b. All other solicitation terms and conditions remain unchanged.

Question RFP Page RFP Para 1 On the FBO Site it states: "The Government intends to issue a request for proposals for a base year of performance beginning 01 July 2014 and ending 30 June 2014. XXXX assumes the solicitation document base year of performance dates on Page 3 (#4) supersedes the FBO solicitation notice. 3 4

DLA Response Q1: Yes. The estimated base year of performance will now begin on 02 February 2015 through 26 September 2015.

2 Page 55 of the solicitation, Factor 4: Past Performance (#4) states: “Good business relationships with regard to the timeliness, completeness and quality of problem identification and resolution, Offeror’s history of reasonable and cooperative behavior, customer satisfaction, timely award and management of subcontracts, and whether the contractor met their small/small disadvantaged and women owned business participation goals” but the set-aside is for SDVOSB 100%. Is the solicitation for WOSB and SDVOSB or 100% SDVOSB? 55 4

DLA Response Q2: Solicitation SP3300-14-R-0010 is a 100% Service-Disabled Veteran-Owned Small Business Set-Aside.

3 Per Page 83, Section 2.7(A) of the solicitation, XXXX assumes that training provided will be done during the Phase-In period of the contract. 83 2.7 A DLA Response Q3: Government Training will be provided.

4 The number of users identified in Attachment 1 is not clear. What is the total number of users? Attachment 1 charts DLA Response Q4: Attachment 1, Section 1 E, states the estimated number of users is 284 5 Based on the work history what are the skill types and number of FTES that have supported the current contract?

Pg. 3 of 71 9

DLA Response Q5: This requirement is a Performance Based Service Acquisition, and includes the Performance Work Statement. As such, it is up to the offeror to determine the skill types and number of FTE requirements for this effort to include in the offeror’s proposal.

6 Please verify that Diverse Technologies is the current Incumbent Pg. 3 of 71 9 DLA Response Q6: As noted on page 3 paragraph 9 the incumbent is Diverse Technologies, Corporation.

7 What is the Government’s definition of a letter of intent? Pg. 48 of 71 3 DLA Response Q7: For the purpose of this requirement, a letter of intent is defined as a letter signed by proposed key personnel that is currently not employed by the offeror with the understanding and intent to become an employee of the offeror upon award.

8 The Government states “In the case of an Offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the Offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305(a)(2)(iv), Past Performance Evaluation). Therefore, the Offeror shall be determined to have unknown past performance. In the context of acceptability/unacceptability, “unknown” shall be considered

Pg. 55 of 71 Factor 4

“acceptable’”

If this is the structure of the evaluation criteria what is the value of an offeror proving any past performance to the Gov. for evaluation?

DLA Response Q8: Past Performance information is one indicator of an offeror’s ability to perform the contract successfully. It is required to be included in all solicitations as an evaluation factor for commercial items and services in accordance with FAR 12.206. FAR 15.305 (iv) states, “In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available, the offeror may not be evaluated favorably or unfavorably on past performance.”

9 In costing on call support outside the normal business hours what time (e.g., 5 hours) should the contractor use to cost this support? The Government identified the frequency not the time span.

Attachment 1, page 2 Paragraph 2.2.1(c), DLA Response Q9: Average length of call is 2 hours.

10 Paragraph 2.4.2 (1), 2.4.2 (2), 2.4.2 (3), 6.1, 6.2, 6.3, 6.4 identifies the skills and type of workload/taskings required for this effort. Will the Government please identify if there are any new skills/tasks that are required for this effort that is not being accomplished on the existing contract?

Attachment 1, Pages 6,7 8, 17, 18, 19, 20

2.4.1, 2.4.2. 2.4.3, 6.1,.6.2, 6.3, 6.4

DLA Response Q10: 1) See Response to Question 5. 2) No. Contractors should submit a proposal in accordance with this solicitation (SP3300-14-R-0010) and attached

PWS.

11 What are the number of the Servers, switches, routers and hubs required to be supported and the approximate distance between the equipment and the current Contractor Team Attachment 1 paragraph 2.3 A, DLA Response Q11: 18 Servers, 1 router, 45 switches, Bangor is 20 miles and 30 min drive, Everett is 50 miles a ferry ride and 2-3 hours away.

12 Is a phase in period required or is a phase in period at the discretion of the proposing contractor? Please clarify there seems to be a disconnect between the PWS and the proposal instructions and the evaluation criteria (sub factor b).

Section 2 states The Offeror shall provide a detailed phase-in plan, which discusses the Offeror’s scheduling, phasing in all functional activities, and milestone dates for implementation. The phase-in period shall have a duration of no more than one (1) month.

Paragraph 2.7 states A phase-in period may be required to allow for a smooth and orderly transfer of the IT support services from an incumbent Contractor to a new Contractor or during new initial Contractor support startup to include Government provided training. If a phase-in period is required, the Contractor shall participate in the phase-in period during which time the incumbent Contractor shall continue to perform the IT support services.

Pg 47 of 51

Pg 53 of 71 Attachment 1, page 12

Section 2

Sub factor b Par 2.7

DLA Response Q12: All contractors must provide a phase in plan. The PWS is revised to read as follows:

A phase-in period will be required to allow for a smooth and orderly transfer of the IT support services from an incumbent Contractor to a new Contractor or during new initial Contractor support startup to include Government provided training. The Contractor shall participate in the phase-in period during which time the incumbent Contractor shall continue to perform the IT support services.

13 Paragraph 2.7 (c) provides hiring milestone dates that tie to the effective date of the contract which seems to be in conflict with a contractor proposing a phase in plan as required in section 2.

Please clarify if the Government is mandating the hiring milestones dates for the contractors’ phase in plan

Pg 47 of 51 Attachment 1, page 12

Section 2 Par 2.7 (c)

DLA Response Q13: Proposing contractors are required to provide hiring milestones; however, to ensure that all necessary on-boarding processes can be completed by the time of full performance, the contractor must also adhere to the milestones specified in the PWS.

14 What is the estimated number and frequency of anticipated software releases and/or patches per year for this effort?

Attachment 1, pages,7, 16,18,19,20 paragraph 2.4.2, 2 (c), paragraph 6.1 a (1), paragraph 6.2 a (3) (12 a, ,d), and paragraph 6.3 a (3, 9)

DLA Response Q14: Software patches are completed on a monthly basis, (i.e 12).

15 Is property accountability currently being accomplished by the incumbent contractor? Attachment 1, page 20 paragraph 6.4 , DLA Response Q15: Yes. All property is in ITAMs and is required to be inventoried yearly and all moves entered into it to the system.

16 Will the government provide a list of the current inventory of equipment that is required to be supported under this contract and an estimate of the accuracy of the inventory list?

Attachment 1, page ,20 paragraph 63, 12 (e) and 6.4

DLA Response Q16: Yes, the government will supply access to the inventory control system. A 100% inventory is completed on a yearly basis. The detailed inventory list will be provided during Phase In to the awardee. Reference Section 1 Bullet (E) table for an estimated equipment list.

17 Can the government clarify if all printer maintenance is driven solely from tickets or is any maintenance from separately established regular maintenance schedules?

Attachment 1

6.1, (9).

DLA Response Q17: All maintenance is driven solely from the ticketing system.

18 Paragraph 4.1.1.2 states At least 95% of Tier 1 calls received during the hours of operation stated in the PWS section 2.4 are responded to within the above time limits.

Is there a requirement f to receive and record tier 1 calls for Puget Sound, if so what is the volume of calls per month that the contractor should plan to record and support ?

Additionally Tier 1 support is not specifically identified in attachment 1 (PWS) .

Attachment 2

Paragraph 4.1.1, 4.1.1.2

DLA Response Q18: The reference to Tier 1 support has been removed from the QASP.

19 Can the Government provide of the 500-600 incidents a month, the average percentage that are resolved by the Tier 1 agents and the average percentage that are escalated to the Tier 2 agents?

PWS PWS 2.1.B

DLA Response Q19: The contractor will not be providing any tier 1 support under this contract. There is an average of 75 tickets per month.

20 This section states:

(e) Maintain IT inventory in accordance with the DLA Information Operations at New Cumberland Instruction Number 4200.01 Information Technology Asset Management, including Accountable Property Standard Operating Procedures.

Can the Government provide the current inventory list?

Section 6 – Specific Tasks Para 6.2 Network Administration 12.(e)

DLA Response Q20: The Information Technology Asset Management system (ITAMs) is an online system and access be granted at the beginning of transition period.

21 This section states:

(e) Maintain IT inventory database for control and location of IT assets.

Can the Government provide the current inventory list?

Section 6 – Specific Tasks Para 6.3 System Administration 9(e)

DLA Response Q21: Please see response to Question 20.

22 Little to no workload information or breakdown of the type of trouble tickets on a monthly basis is provided within the RFP which makes it almost impossible to determine the staffing requirements/mix. Can you either 1) Provide a detailed breakdown of the types of incidents per month or 2) Tell us the current staffing numbers broken down by End User Support, Network Administrators and System Administrators on the incumbent contract? This missing data provides a tremendous advantage to the incumbent.

2 2.1

DLA Response Q22: 1) The past 3 months there was an average of 75 tickets per month, all desktop support.

2) This is a performance based acquisition each offeror is required to provide their labor mix to meet the requirements of the PWS.

23 Paragraph 2.2.1.C of the RFP, “The Contractor shall provide occasional on-call support for End

User support, Network Administration support, and System Administration support. On call support is anticipated to occur no more than two (2) times per year for End User support, no more than one (1) time per year for Network Administration support, and no more than one (1) time per year for System Administration support. Historically on-call support has not been required.”

Conflicts with the historical support chart which indicates a much higher onsite support requirement for both: Kitsap Naval Station Bangor, which indicates daily onsite, and Naval Station Everett WA which indicates Weekly. What is the correct frequency of on-site support to these locations so we can adequately price the proposal?

2-3 2.2.1.C

DLA Response Q23: On call and on-site support/remote support is not the same thing. On call support is anything outside of normal core hours of Monday-Friday 0530 – 1600 PST/PDT excluding federal holidays.

24 What is the version of Remedy in use? Which modules are used? 5 2.3.A

DLA Response Q24: BMC Remedy IT Service Management, Incident Management and Service Request Management are the major components used.

25 What tools are used for remote support of end users? 17 6.1.A.11.(d)

DLA Response Q25: Windows Remote Control.

26 What VTC and desktop video systems are in use at DLA Puget Sound? 8 2.4.2.A.1.(d)

DLA Response Q26: Cisco and Tanberg.

27 What is the scope of support for Blackberry devices – full OS support or device only support?

Does this contract support the BES?

16 6.1.A.3

DLA Response Q27: No BES server. User devices only.

28 What specific multifunction devices are covered by the scope of the contract? What is the scope of support for multifunction devices – full OS support or device only support?

17 6.1.A.3

DLA Response Q28: Kyocera MFD’s, device only support.

DLA Response Q31: Assured Compliance Assessment Solution (ACAS)

32 What are the Depot-unique applications to be supported under PWS 6.2? 19 6.2.A.12.(f)

DLA Response Q32: This information is considered sensitive.

33 What are the DLA-unique applications to be supported under PWS 6.3? 20 6.3.A.9.(f)

DLA Response Q33: This information is considered sensitive and will not be released.

34 Please provide a copy of section 508 compliance documentation for the Remedy Suite and also

EAGLE. In order to fill out GPAT, bidders must understand how these systems are compliant in order to meet this requirement. Two of the deliverables that must be section 508 compliant are entered into these systems.

21 6.6

DLA Response Q34: The contractor under the PWS is not required to make any changes to the systems in the question above. The awardee will simply be required to use the systems. Therefore, 508 compliance documents will not be rendered to the interested parties for Remedy Suite and Eagle Project tracker.

35 The Government is requesting separate pricing for the Phase-In Period. Considering the incumbent contractor will not incur any costs during this period, does the Government intend to eliminate this cost from the price comparison for the LPTA competition in order to provide a fair and reasonable comparison of offers?

12 2.7

DLA Response Q35: No.

36 “The contractor shall be ineligible from participation as a contractor, subcontractor, or consultant in any procurement arising or resulting from any of the services provided to DDC on this contract.”

“This is a non-personal services contract to provide information technology support services.”

Will the Government please advise why providing information technology support services would create a conflict of interest?

RFP page 32 of 71

PWS page 3

Organizational Conflict of Interest

2.1.D

DLA Response Q36: The Organizational Conflict of Interest Clause is not applicable to this requirement and is hereby removed from this solicitation.

37 “Resumes shall be provided for all proposed subcontractor personnel and consultants, and the rationale for their use.”

“NOTE: If subcontractors are to be used, resumes of the key personnel shall be included in this section with the present company affiliation clearly identified.”

Will the Government please clarify that subcontractor personnel and consultant resumes are only required to the extent they provide key personnel?

RFP page 48 of 71 SECTION 2: STAFFING PLAN

DLA Response Q37: Resumes are required for key personnel only. However, copies of all required certifications are required for all key and non-key personnel.

38 “(3) An index of Previous Contract Data for all subcontractors containing the information listed in (1) above as it relates to PRIME and SUBCONTRACTS that the subcontractor is currently performing or has completed during the last five (5) years.”

Will the Government please confirm that the subcontractor index is only required to the extent a subcontractor past performance reference is submitted as part of the three (3) most relevant contracts?

RFP page 50 of 71 VOLUME II – PAST

PERFORMANCE

DLA Response Q38: Yes, it is only required if a subcontractor past performance reference is submitted as part of the three (3) most relevant contracts.

39 “The Contractor shall ensure that all new employees are trained and ready to begin working on the first day of full performance.”

Does the Government consider 1 August 2014 (start of the base period) to be the first day of full performance?

PWS pg 12 2.7 PHASE-IN PERIOD, C

DLA Response Q39: Yes, the first day of full performance is the start of the base period, now revised to 2/1/2015.

40 Will the Government please confirm that the Offeror is not required to provide the unburdened labor rates for each labor category?

RFP pg 15 of 71

RFP pg 40 of 71

“The offeror shall provide other than certified cost and pricing data as follows:

Labor categories proposed burdened labor rates Number of productive hours proposed per resource”

DLA Response Q40: The requirement is to only provide the burdened labor rates for each labor category; the reference to unburdened labor rates is incorrect. The RFP has been corrected to reflect that, see Revised Addenda to FAR 52.212-1 Instructions to Offerors.

41 Are CompTIA Security+ certificates issued prior to the implementation of the CompTIA

Table 2.4.1, Row 2, Column 3 specifies the Security+ CE

2.4.2.A.1(b) specifies Security+

2.4.2.A.2(b) specifies Security+

2.4.2.A.3(e) specifies Security+

DLA Response Q41: The “Good for Life” certificates are only acceptable if the proposed personnel are enrolled in the CE program and proof of their enrollment is provided in the proposal. If this proof is not provided, then the proposal will be rated as unacceptable.

42 How many IA-designated (per DoD 8570) personnel currently support in the IA Branch?

PWS Pg 2 2.1.A The Contractor shall provide all personnel, equipment, supplies, facilities, road vehicles, transportation, tools, materials, cell phones, supervision, and other items/services (other than those designated as Government-furnished per Section 4, Government-Furnished Property (GFP), Systems, Training and Support Services) necessary to perform IT Support Services as defined in this PWS.

DLA Response Q42: The Government has determined this information is not necessary to develop a technically acceptable proposal for DDPW IT Support.

43 How many are designated as IAM and at what level (I-III)?

facilities, road vehicles, transportation, tools, materials, cell phones, supervision, and other items/services (other than those designated as Government-furnished per Section 4, Government-Furnished Property (GFP), Systems, Training and Support Services) necessary to

44 How many are designated IAT and at what level (I-III)?

facilities, road vehicles, transportation, tools, materials, cell phones, supervision, and other items/services (other than those designated as Government-furnished per Section 4, Government-Furnished Property (GFP), Systems, Training and Support Services) necessary to

DLA Response Q44: The Government has determined this information is not necessary to develop a technically acceptable proposal for DDPW IT Support.

45 Are any of these personnel designated as IA System Architect and Engineers (IASAE)?

facilities, road vehicles, transportation, tools, materials, cell phones, supervision, and other items/services (other than those designated as Government-furnished per Section 4, Government-Furnished Property (GFP), Systems, Training and Support Services) necessary to

DLA Response Q45: No.

46 The RFP states:

- As noted in the Attachment 3 DD 254, offerors are required to have a Secret Facility Clearance.

- If an interested offeror does not already have a Secret Facility Clearance, the Government may be able to sponsor the offeror for a Secret Facility Clearance at time of award.

The above two sentences appear to conflict each other.

a) Is it a requirement to have a facility clearance at time of bid or not ?

b) Under this LPTA procurement, is it technically acceptable to NOT have a facility clearance at time of bid ?

DLA Response Q46: a) The requirement for a Secret Facility Clearance is not required at time of proposal submission. However, it is requirement prior to contract performance. b) Contractors will NOT be determined technically unacceptable if they do not have a Secret Facility Clearance at time of proposal submission.

47 Are the Template at the end of the RFP to be completed as a part of the proposal? What are these templates used for and when?

DLA Response Q47: Yes. Attachment 5 – Government Product Accessibility Template for Systems Administration (GPAT) must be completed as a part of the proposal.

Reference Page 47 Section 3 – 508 Compliance Requirements, and page 54 Subfactor C: 508 Compliance Requirements of the RFP. In addition, reference Section 6.6 of the PWS (Attachment 1).

48 When are the deduction penalty percentages applied (ie, monthly) ? What process will be used to discuss/refute and penalties?

DLA Response Q48: a) 2% of the monthly rate. b) Deductions will not be taken prior to any discussions with the contractor concerning non-performance.

49 Is the Team Lead position (2.4.1.A) required to be a separate individual, or can it be an additional duty of one of the technical staff?

DLA Response Q49: The Team Lead position can be additional duty of one of the technical staff.

50 Is there workload data available that corresponds to the items identified in section 2.4.2? If not, how can bidders estimate the quantity of staff necessary to perform?

DLA Response Q50: The Estimated Incidents per Month is 500.

51 Since this is a FFP contract, will the contractor's monthly invoice be the same every month regardless of the actual quantity of hours worked (assumes no performance penalty deductions) ?

DLA Response Q51: Yes.

52 Are the contractor employees required to be on-site (Bremerton) during normal client working hours, or can they simply be on-site as necessary.

DLA Response Q52: Yes, they are required to be on-site at Bremerton during duty hours (0530 – 1600, Monday through Friday). Reference 2.2.1 (C) of the PWS.

53 Verifying that only the key position (Team Lead) require a resume; therefore only 1 resume is required.

DLA Response Q53: Correct. However, copies of certifications are required for all key and non-key personnel at time of proposal submission.

54 Verifying that it is up to the bidder to determine which of the positions also provides "Team

Lead" duties.

DLA Response Q54: Correct.

55 Are the contractor staff allowed to work on other contracts also or must they be dedicated to this contract?

DLA Response Q55: No. All contractor staff must be dedicated to this contract while working on-site between the hours of 0530 – 1600, Monday through Friday.

56 Since this is an LPTA procurement, presenting no past performance would be "acceptable".

Correct?

DLA Response Q56: If a contractor has relevant past performance it must be submitted. However, if they have no relevant past performance it will be determined to be unknown. In the context of acceptability/unacceptability, “unknown” shall be considered acceptable. Reference page 53 (last paragraph).

57 Do we need to submit resumes for the key personnel?

DLA Response Q57: Yes.

58 How high up is the equipment, and would we need a lift of some sort?

DLA Response Q58: Approximately up to 65 feet. Government will provide MHE, i.e. forklifts, man lifts, etc. (See Section 4 Para., F. of the PWS)

59 How many buildings, at which locations?

DLA Response Q59: Bremerton 10, Bangor 4, and Everett 1.

60 What is the distribution of priority 1 tickets?

DLA Response Q60: Approximately 20%

61 Has the scope changed from the current work being provided?

DLA Response Q61: No

62 What would be the place of performance to perform the services?

DLA Response Q62: See section 2.2.1 in the PWS.
