SLC-CRU-UPGRADE

August 13, 2021

SCOPE OF WORK

When the Specifications and Drawings contain references to brand name products and specified manufacturers, the FAA will accept, with approval, an “or equal” substitution. So long as the proposed substitution meets the performance characteristics required for the specified application.

1. LOCATION:

Federal Aviation Administration

Salt Lake City Air Traffic Control Tower/Base Building and TRACON

1201 N 4000 W

Salt Lake City, UT 84116

2. GENERAL INFORMATION:

The contractor shall provide all equipment, material, labor and supervision for the installation and integration of Liebert iCOM control upgrade on three (3) Liebert computer room units (CRU) to include the replacement of incompatible hot and cold water valves and the integration of new controllers to the existing building automation system (BAS).

Additionally, the contractor shall provide all equipment, material, labor and supervision for the installation and integration of Liebert electrically commutated (EC) fan upgrades on nine (9)

CRUs.

The contractor shall provide, in writing, a one (1) year parts, workmanship and labor warranty.

See appendix for detailed requirements and specific CRU model and serial numbers.

Respond within 24 hours to callouts.

3. PERFORMANCE REQUIREMENTS:

a. Services shall be provided on daily shift basis. Times shall be coordinated through the local System Support Center (SSC) representative.

b. At no time shall the installation of programming activities cause undue disruption to air traffic control operations, possibly necessitating late night or early morning working hours.

c. Hot and/or energized work must be identified and requested in writing a minimum of twenty four (24) hours in advance

d. No services will be required on any holidays.

4. DRAWINGS:

a. The contractor shall not use dimensions scaled from drawings. All dimensions shown on the drawings shall be verified by the contractor by actual measurements in the field. Any discrepancies between the drawings and specifications and the existing conditions shall be referred to the SSC Representative for adjustment before any work affected is performed.

b. The Contractor shall be provided with record drawings (if available) for each unit to be upgraded upon request. These drawings shall be for the contractor's use during the upgrade of the system. The Contractor shall note any discrepancies between the record drawings and actual system installation.

c. The contractor shall provide a copy of all developed shop drawings (if any) to the SSC representative.

5. O&M MANUALS:

Equipment O&M manuals are maintained by the facility and will be made available to the contractor upon request.

6. FINAL APPROVAL AND ACCEPTANCE:

Final approval and acceptance of the work will be given by the SSC representative after the following have been completed:

a. All required upgrades are complete, functional and without leaks.

b. All upgraded units are completely integrated into the existing BAS.

c. All forms documenting the installation, testing, integration and performance of the system have been provided to the SSC representative. Requested forms and documents must be provided to the SSC representative within fourteen (14) days of project completion.

d. All O&M, warranty and instruction material have been provided to the SSC representative.

7. EXECUTION:

The contractor shall perform all required tasks in accordance with the relevant industry standards, accepted industry best practices and FAA orders. Any electrical work performed outside of the individual units must comply with standards FAA-C-1217H (Electrical Work, Premises Wiring) and FAA-STD-019f, Chg. 1 (Lightning and Surge Protection, Grounding, Bonding, and Shielding

Requirements for facilities and Electronic Equipment). The contractor shall coordinate all on-site activities with the SSC representative no less than two weeks in advance. Approved work hours are to ensure that impact to Air Traffic operations is negligible. The contractor shall be responsible to provide all equipment and tools required to perform all required tasks. The contractor’s performance will be evaluated by an SSC representative.

While onsite contractor must follow all COVID-19 requirements. This includes but is not limited to, wearing a face mask, wellness checks, hand washing, and social distancing.

APPENDIX

1. iCOM Upgrade

a. Three units

i. CRU-5 Model #FH302C-ASM, Serial # 345394-001

ii. CRU-6 Model #FH302C-ASM, Serial # 345394-003

iii. CRU-7 Model #FH302C-ASM, Serial # 345394-002

b. Tasks include but are not limited to the following:

i. Power down precision cooling system and turn off main power feed to the system

ii. Replace hot and cold water valves with compatible valves

iii. Modifications to all connections and harnesses, as required

iv. Modifications to existing control boards and/or electrical panels, as required.

v. Installation of new sensor board

vi. Upgrade of low voltage terminal strip

vii. Upgrade T1 transformer

viii. Installation of isolation transformer

ix. Installation of iCOM control hardware, including new control board, display, and associated harnesses

x. Intellislot installation

xi. Update fuses in fuse board

xii. Verification of all connections

xiii. Organize tie wires

xiv. Confirm proper system operation

xv. Embedded IS-UNITY-DP card enables SNMP v1, v2, v3 Modbus TCP, Modbus

RTU, BACnet IP, BACnet MSTP and YDN23 management of Liebert equipment.

xvi. New controller must be fully compatible with existing control system (Schneider

Electric, EcoStructure Work Station Version 3.1).

xvii. One year warranty coverage on all parts and workmanship relating to iCOM upgrade.

xviii. Respond within 24 hours to callouts.

2. EC Fan Upgrade:

a. Nine units:

i. CRU-1 FH422C-ASM 318955-001

ii. Integration of EC Fans into the unit iCOM controls

iii. One year warranty coverage on all parts and workmanship relating to EC fan retrofit

iv. Respond within 24 hours to callouts.
