PART 1 - GENERAL

1.2 WORK COVERED BY CONTRACT DOCUMENTS

A. Project Location: Pennsylvania State Memorial, Vicksburg National Military Park, Vicksburg, Mississippi

B. The Work consists of:

1. Remove the existing curb along the north boundary edge of the parking area.

2. Install a new 5-foot-wide sidewalk adjacent to the level parking pavement to meet accessibility requirements.

3. Remove the existing sidewalk leading from the parking area to the plaza.

4. Construct a new 6-foot-wide concrete walkway connecting the parking lot to the base step of the plaza. Stake the alignment of the new walkway in the field, graded at a consistent 4 percent slope in compliance with ADA/ABAAS guidelines.

5. Place new concrete landing at either side of the walkway where it meets the base step of the plaza

6. Prepare shop samples followed by field mock-ups of concrete paving that matches the color, finish, and scoring pattern of the existing paving, which is original. For reference in developing samples for color and finish matching, clean representative areas of the existing paving using a mild cleaner such as D/2 Biological Solution approved by the Contracting Officer and Park Cultural Resources Program Manager in advance.

7. Provide protection for the granite and bronze elements of the plaza throughout the work.

Provide a Protection Plan for review and approval by the Contracting Officer and Park Cultural Program Manager prior to beginning any work.

8. Carefully remove the uppermost granite steps (nine units in total), document with photographs, number each granite unit on the bottom side and key to drawings, and protect for reinstallation after completion of concrete work.

9. Completely remove the existing concrete plaza paving. Retain samples of the original paving for park collections. Provide a sampling protocol as part of the Protection Plan for review and approval by the Contracting Officer and Park Cultural Resources Program Manager prior to beginning any work. Obtain an NPS Scientific Research and Collecting Permit, including a sampling protocol, prior to proceeding with any sample removal.

10. Evaluate and review the existing subbase material, including any loess soil.

11. Perform proof testing of existing subbase. Based on the results of the proof test and review for loess soil, remove the subbase as necessary, and replace with new compacted gravel.

12. Remove the subbase at the perimeter of the plaza (beneath the concrete, adjacent to the granite) to create a thickened edge at the bottom of the new concrete around the perimeter.

Excavation will not be conducted beneath the granite.

13. Compact the subbase.

14. Install welded wire reinforcing to match the shape of concrete section to be cast. The welded wire reinforcing will be set on chairs to prevent movement during concrete placement and to retain its elevation in the concrete paving.

15. Place new concrete plaza paving to match historic paving. The paving will be sloped for drainage to minimize moisture that reaches the subbase. The paving will be installed in sections, as shown on the Drawings, to create construction joints between sections of paving. Reinforcing slip dowels will be installed between sections of paving.

16. Reinstall the uppermost granite steps (nine units in total) that form the perimeter of the paving surface. Install mortar in joints between the granite units, providing accommodation for thermal movement of the granite. Remove existing mortar in the horizontal joints between granite units. Install new mortar to patch existing.

17. Install a sealed expansion joint at the perimeter of the plaza, between concrete paving and granite.

18. Provide accessible parking signage at the parking area. Signage must be reviewed and approved by the NPS prior to installation.

19. Relocate “Grant’s headquarters” vertical upright interpretive wayside west of its existing location and on the north side of the new sidewalk associated with the parking area.

20. Provide two new interpretive waysides adjacent to an accessible landing north of the new sidewalk associated with the parking area.

21. Provide materials testing and analysis for concrete, granite, and mortar. Obtain an NPS Scientific Research and Collecting Permit for all field testing and collection activities prior to proceeding.

22. Provide assistance to the NPS for NHPA Section 106 as specified.

C. Project will be constructed under a single prime contract.

1.3 CONTRACTOR USE OF SITE

A. General: Contractor shall have limited use of site for construction operations. Limit use of premises to work areas indicated on drawings. Do not disturb portions of Project site beyond areas in which the Work is indicated.

B. Storage of Materials: Confine storage of materials to locations indicated by Contracting Officer.

C. Parking: Confine parking to visitor parking area or as required by Contracting Officer.

D. Preservation of Natural Features:

1. Preserve all features included in the cultural landscape surrounding the Pennsylvania Memorial, except for those features (e.g., non-historic sidewalk) that are specifically indicated to be removed and replaced as part of the Work.

2. Review all requirements for preservation of natural features with the Contracting Officer, Park Natural Resource Program Manager, and NEPA Coordinator prior to beginning work.

3. Prevent damage to natural surroundings. Restore damaged areas, repairing or replacing damaged trees and plants, at no additional expense to the Government.

4. Provide temporary barriers to protect existing trees, root zones, and other plants.

5. Do not remove, injure, or destroy trees or other plants without prior approval. Consult with

Contracting Officer and Park Natural Resource Program Manager if removal of roots and branches is required to perform construction.

6. Do not fasten ropes, cables, or guys to existing trees.

7. Carefully supervise excavating, grading, filling, and other construction operations near trees to prevent damage. Consult with the Contracting Officer and Park Natural Resource Program Manager prior to starting any work around trees for monitoring of tree root systems during the work, and for monitoring by an archeologist during any excavation work.

E. Hauling Restrictions: Comply with legal load restrictions in hauling of materials. Load restrictions on park roads and bridges are identical to state load restrictions with such additional regulations as may be imposed by the Park Superintendent. Information regarding rules and regulations for vehicular traffic on park roads and bridges may be obtained from the Office of the Park Superintendent. A special permit will not relieve Contractor of liability for damage which may result from moving of equipment.

1.4 PUBLIC USE OF SITE

A. The Memorial and area of work will be closed to the public during construction. Provide secure fencing to prevent public access to the area of work at location indicated by Contracting Officer and Park Natural Resources Program Manager.

B. Contractor shall conduct his operations to ensure the least inconvenience to public. Temporary road and parking area closures may be permitted, when required, upon specific approval of Contracting Officer.

1.5 CONDUCT OF OPERATIONS

A. Contractor shall conduct his operations in conformance with rules and regulations promulgated by the Secretary of the Interior for the National Park Service, and applicable park rules and regulations prescribed by Park Superintendent.

B. Work on Saturdays, Sundays, federal holidays or at night may not be performed without prior consent from the Contracting Officer. Submit requests 3 business days in advance of the work to the Contracting Officer for approval.

C. No signs or advertisements (except those specified herein) shall be displayed on the construction site or within the park unless approved by the Contracting Officer.

1.6 WORK RESTRICTIONS

A. On-Site Work Hours: Work shall be performed during normal business working hours of 8:00 a.m. to 5:00 p.m., Monday through Friday.

B. Existing Utilities

1. Contractor shall call 811 to locate and mark utilities below ground. This must be completed prior to starting any project work.

C. Nonsmoking Building/Tobacco Use/Vaping: Smoking or other tobacco use is not permitted within 100 feet of the work area.

1.7 ADDITIONAL REPORTS

A. The memo titled, “Vicksburg National Military Park, Pennsylvania State Memorial, Plaza and Sidewalk Repairs,” prepared by Wiss, Janney, Elstner Associates, Inc., and dated June 10, 2022, is attached as an Appendix to these documents.

B. In case of conflict between report and drawings or specifications, drawings and specifications govern.

PART 1 - GENERAL

1.1 SUMMARY

A. Section includes administrative and procedural requirements for:

1.2 SUBMITTALS

A. Construction Images: Submit images upon completion of project work as a Project Record Document, except as requested by the Contracting Officer during the work.

1. Include the date, time and number (sequentially number all images) in the filename for each image.

2. Provide an index or photo log listing the image number, date, time, and description of vantage point, indicating location and direction of view.

3. Submit uncropped digital images in TIF format as originally recorded in digital camera, uncropped and without alteration or modifications using image-editing software.

B. Submit complete set of digital images and index or photo log on a USB drive or external hard drive. Do not submit images on CD or DVD.

C. If requested by the Contracting Officer, submit selected digital images at project milestones or other intervals during the work. Submit within three days of request by Contracting Officer.

PART 2 - PRODUCTS

2.1 FORMAT REQUIREMENTS

A. Media: USB drive or external hard drive.

B. Media Labels: Archival DVD labeling markers, archival labels, or direct print.

C. Images: Provide color images in TIFF (Tagged Image File Format) format. Minimum image resolution of not less than 1600 by 1200, and 300 dpi (dots per inch).

PART 3 - EXECUTION

3.1 CONSTRUCTION IMAGES

A. General: Take digital images using the maximum range of depth of field, in-focus, to clearly show the Work. No blurry or out-of-focus areas accepted.

1. Maintain index with each set of construction images and identify the number, date, time, and description for each.

2. Maintain images accessible electronically for reference throughout the work.

B. Existing Condition Images: Before commencement of demolition, take color digital images of Project site and surrounding properties, including existing items to remain during construction, from different vantage points.

1. Flag construction limits before recording construction images.

2. Take images to show existing conditions adjacent to property before starting Work.

3. Take images of existing memorial and adjoining property to accurately record physical conditions at start of construction.

C. Construction Images:

1. Provide color digital images at the beginning of work, on a weekly basis throughout the work, at substantial completion of each major phase or component of work, and at project completion. Select vantage points to show status of construction and progress since last images were taken.

2. Provide images as immediate follow-up when on-site events result in construction damage or loss, or as otherwise required by the Contracting Officer.

HISTORIC PRESERVATION TREATMENT PROCEDURES

SECTION 01 35 91 - HISTORIC PRESERVATION TREATMENT PROCEDURES

PART 1 - GENERAL

1.1 SUMMARY

A. Section includes special procedures for treatment of historic properties.

1.2 DEFINITIONS

A. “Preservation” - To apply measures necessary to sustain existing form, integrity, and materials of historic property. Work may include preliminary measures to protect and stabilize the property.

B. “Rehabilitation” - To make possible a compatible use for property through repair, alterations, and additions while preserving those portions or features that convey its historical, cultural, or architectural values.

C. “Restoration” - To accurately return form, features, and character of a property to its appearance at a particular period of time by means of removal of features from other periods in its history and repair and reconstruction of missing and deteriorated features from the restoration period.

D. “Reconstruction” - To reproduce in exact form and detail, a building, structure, or artifact as it appeared at a specific period in time. Reconstructed elements do not possess historic integrity in their own right since they are not original fabric.

E. “Stabilize” - To apply measures designed to reestablish a weather-resistant enclosure and structural reinforcement of an item or portion of the building while maintaining essential form as it exists at present. This level of intervention is aimed at retarding or arresting adverse impacts to structures.

F. “Protect and Maintain” - To remove deteriorating corrosion, reapply protective coatings, and install protective measures such as temporary guards; to provide the least degree of intervention.

G. “Repair” - To stabilize, consolidate, or conserve; to retain existing materials and features while employing as little new material as possible. Repair includes patching, piecing-in, splicing, consolidating, or otherwise reinforcing or upgrading materials. Within restoration, repair also includes limited replacement in kind, rehabilitation, and reconstruction, with compatible substitute materials for deteriorated or missing parts of features when there are surviving prototypes.

H. “Replace” - To duplicate in its entirety, a historic element or feature by matching its historic pattern, detail and appearance. Replacement is justified when original or historic elements are damaged beyond repair or are missing. Replacement conditions and methods include:

1. Replacement with Original or Historic Fabric: Includes fabric salvaged from other locations or projects having identical architectural qualities. Duplication of appearance using identical material possessing historical significance.

2. Replacement with New Materials: Includes replacement with new material of like kind (custom fabricated of manufactured). Duplication of appearance using like material.

3. Replacement with Substitute Materials: Includes replacement with a compatible substitute that is frequently contemporary and unlike the historic fabric. Duplication of appearance using modern (non-traditional) material Use of substitute materials is not approved unless matching materials are not available.

I. “Remove” - To demolish or detach items from existing construction and legally dispose of them off-site unless indicated to be removed and salvaged or removed and reinstalled.

J. “Remove and Salvage” - To detach items from existing construction and deliver them to Contracting Officer (CO) or designee.

K. “Remove and Reinstall” - To detach items from existing construction, repair and prepare for reuse, and reinstall where indicated.

L. “Existing to Remain” or “Retain” - Existing items of construction not to be removed and not otherwise indicated to be removed and salvaged or removed and reinstalled.

M. “Material in Kind” - Material that closely matches existing materials through comparison of architectural qualities and salient characteristic such as species, cut, color, grain, dimension, profile, thickness, and finish.

1.3 SUBMITTALS

A. Protection Plan:

1. After contract award and before Pre-Construction conference, submit for approval a written Protection Plan.

2. Plan shall follow the Department of the Interior’s (DOI) Standards for Treatment of Historic Properties, Guidelines for Treatment of Cultural Landscapes, and National Park Service management policies for cultural resources. Plan shall include:

a. Description of protection protocols for the granite and bronze elements of the plaza and memorial throughout the work.

b. Description of protection of cultural landscape and natural landscape features surrounding the memorial and work area throughout the work.

c. Sampling protocol for removal of portions of original plaza paving for park collections and for removal of any materials samples required for materials testing.

3. Do not proceed with work prior to approval of Protection Plan by the Contracting Officer, Park Cultural Resource Program Manager, and Park Natural Resource Program Manager.

4. If the plan requires revisions or corrections, resubmit plan within 10 days. No change in approved plan may be made without written concurrence by the Contracting Officer and Park Superintendent. As determined by the Contracting Office, Park Cultural Resources Program Manager, and Park Natural Resources Program Manager, review by the State Historic Preservation Office may also be required.

B. Alternative Methods and Materials: If alternative methods and materials to those indicated are proposed for any phase of work, provide a written description including evidence of successful use on other, comparable projects, and program of testing to demonstrate effectiveness for use on this Project.

C. Digital Photographs: In accordance with Section 01 32 33 – Photographic Documentation, show existing conditions of adjoining construction and site improvements including finish surfaces that might be misconstrued as damage caused by historic treatment operations. Submit before work begins.

1.4 QUALITY ASSURANCE

A. Protection of Historic Structures and Landscapes Qualifications: Experienced firm with required certifications and training able to demonstrate through past performance they are qualified to perform this work. Prior to beginning work, submit documentation of similar work by proposed firm involving protection of historic structures and landscapes.

1.5 STORAGE AND PROTECTION OF HISTORIC MATERIALS

A. Removed and Salvaged Historic Materials (fragments of plaza paving or other materials identified by the Contracting Officer or Park Cultural Resources Program Manager to be salvaged):

1. Clean salvaged historic items using gentlest means possible.

2. Pack or crate items after cleaning. Identify contents of containers.

3. Store items in secure area until delivery to Park Cultural Resources Program Manager or

Museum Curator.

4. Transport items to storage area indicated by Park Cultural Resources Program Manager.

5. Protect items from damage during transport and storage.

6. Do not dispose of items removed from existing construction without prior written consent of park Chief of Resources.

B. Removed and Reinstalled Historic Materials:

1. Clean and repair historic items to functional condition adequate for intended reuse.

2. Pack or crate items after cleaning and repairing. Identify contents of containers.

3. Protect items from damage during transport and storage.

4. Reinstall items in locations indicated. Comply with installation requirements for new materials and equipment. Provide connections, supports, and miscellaneous materials necessary to make item functional for use as designed.

C. Existing Historic Materials to Remain: Protect construction indicated to remain against damage and soiling during historic treatment. When permitted by Contracting Officer or Park Cultural Resources Program Manager, items may be removed to suitable, protected storage location during historic treatment and reinstalled in their original locations after historic treatment operations are complete.

D. Storage and Protection: When removed from existing location, store historic materials within weather-tight enclosure protected from wetting by rain, snow, or ground water, and temperature variations. Store materials in a secure location identified by the park Cultural Resources Program Manager. Prior to leaving site at the end of each working day, confirm that materials are well-secured at designated location to protect from theft.

1. Identify removed items with an inconspicuous mark indicating original location.

2. Develop key plan when many similar items are scheduled for removal and reinstallation.

1.6 PROJECT-SITE CONDITIONS

A. Exterior Cleaning and Repairing:

1. Proceed with work only when forecasted weather conditions are favorable.

a. Wet Weather: Do not attempt repairs during rainy or foggy weather. Do not remove exterior elements of structures when rain is forecast or in progress.

b. Do not perform exterior wet work when air temperature is below 40 degrees Fahrenheit (5 degrees Celsius).

c. Do not begin cleaning, patching, or repairing given likelihood of frost or freezing.

d. Do not begin cleaning when either air or surface temperature is below 45 degrees

Fahrenheit (7 degrees Celsius) unless approved means are provided for maintaining 45 degrees Fahrenheit (7 degrees Celsius) temperature of air and materials during, and for 48 hours subsequent to, cleaning.

2. Perform cleaning and rinsing of the exterior only during daylight hours.

PART 2 - PRODUCTS (Not Used)

PART 3 - EXECUTION

3.1 PROTECTION

A. Provide protection measures in accordance with the approved Protection Plan.

B. Comply with manufacturer's written instructions for precautions and effects of products and procedures on adjacent building materials, components, and vegetation.

C. Ensure supervisory personnel are present when work begins and during progress.

D. Temporary protection of historic materials during construction:

1. Protect existing materials during installation of temporary protections and construction.

Do not deface or remove existing materials.

2. Attachments of temporary protection to existing construction shall be approved by the Contracting Officer, Park Cultural Resources Program Manager, and Park Safety Officer prior to installation.

E. Protect landscape work adjacent to or within work areas as follows:

1. Provide barriers to protect tree trunks.

2. Bind spreading shrubs.

3. Coverings shall allow plants to breathe. Remove coverings at end of day. Do not cover plant material with waterproof membrane more than 8 hours at a time.

4. Place equipment and materials away from plants.

F. Existing Drains: Prior to start of work or cleaning operations, test drains and other water removal systems to ensure drains and systems function properly. Notify Contracting Officer Park Cultural

Resources Program Manager, and Park Natural Resources Program Manager immediately of stopped or blocked drains or systems. Do not begin Work of this Section until drains are in working order.

1. Provide method to prevent solids including stone or mortar residue from entering drains or drain lines. Clean out drains and drain lines blocked or filled because of work performed under this Contract.

2. Protect storm drains from pollutants. Block drains or filter out sediments, allowing only clean water to pass.

G. Protect persons, motor vehicles, surrounding surfaces of structure being restored, building site, plants, and surrounding buildings from harm or damage resulting from applications of chemical cleaners. Only chemical cleaners approved by the Contracting Officer, Park Cultural Resources Program Manager, and Park Natural Resources Program Manager may be used.

H. Do not clean surfaces during winds of sufficient force to spread cleaning solutions to unprotected surfaces.

I. Neutralize and collect alkaline and acid wastes and dispose of outside park boundaries.

J. Dispose of runoff from chemical operations by legal means and in a manner preventing soil erosion, undermining of paving and foundations, damage to landscaping, and water penetration into building interiors.

3.2 PRESERVATION PROCEDURES

A. The principal aim of preservation work is to halt the process of deterioration and stabilize the item’s condition to sustain the integrity of the historic element, feature or structure being preserved. Cyclic maintenance is often required as well as repair work. Repair and replacement are required where specifically indicated in the Drawings. The following procedures shall be followed:

1. Retain as much existing material as possible except where replacement is indicated on the Drawings.

2. Use additional material or structure to reinforce, strengthen, prop, tie, and support existing material or structure.

3. Use reversible processes for repairs wherever possible.

4. Use traditional replacement materials and techniques if possible. New work shall be distinguishable from old work and original materials and techniques.

5. Record repair work during construction with periodic construction photos and daily inspection reporting. Refer to Section 01 32 33 – Photographic Documentation.

B. Notify Contracting Officer of visible changes in integrity of material or components due to environmental causes including biological attack, UV degradation, freezing, or thawing, or due to structural defects including cracks, movement, or distortion. Do not proceed with work in question until directed by Contracting Officer.

C. Where Work requires existing features to be removed, cleaned, and reinstalled, perform operations without damage to material itself, to adjacent materials, or to substrate.

D. Identify new or replacement materials and features with inconspicuous, permanent marks to distinguish from original materials. Record legend of identification marks and locations of these marks on Record Drawings.

E. When cleaning, match samples of existing materials that have been cleaned and identified for acceptable cleaning levels. Avoid over-cleaning to prevent damage. Use gentlest methods available. Initiate cleaning using hand cleaning methods before introducing power cleaning methods and equipment.

F. Provide materials testing and analysis for concrete, granite, and mortar. Select materials for testing and determine testing requirements in consultation with Contracting Officer and Park Cultural Resources Program Manager.

G. Provide assistance to the NPS for NHPA Section 106.

PART 1 - GENERAL

1.1 RELATED DOCUMENTS

A. Conditions and Division 01 Specification Sections, apply to this Section.

1.2 SUMMARY

A. The work for this project consists of furnishing all items, materials, operations or methods listed, mentioned, indicated or scheduled in these Specifications, including all labor, materials, equipment transportation and incidentals necessary and required to perform the Work and to bring the project to completion. Contractor shall coordinate the work with other trades.

B. The work shall include, but is not limited to the following:

1. Removal of existing plaza and sidewalk slabs-on-ground and subbase as necessary, as well as the concrete curb along the north edge of the parking lot.

1.3 RELATED WORK

A. Section 03 30 00 - Cast-in-place Concrete

1.4 QUALITY ASSURANCE

A. All demolition work shall conform to codes and requirements of governing authority.

B. Contractor shall obtain and pay for all permits for demolition; protection of the public and property; transportation, disposal of removed items and debris.

C. The Contractor shall issue a written certification to the Contracting Officer that all materials have been removed, handled, transported, and disposed of in conformance with the requirements and codes of the governing authorities.

1.5 SUBMITTALS

A. Contractor shall submit to the Contracting Officer the following:

1. Permits and notices authorizing demolition.

2. Permit for transport and disposal of debris.

3. Demolition schedule indicating sequence of demolition and removal operation.

1.6 JOB CONDITIONS

A. Park will be occupied and in operation during the work. Contractor shall ensure the safety of occupants in the park, the safety of persons around the areas of demolition and the professional working environment including privacy of occupants. Contractor shall conduct operations to prevent injury to people, the Contracting Officer's property and adjacent facilities.

B. The Contracting Officer assumes no responsibility for the actual condition of existing construction to be removed.

C. Contractor shall remove from the park site on a daily basis and legally dispose of debris, rubbish and other materials resulting from demolition operations, except items designated to store on the site, and dispose of off site.

D. Remove all existing construction and installations necessary and required for proper installation of all work indicated on the Drawings and in these Specifications. Conduct all removals carefully with consideration for installations which are to remain in place. Be fully responsible for all damage caused by removal operations. Protect the landscape, monument, and other objects to prevent damage during removal of existing materials and throughout the work.

E. Removal of the existing materials though the interior of the park shall be performed using sealed containers.

F. Provide temporary protection of existing construction from the weather until the portions removed are completely replaced with new construction, including but not limited to protection against water accumulating on or within the monument plaza or steps. Protect the landscape adjacent to the monument from erosion due to water runoff during the work. Any damage to the existing landscape, monument, or objects resulting from inadequate protection procedures shall be repaired at no cost to the Contracting Officer.

G. Contractor shall promptly repair any damage caused by demolition operations to the existing construction at no cost to the Contracting Officer. Repairs must, as a minimum standard, restore the condition which existed prior to the start of demolition and shall be as approved by Contracting Officer.

H. Contractor shall maintain premises and adjacent properties free of waste, debris and rubbish caused by demolition operations.

I. Utility Services:

1. Maintain existing services, keep in service, and protect against damage during demolition and removal operations.

2. Do not interrupt existing utilities serving occupied or used facilities without prior notification to the Contracting Officer.

3. The Contractor shall provide all necessary equipment, labor, materials, and components required for the temporary relocation of mechanical/electrical equipment to allow for installation of the new membrane systems.

J. Storage of Materials:

1. Storage of any materials shall be only at locations and in amounts as directed and approved by the Contracting Officer.

2. Storage of materials at other locations shall be at the discretion of the Contracting Officer.

Material permitted to be stored shall be limited to loads that will not damage existing substrate on which the materials are stored. Existing substrate shall be completely protected from damage caused by storage. All damaged areas shall be repaired at no cost to Contracting Officer.

3. Storage of materials shall comply with all manufacturers’ restrictions including but not limited to ambient temperature constraints and shelf life. All materials shall be kept dry and free of moisture.

PART 2 - PRODUCTS

2.1 PERFORMANCE REQUIREMENTS

A. Regulatory Requirements: Comply with governing notification regulations before beginning selective demolition. Comply with hauling and disposal regulations of authorities having jurisdiction.

B. Standards: Comply with ANSI/ASSE A10.6 and NFPA 241.

PART 3 - EXECUTION

3.1 EXAMINATION

A. Review record documents of existing construction provided in the Drawings. The Contracting Officer does not guarantee that existing conditions are same as those indicated in record documents.

C. When unanticipated mechanical, electrical, or structural elements that conflict with intended function or design are encountered, investigate and measure the nature and extent of conflict.

Promptly submit a written report to the Contracting Officer.

D. Survey of Existing Conditions: Record existing conditions by use of preconstruction photographs.

1. Inventory and record the condition of site items to be demolished and removed.

3.2 PREPARATION

A. Site Access and Temporary Controls: Conduct selective demolition and debris-removal operations to ensure minimum interference with roads, streets, walks, walkways, and other adjacent occupied and used facilities.

B. Temporary Facilities: Provide temporary barricades and other protection required to prevent injury to people and damage to the small site monuments and the portions of the Pennsylvania State Memorial structure to remain.

1. Provide temporary weather protection, during interval between selective demolition of existing construction on exterior surfaces and new construction, to prevent damage to structure.

3.3 SELECTIVE DEMOLITION, GENERAL

A. General: Demolish and remove existing construction only to the extent required by new construction and as indicated. Use methods required to complete the Work within limitations of governing regulations and as follows:

1. Remove dangerous or unsuitable materials and promptly dispose of off-site.

B. Existing Items to Remain: Protect construction indicated to remain against damage and soiling during selective demolition. When permitted by the Contracting Officer, items may be removed to a suitable, protected storage location during selective demolition and cleaned and reinstalled in their original locations after selective demolition operations are complete.

3.4 DISPOSAL OF DEMOLISHED MATERIALS

A. General: Except for items or materials indicated to be recycled, reused, salvaged, reinstalled, or otherwise indicated to remain Government property, remove demolished materials from Project site and legally dispose of them.

1. Do not allow demolished materials to accumulate on-site.

2. Remove and transport debris in a manner that will prevent spillage on adjacent surfaces and areas.

B. Disposal: Transport demolished materials off of property and legally dispose of them.

3.5 CLEANING

A. Clean adjacent structures and improvements of dust, dirt, and debris caused by selective demolition operations. Return adjacent areas to condition existing before selective demolition operations began.

PART 1 - GENERAL

1.1 SUMMARY

A. Section Includes: Supply and placement of cast-in-place concrete, including formwork, concrete materials, mix design, batching procedures, placement procedures, finishes, and curing plaza and sidewalk slabs-on-ground. Plaza slab to match existing architectural concrete paving and decorative pattern. The sidewalk slab shall be an exposed aggregate concrete as approved by Contracting Officer.

1.2 REFERENCES

A. Definitions:

1. Cementitious Materials: Portland cement alone or in combination with 1 or more of fly ash, silica fume, and other pozzolans, or slag cement.

2. Contractor Quality Control (CQC) Plan: Written plan submitted prior to the work describing quality control activities to be undertaken throughout the project.

3. Contractor’s Quality Control Representative: Full-time person on Contractor’s staff with responsibility for quality control oversight of the work and for preparation of daily quality-control reports and documentation photography.

G. Mock-up Plan: Prior to field execution of mock-ups, provide detailed description of materials, methods, techniques, equipment, sequence of operations, and quality control procedures to be used during the mockup, including but not limited to the following:

1. Protection of surrounding materials on project site.

2. Reinforcing steel placement.

3. Concrete placement and finishing.

4. Concrete curing.

H. Project Restoration Program: Revise the Mock-up Plan based on the results of the mock-up.

Provide detailed description of materials, methods, techniques, equipment, and sequence of operations to be used throughout the work.

I. Inspection Plan: Submit to Contracting Officer an inspection plan including a sample of a Daily Quality Control Report. Plan shall include list of testing and inspection equipment to be used. It shall also include but not be limited to:

1. Measurement of ambient conditions of temperature, precipitation, humidity, cloud cover, and wind speed and direction during concrete placement activities.

2. Evaluation of steel reinforcing placement.

J. Initial sample of daily quality control inspection report.

K. Daily quality control inspection reports, over the course of the project, submitted to the Contracting Officer and the Independent Quality Assurance Inspector on the first work day following the date covered by the report.

1.4 ARCHITECTURAL SHOP SAMPLES FOR PLAZA AND SIDEWALK CONCRETE

A. Schedule preparation of the architectural concrete shop samples so that approval is completed well in advance of the scheduled first placement of architectural concrete. It is assumed that at least three to six months of time will be needed before the project starts for mix design development.

B. Build shop samples to demonstrate shape, color, textured finish, and qualities of materials and execution. Place sample in location approved by Contracting Officer to comply with the following requirements:

1. Build a minimum of ten small size shop samples (8 inch square, minimum 2 inch thickness), to demonstrate color, texture, and finish to match the existing architectural concrete design reference samples, obtained by Contractor and approved by Contracting Officer. Characteristics of the reference sample to be matched include:

a. Aggregate color, size, and shape

b. Cement paste color

c. Surface textured finish and profiles

2. The shop samples shall be repeated until successful approval by the Contracting Officer.

1.5 ARCHITECTURAL FIELD MOCK-UP FOR PLAZA AND SIDEWALK CONCRETE

(SEPARATE MOCK-UPS AND MIX DESIGNS)

A. Complete mock-up in field to reflect typical architectural concrete slabs.

1. Complete mock-up after submission and approval of Shop Samples.

2. Notify Contracting Officer seven days in advance of dates and times when mock-up will be completed.

3. Mock-up sequence of forming, placing, form removal, curing, finishing, joint construction, and protection of work shall be reviewed by the Contracting Officer.

4. Cast mock-up from approved materials identical to those to be used for the Work. Cast additional mock-ups until the mock-up is accepted by Owner and Contracting Officer.

5. Mock-up to be minimum of 20 square feet.

6. It is expected that between three and four mock-ups may be necessary to achieve an accepted mock-up. Unapproved mock-ups to be removed and redone.

7. Use the same concrete mixes and placement procedures, accepted in shop samples, in the

Work.

B. The accepted mock-up shall be the standard for color, texture, and workmanship for the Work.

C. Maintain the mock-up during construction in an undisturbed condition as a standard for judging the completed Work. The mock-up may not become part of the finished Work; obtain approval prior to demolishing the mock-up.

1.6 QUALITY ASSURANCE

A. Concrete Contractor Qualifications: Experienced contractor who has completed concrete Work similar in material, design, and extent to that indicated for this Project for at least five years, and whose work has resulted in construction with record of successful in-service performance.

B. Ready-Mix Supplier Qualifications: Firm experienced in manufacturing ready-mixed concrete products complying with ASTM C94 requirements for production facilities and equipment.

1. Certified according to National Ready Mixed Concrete Association's Certification of Ready Mixed Concrete Production Facilities.

2. Truck mixers, agitators, and non-agitating units used to mix and transport ready-mixed concrete shall comply with National Ready Mixed Concrete Association’s Standards of Truck Mixers Manufacturers Bureau.

C. Contractor’s Quality Control Representative

1. Add Quality Control Representatives as necessary to adequately document and inspect the work without undue delay of work.

2. Inspectors shall have overlapping shifts to exchange information if multiple shifts are used.

If multiple daily shifts of work are performed, each shift shall have its own Quality Control Representative.

3. Quality Control Representatives are required to document the progress, general quality of work, and any non-compliant work with digital photographs and daily report.

4. Quality Control Representatives shall review each area of work prior to demobilization of access equipment.

D. Independent Quality Assurance Inspector

1. The inspector shall be on-site each shift, during the mock-ups, at the beginning of surface preparation, concrete placement and until concrete installation is complete.

2. Add inspectors as necessary to adequately document and inspect the work without undue delay of work.

3. Inspectors shall have overlapping shifts to exchange information if multiple shifts are used.

If multiple daily shifts of work are performed, each shift shall have its own Independent Quality Assurance Inspector.

4. Inspectors are required to document the progress, general quality of work, and any non-compliant work with digital photographs and daily report.

5. Inspectors shall submit daily inspection report and any type of deficiency to the Contracting Officer and Contractor simultaneously on a daily basis.

6. Inspector shall review each area of work prior to demobilization of access equipment.

E. Inspection:

1. Formwork Inspection: After preparation work is complete and prior to casting new slabs, perform an inspection to ensure that work can comply with DSC Accessibility Standards.

Slopes must follow DSC's Accessible Route Design Standard's. Ensure that substrate and slab depths are correct. Check placement of reinforcing and any imbedded items. Check overall dimensions and location of expansion and control joints. Record all deficiencies.

Do not proceed with concrete pour until problems are corrected.

2. Post-Pour Inspection: After concrete placement is complete and as soon as curing allows access, perform an inspection to ensure that finished work meets ABAAS criteria for site pavement.
