SATELLITE TELEVISION SERVICES AT THE FEDERAL CORRECTIONAL INSTITUTION

THREE RIVERS, TEXAS

STATEMENT OF WORK

The Federal Correctional Institution is located approximately 7 miles west of Three Rivers, Texas on Highway 72 West, Live Oak County. This contract includes both the Federal Correctional Institution and the Satellite Prison Camp. Included in this is the services to all buildings associated within the institutional property. FCI Three Rivers is seeking a five-year contract for Satellite TV Services for the whole institution.

Service Requirements:

1) FCI Three Rivers and SPC Three Rivers, 1700 Highway 72 West. Three Rivers, TX 78071

a. Business Services Satellite TV service - 64 Channel - COMS 3000 - NTSC16, 30-DB Blonder Tongue AMPS, 2 Channel ZV Mods, New Dish and Misc Parts, Installation of equipment. Total number of cable TV drops is 140.

b. Above combination or equivalent bundled TV package. Meet or exceed above requirements.

2) At the institution the contractor shall maintain all head end equipment. Equipment shall include all ancillary equipment necessary to supply a strong digital signal to all cable TV outlets.

3) Any required installment work shall be performed in accordance with established procedures.

4) For the FCI and FPC the number and types of television channels will be comparable to what’s commonly available in the local Three Rivers, TX area based on a basic + standard (expanded) level of service. A list of channels commonly available at this level of service is included as an attachment to the SOW. The FCI and FPC can utilize main HD set top boxes, satellite boxes and individual remotes.

On-site response time: Contractor shall provide an onsite response time capability of twenty-four (24) hours to respond to cable/internet problems or outages. Immediate telephone response capability is also required for reporting problems or outages.

Site Visit: If a site visit for prospective offerors is needed, it shall be scheduled and held at FCI Three Rivers. Contact Damon Walz dwalz@bop.gov for the exact starting location on the facility, directions to the facility, and for facility access. Allow 3-4 hours to tour all sites.

Period of Performance: 04/1/24 thru 09/30/24 and 4 one-year option periods (5-years)

PHYSICAL Security: The contractor shall be responsible for safeguarding all government property provided for contractor use. At the close of each work period, government facilities shall be secured. Only those personnel cleared to have access to the facility (building and grounds) will be allowed access. No contractor will be allowed in any controlled access room by themselves. Contractor shall comply with all physical security of the facility at all times.

Key Control: Contactor will have no need to have keys to the facility.

Access to Offices: If the personal need access to government offices they will contact the governments’ COR at the work site and will be escorted by the COR.

Post Award Conference/Periodic Progress Meetings: The Contractor shall attend post award conferences as required and when convened by the contracting activity or contract administration office in accordance with Federal Acquisition Regulation Subpart 42.5. The contracting officer, Contracting Officers Representative (COR), Contracting Officers Technical Representative and or other Government personnel, as appropriate, may meet periodically with the contractor to review the contractor's performance. At these meetings the contracting officer will apprise the contractor of how the government views the contractor's performance and the contractor shall apprise the Government of problems relating to performance of this contract. Appropriate action shall be taken to resolve outstanding issues.

Contracting Officer Representative (COR): A Contracting Officer’s Representative (COR) will by appointed by the Contracting Officer. The COR will be authorized to monitor performance under this contract and will assist with administration of the contact. Once appointed the contractor and the COR will be provided a letter outlining the official responsibilities of the appointee.

Contracting Officer Technical Representative (COTR): The Contracting Officer will determine if a COTR will be required to assist the CO or contractor in the interpreting of the contract specifications or technical requirements. Reviews any actual maintenance required necessary for the acceptance of deliverables (including contract line item numbers (CLINs).

Key Personnel: The contractor shall provide a contract manager who shall be responsible for the performance of the work. The name of this person and an alternate who shall act for the contractor when the manager is absent shall be designated in writing to the contracting officer. The contract manager or alternate shall have full authority to act for the contractor on all contract matters relating to daily operation under this contract. The contract manager or alternate shall be available between Monday thru Friday except Federal holidays or when the government facility is closed for administrative reasons.

Identification of Contractor Employees: All contract personnel (to include subcontractors) shall provide each employee an Identification Badge which includes, at a minimum, the Company Name and Employee Name. ID Badges shall be worn at all times during which the employee is performing under this contract. These badges shall be worn in a conspicuous place on the front of exterior clothing and above the waste, except when safety or health reasons prohibit.
