Amendment 001
SP0600-15-R-0408
In response to questions from contractors for Solicitation SP0600-15-R-0408, entitled DLA SMS Strategic Plan the following is provided:
1. Question: Are these services being provided by the government or is there an incumbent contractor?
Answer: There is an incumbent.
2. Question: If an incumbent contractor exists can you please provide contractor name?
Answer: The incumbent is Deloitte Consulting, LLP.
3. Question: Can you provide the current contract value?
Answer: The Government is not at liberty to provide the current contract value.
4. Question: Will the government provide a current staffing matrix?
Answer: No, All necessary information is provided in the Performance Work Statement.
5. Question: Will the government provide current staffing requirement by task for the current requirement?
Answer: All necessary information is provided in the Performance Work Statement.
6. Question: Will the government provide comparable GS data for the position requirements?
Answer: All necessary information is provided in the Performance Work Statement.
7. Question: Do you have any recommendations on who I should contact in order to potentially team with so we can diversify the work output and present better ideas?
Answer: The Government is not at liberty to suggest recommendations on who any potential vendor should contact in order to potentially team with in an effort to diversify the work output and present better ideas.
8. Question: Is this a follow-on requirement? If so, could you please provide the incumbent contract number for this opportunity? If not, is this a new requirement? This is not a new requirement
Answer: Yes, this is a follow-on requirement.
The previous Task Order was awarded from an Indefinite Delivery Indefinite Quantity (IDIQ) Solicitation SP0600-09-R-0505. The award for the task order was SP0600-10-D-5003 Task Order 1008; the IDIQ Task Order has expired.

9. Question: Section C.3 Key Labor Categories, Analyst, Skill set required, states that SAP Dashboarding expertise is required. There are multiple SAP products with dashboarding capability.
Which SAP product does the government experience? Is DLA SMS dashboard capability unique to
DLA?
Answer: DLA Energy uses the standard SAP Dashboarding software, its SAP Crystal
Dashboard Design, departmental version, version 6. But any SAP Crystal Dashboard Design or SAP Business Objects Design Studio would probably be acceptable. The key point is to have experience with SAP Dashboarding.
It is not unique to DLA Energy as we use standard SAP Dashboarding software. That said, we do have some unique constraints due to our network, but learning those is just normal. The same thing applies to the SharePoint expertise. We use SharePoint 2010, which is standard, but we have unique constraints on it because of the eWP structure that is put over top of it on our network.
If the potential offeror has experience with the same program we are using, that's better, but it would probably be technically acceptable if they had experience with any of the standard SAP Dashboarding programs while experience with a non-SAP Dashboarding software would probably not be acceptable. We are driving this requirement because EBS is an SAP platform and the basis for most of the Dashboards we build.
10. Question: Will the government provide a dedicated desk and cubicle at DLA HQ for the vendor to perform the required tasks?
Answer: The Government will not provide a dedicated desk/cubicle for the contractor. The office will normally have open cubicles available, but if not, the contractor will find an empty cubicle in a nearby office area. The current contractor teleworks and hotels/hot-seats in vacant cubicles.
11. Question: Please confirm that the required Socioeconomic plan does not have to include goals, but should describe efforts the offeror makes to provide opportunities for small business, veteran-owned small business, HUBZone small business, small disadvantaged business, and women-owned small business in their regular course of business.
