Amendment 0001

Question # Contractor Submitted Question Government Answer

1. It appears that all payments are via EFT—not credit cards.—Right?

Payment will be made by credit card. Reference FAR Clause 32.232-36 Payment by Third Party on page 31 of the solicitation. Amendment 0001 revises SF1449 to incorporate payment by credit card under Block 18a.

2. You are doing this as a Reverse Auction—will it be on line? Do you have any idea of the date of the auction?

Reference the solicitation, FAR 52.212-2 Evaluation Factors – Commercial Items, page 47 Price Proposal, paragraph 2. The Government may conduct reverse auctioning for this requirement. Reference DLAD Clause 52.215-9028 Reverse Auction for information.

3. Under past performance I assume you want the past performance of the SDVOSB as well as his supplier –the battery manufacturer—right?

Yes. Reference the solicitation, Page 39, Instructions to Offerors, Page 42, Volume III Past Performance.

4. Do you want past performance forms filled out by customers of the SDVOSB?

Yes. Please reference the Addenda to FAR 52.212-1 Instructions to Offerors – Commercial Items, Volume III Past Performance for detailed information regarding what the offeror shall provide.

5. Do you want the battery supplier to get past performance data from the supplier’s customers via the forms?—if so, are commercial as well as government customers ok?

Yes. Customers may be Government and non-Government. Please reference the Addenda to FAR 52.212-1 Instructions to Offerors – Commercial Items, Volume III Past Performance for detailed information regarding what the offeror shall provide.

6. Page 47—past Performance--If a “bidder –SDVOSB owner” has no past performance (or supplies no past performance data to you via attachment 2 documents) that will be regarded as “unknown/acceptable”?

Reference the solicitation, FAR 52.212-2 Evaluation Factors – Commercial Items, Factor 2 Past Performance Record, paragraph 2. In the context of acceptability/unacceptability, “unknown” shall be considered “acceptable.”
