Watsonville, (AYN), RCLR Tree Trimming Statement of Work, (SOW) May 11, 2023

Project AYN RCLR Redwood (tops of the trees) Tree Trimming Project.

Location The project is located at the Watson RCLR site, which is located at 340 Summit Rd, Watsonville, CA.

General The purpose of this project is to improve signal strength of the Radio Communications Link (RCL) that carries air traffic communications and radar data to/from Oakland Center (ZOA) and LA Center (ZLA). This will be accomplished by trimming the tops of several trees that have grown in the RCL’s line of sight between the AYN RCLR and the SNS (Salinas) RCLR. The improvements required consist of performing mature tree trimming (diameter of trees is approximately 60’-80’ in height and 30”- 50” diameter), certified arborist knowledge required. Most of the trees are located on a ridge located offsite to the south approximately 1 mile away from the site in/around Mt. Madonna County Park. The Monterey SSC will provide site access to contractors for a site walk prior to bidding if required.

Execution of Work at Watsonville (AYN) RCLR The Contractor shall perform this work so as not to interrupt or interfere with the normal business at the AYN RCLR.

The Contractor shall assume full responsibility for the protection and safekeeping of products stored on the site. The Contractor and their Subcontractors shall maintain the job site in a neat and orderly condition; this includes the daily removal of rubbish, waste, tools, equipment, and materials, not required for the work in progress.

The Contractor shall have a certified arborist in mature tree cuttings to ensure health of matured trees protected by State of California. Must be experienced in all terrain mowing (boom and pan mower) and requires 1-ton truck to haul off debris from worksite.

Scope of Project Furnish all necessary labor, material, owned equipment, owned transportation and services to perform the following items of work.

· Perform cutting, trimming, and trees in the line of site to the south of AYN RCLR.

-Trees should be trimmed enough to allow for years of tree growth before a subsequent trimming is required.
-Contractor shall procure permits required to trim trees on County Park lands.

· Contractor shall procure permits required to trim trees on County Park lands or private property as required.

Submittals The Contractor shall submit the following materials to the SSC Coordinator, Lionel Davis, for his/her approval prior to bringing onto the work site and/or incorporating into the finished product.

· Safety Data Sheets (SDS) for all applicable materials to be used for this project.

Deliveries or Performance Commencement, Prosecution, and Completion of Work: The Contractor shall be required to

(a) Commence work under this contract. Contractor receives the notice to proceed; Contractor must complete the work at the approved dates in concurrence with System Service Center (SSC) Manager, (b) prosecute the work diligently.

Work Schedule All work shall be scheduled and performed at the designated times coordinated with the Monterey SSC Manager (or Designee) and/or the SSC Coordinator. All work shall be performed so that normal operations of all equipment located at AYN RCLR may continue with minimal disruption or interference. Project completion should not be more than 10 working days.

Security Requirements The Contractor shall comply with all security requirements of the Government.

Access to Site Work performed at the site shall be done under FAA escort at all times. All members of working crew must be US citizens or Green card holders.
