
2.1.1. Remove existing carpet tiles, padding, and ceiling tiles including insulation, as required, per Demo Floor Plan, G-1.
2.1.2. Remove existing wall base in credit union.
2.1.3. Remove two (2) security boxes and cap.
2.1.4. Remove door hardware and two (2) doorstops on south doors per Drawing G-1.
2.1.5. Remove existing nails and screw on walls.
2.1.6. Remove existing tarp and hose in storage room.
2.1.7. Remove existing T-12 lighting fixture including ballast and accessories (16 Typ.).
2.1.8. Remove existing data jacks and faceplates and cap (6 Typ.).
2.1.9. Provide and install new carpet tile including padding per New Floor Plan, A-1. Carpet tile to comply with Section 01 62 35: Recycled/Recovered Materials and Section 09 68 00 of the Specification.
2.1.10. Provide and install new 2’x4’ acoustical ceiling tiles with R19 batt insulation per New Floor Plan, A-1. Ceiling tiles to comply with Section 01 62 35 and Section 09 51 00 of the Specification.
2.1.11. Provide and install new wall base. Wall base to match existing.
2.1.12. Tape and texture wall in storage room to match existing wall.
2.1.13. Prepare and paint per Drawing A-1: New Floor Plan in Appendix 1. 1 coat primer and 2 coat paint per Section 09 90 00 of the Specification. Color to match existing.
2.1.14. Refinish doors (4), windows (2), and repaint frames. Color to match existing.
2.1.15. Patch/seal holes on walls caused by nails/screws.
2.1.16. Provide and install new door hardware to be compatible with Best Locks. Door handles to be levered type. North double door hardware to be push/pull type or panic hardware type. Provide and install new door stops (2) per New Floor Plan, A-1.
2.1.17. Provide and install sixteen (16) new data circuit per drawing E-1. Data line to include new Cat6 cable and conduit/raceway to run to existing communication cabinet in the Coffee/Vending Room. Face plate to contain 4 data ports each. See Section 27 10 00 of the Specification.
2.1.18. Provide and install new Leviton CAT6 + 24 port patch panel,
2.1.19. Provide and install three (3) new power drops on north wall per drawing E-1. Power drop to include 20A duplex receptacle, gang box, wiring, and conduit.

SOURCE SELECTION INFORMATION
SEE FAR 2.101AND 3.104
2.1.20. Provide and install new 2’x4’ LED light fixtures, two (2) T-8 lamps per drawing E-1.
Install lighting accessories as required per Section 26 51 00 of the Specification. Contractor to rewire as required.
2.2. Renovate MWR Chief’s Office:
2.2.1. Remove existing carpet tiles per Demo Floor Plan, G-1.
2.2.2. Remove two (2) U-Hooks on the north wall of the MWR Chief’s Office. Patch and seal holes as required.
2.2.3. Provide and install new carpet tile including padding per New Floor Plan in Appendix 1.
2.2.4. Provide and install new wire molding for phone line.
2.3. Family Advocacy Program Manger’s (FAPM) Office:
2.3.1. Provide and install duress panic alarm system.
2.3.1.1. Contractor to provide transmitter, receiver, and panels as required.
2.3.1.2. Duress alarm system shall be of wireless type and be connected to existing
LENEL panel located above ceiling tiles in the Entry Way of Building 101.
2.3.1.3. Contractor to test and verify duress system ensuring the duress system operates with existing LENEL as intended. Only a LENEL Certified contractor may perform work on LENEL system.
2.3.1.4. See Appendix 5 for manufacturer cut sheet and photos of a sample duress system. Contractor to coordinate with COR and FAPM for location prior to installation.
2.4. Building 101 Lighting Renovation:
2.4.1. Remove existing light fixtures including ballast and accessories (37 Typ.) in Building 101 per drawing E-1.
2.4.2. Provide and install new 2’x4’ LED light fixtures, two (2) T-8 lamps per drawing E-1.
Install lighting accessories as required per Section 26 51 00 of the Specification. Contractor to rewire as required.
3. GENERAL REQUIREMENTS:
3.1. Contractor to verify all existing conditions and dimensions.
3.2. Contractor to remove and reinstall existing furniture as require for demolition and installation.
3.3. Contractor to clean project site including floors, walls, ceiling, windows, and doors.
3.4. System furniture will be government furnished and installed by others.
3.5. All demolished materials shall be disposed of off DLA Defense Distribution Depot San Joaquin property.
3.6. Contractor to document materials usage, material disposed of or diverted both construction and non-construction activities. See Pollution Prevention spreadsheet to document material disposed/diverted.
4. SPECIAL REQUIREMENTS:
4.1. Test of the beige 12-inch by 12-inch vinyl floor tiles and associated black adhesive located under the existing carpet tiles inside the MWR Chief’s Office was conducted on 25 March 2015.
Results showed that the vinyl floor tile contains 2% Chrysotile Asbestos and no asbestos were reported in the black adhesive. A 1991 VERSAR Report identified that the floor tiles located under the existing carpet tiles throughout the former Credit Union of Building 101 were also considered Asbestos Containing Materials (ACM). Note that the floor tiles in the Credit Union were installed on a steel substrate. Copy of the asbestos report is attached in Appendix 4.
4.1.1. The ACM floor tile appears to be stable and will likely withstand removal of the overlying carpet tiles and installation of new carpet tiles. If however, the asbestos containing floor tiles delaminate when the carpet tiles are being removed, the ACM floor tiles will need to be removed by AHERA trained asbestos abatement workers, and the removed ACM floor tiles would need to be replaced with non-asbestos containing floor tiles and adhesive.
4.1.2. If it becomes apparent that more than 100 SF of asbestos containing floor will become delaminated during the carpet tile removal, the asbestos abatement would then need to be performed by a California Licensed Asbestos Abatement Contractor.
5. SUBMITTALS
5.1. Submittals are required for all material to be utilized and/or installed and shall be in compliance with the Unified Facilities Guide Specifications (UFGS) and the basic contract. All submittals shall be approved prior to commencement of work. Submittals shall include but are not limited to the following:
5.1.1.1. Task Specifics: Quality Control Plan, Hazard Analysis, and Safety/Health Plan.
5.1.1.2. Drawings: 2 hard copies half size pdf format. 1 copy of AutoCAD 2014 drawings and PDF format on CD/DVD.
5.1.1.3. Material cut sheets.
5.1.1.4. Materials usage worksheet.
5.1.1.5. Materials dispose/diverted worksheet.
5.1.1.6. Construction Schedule.
5.1.1.7. Manufacturer’s data for all materials and equipment
5.2. Preconstruction Meeting
5.2.1. Prior to the initiation of work, a meeting will be held with the Contractor, COR and Depot PM/PE to discuss matters of mutual interest concerning the task order. General conditions, work schedule, phasing and coordination, security, safety, permits, and other matters pertinent to work accomplishments will be discussed in this meeting.
