Installation is to be completed at the specified repeater site location with latitude and longitude provided, including sensor installation, programming, training and instructions.

Early Flood Warning System for Capitol Reef National Park

Project Description

Install an automated weather station that measures liquid (unfrozen) precipitation as well as temperature and relative humidity (RH) storing these data and transmitting data via cellular modem.

In addition, the data logger will be programmed to send alarms via text message and email when rainfall rate exceeds 0.1 inch in 10 minutes or 0.17 inches in 20 minutes. Otherwise, all rainfall, temperature, and RH will be recorded hourly and will be accessible via the datalogger (direct download) or cellular telemetry.

The weather station will be mounted to an existing communications tower (see photos and location information below) and will be capable of withstanding temperatures of -40⁰C to +70⁰C and wind speeds of 50 miles per hour. There is no line power at the site so the system must function on solar power. The temperature and RH sensors must be covered with an appropriate radiation shield. The station shall function year-round, though need not measure frozen precipitation (snow fall).

All equipment will be installed at the location listed below. Installation will include programming, training, and provision of basic written instructions.

Sensor specifications

Temperature: Measurement Range = -40⁰C to +70⁰C

Accuracy = +/- 0.2 C (over the range -40⁰ to +70⁰C)

= +/- 0.1 C (over the range 20⁰ to 60⁰C)

Resolution = 0.001⁰C

Calibration Traceability = NIST and NPL standards

RH: Measurement Range = 0 to 100% RH

Accuracy = +/- 1.5% (at 25⁰C, over the range 0 to 80% RH)

= +/- 2% (at 25⁰C, over the range 80 to 100% RH)

Resolution = 0.001% RH

Precipitation: Sensor type = tipping bucket

Operating Range = 0⁰ to 50⁰C

Resolution = 1 tip

Orifice diameter = 20.3 cm (8 inches)

Rainfall per tip = 0.254mm (0.01 inch)

Datalogger: Storage = at least 50 MB

Real-time clock accuracy = +/- 3 minutes per year

Operating Range = -40⁰C to +70⁰C

Cell Modem: Cell technology = 4G (LTE CAT-1), Verizon cellular network compatible

Installation Location:

The installation site is a radio repeater site on Miner’s Mountain, just west of Capitol Reef National Park and near Torrey, Utah (Figure 1). The location is latitude 38.173534⁰ North and longitude -111.240129⁰ West. The site is generally accessible April through November by a standard four-wheel drive vehicle.

Figure 2 is a photo of the site looking to the southwest. The instrumentation will be installed at 6-10 feet off of the ground on the nearest tower upright in the photo. The uprights are spaced at 6 feet apart and are composed of 2” outer diameter steel pipe. The rain gauge shall be installed at least 3 feet from the nearest tower component on a lateral cross-arm.
