A. This amendment is issued to provide all potential offerors with three questions received from industry as well as the answers that were provided to the questioner. The date and time for receipt of initial offers is not extended.

1. INDUSTRY QUESTION

: If ten offerors ("B" through "K") offer laid down prices per scf within 10% of the offeror "A" price (offeror "A" having offered the lowest laid down price per SCF), will you then be awarding eleven contracts?

GOVERNMENT RESPONSE

: Yes. In your example, we would award eleven (11) contracts.

2. INDUSTRY QUESTION

: Does your revised provision mean that any one offeror can only receive a single contract and OTHER offerors within 10% can also receive contracts? Or does it mean that one offeror can receive three contracts by offering the lowest laid down price per scf at "X" dollars and submitting a second offer at "X" dollars plus $1 per SCF and submitting a third offer at "X" dollars plus $2 per SCF?

: Yes, any one offeror can receive a single contract and other offerors within 10% can additional offered ISOs [that have varying sizes/capacities/type of ISOs] and are therefore, priced differently and evaluated separately and distinctly from the other offered sizes/capacities/types of ISOs.

As an example, assume the successful offeror has a lowest laid down price of $2.00 per scf. Offeror A proposes the following 5 varying types of ISOs:

ISO #1 – quantity of 10 ISOs with a laid down price of $ 2.10 per scf

ISO #2 – quantity of 10 ISOs with a laid down price of $ 2.13 per scf

ISO #3 – quantity of 10 ISOs with a laid down price of $ 2.11 per scf

ISO #4 – quantity of 10 ISOs with a laid down price of $ 2.21 per scf

ISO #5 – quantity of 10 ISOs with a laid down price of $ 2.25 per scf

DLA Energy would award, on one contract, 10 of ISO #1, 10 of ISO #2, and 10 of ISO # 3.

3. INDUSTRY QUESTION

: What does the statement "Where an offeror proposes differing unit prices for each offered ISO, the laid down price per scf for each offered ISO will be treated as a separate offer" mean? Can an offeror get several contracts at several different prices for several different quantities or just one contract?

It would seem that the answers to both (2) and (3) would have to be the same - that is, an offeror can either receive only one contract as a result of this solicitation or several contracts.
