AUDIO/VISUAL (AV) EQUIPMENT INSTALLATION & SUPPORT
STATEMENT OF WORK (SOW)
1.0 BACKGROUND
The requiring activity is the Naval Surface Warfare Center, Dahlgren Division (NSWCDD) Code 1016. The requested Audio/Visual (AV) equipment is needed for JD's Training Center, room 213 (ballroom) to turn this newly acquired space into the main conference room for use by the NSWCDD. This installed AV equipment will enhance the NSWCDD’s capability to support missions by enabling expanded collaboration capabilities.

| 3.0 | REQUIREMENTS |
| 3.1 | The contractor shall provide the following for installation of one (1) video/audio system in Room 213 at JD’s Training Center at NSWCDD in Dahlgren, Virginia: |
| 3.1.1 | One (1) main display 8500 Lumen laser phosphor data projector, lens, ceiling mount hardware, and ceiling-recessed 160" 16:9 motorized tab-tensioned screen with ambient light rejection technology, keypad, and wall switch. |
| 3.1.2 | Three (3) Pan-tilt zoom cameras, one (1) in the front showing the audience, one (1) on the left wall and one (1) on the right wall showing the podium and instructors. |
| 3.1.3 | One (1) video production station that shall include a joystick camera controller with manual pan-tilt-zoom, focus, iris, white balance, and speed controls; and one (1) 22" multi-view touchscreen with program and preview windows and thumbnail snapshot images for camera presets. |
| 3.1.4 | Twelve (12) wireless microphones used throughout the room consisting of two (2) lapel microphones, two (2) hand held microphones, and eight (8) desk top microphones. Two (2) auxiliary audio input front Lectern and right rear wall. Ceiling speakers, front-wall-mounted program line array speakers, commercial grade multi-channel amplifier, six (6) new ceiling microphones placed throughout the room to pick up all student discussion and one (1) new desktop microphone for the instructor podium. |
| 3.1.5 | Video hardware to include a media gateway for bi-directional content presentation with soft-CODEC applications, standards based VTC, or local presentations; VTC CODEC; USB Bridge; three (3) TAA and NDAA compliant PTZ cameras with HTbT extender/receiver modules. |
| 3.1.6 | Video production station to include joystick, camera controller with manual pan-tilt-zoom, focus, iris, white balance, and speed controls with one (1) 22" multi-view touchscreen with Program and Preview windows and thumbnail snapshot images for camera presets. |
| 3.1.7 | The podium shall have a main instructor laptop connection and a guest laptop connection. In the rear right of the room, there shall be a wall plate connection for a guest laptop. Both the main laptop at the podium and the guest laptop at the rear right of the room shall have USB connections for Microsoft (MS) Teams collaboration sessions. |
| 3.1.8 | For control of the room, there shall be one (1) tabletop touch panel on the podium and one (1) wall mounted touch panel at the right rear of the room so the room AV system can be operated without the podium. All systems to be integrated for easy access and customer use. |
| 3.2 | The contractor shall provide all the necessary materials, labor and technical support required to install the audio and video equipment in Room 213 at JD’s Training Center at the NSWCDD including hardware and materials, UPS, cables, architectures, and other miscellaneous wiring. |
| 3.3 | The contractor shall test the newly installed AV equipment to ensure it is fully functional prior to completing work, and train the NSWCDD personnel on how to use the new equipment. |
| 3.4 | The contractor shall provide post installation support and maintenance for the AV equipment in Room 213 at JD’s Training Center at the NSWCDD for a period of twelve (12) months after installation is complete. |
| 3.5 | The contractor personnel shall wear personal protective equipment IAW OSHA regulations and CDC guidelines throughout the project. |
| 3.6 | The contractor shall ensure all work is performed in accordance with (IAW) applicable Local, State, and Federal safety, electrical, and building codes. |
| 3.7 | The contractor shall protect Government property from damage or disfigurement. |
| 3.8 | The contractor shall keep all supplies, equipment, and tools out of traffic lanes or other areas where they may create a hazard. |
| 3.9 | At the end of each work period, the contractor shall secure all supplies, equipment and tools. |
| 3.10 | The contractor shall perform all work during normal working hours of 0800-1700, Monday through Friday. |
| 3.11 | The contractor shall provide all operating manuals IAW industry standards. |
| 3.12 | The contractor shall coordinate with the technical point of contact identified below to accomplish all work under this SOW. |
| 4.0 | GOVERNMENT-FURNISHED PROPERTY/MATERIAL/INFORMATION (GFP/GFM/GFI) |
The Government will provide access to Room 213 at JD’s Training Center at NSWCDD to the Contactor to perform the work prescribed in this SOW.
5.0 SECURITY
All work performed under this SOW is unclassified.
6.0 TRAVEL
The contractor will be required to travel in performance of this contract. The number of trips and types of personnel traveling shall be limited to the minimum required to accomplish work requirements and shall be coordinated with the technical point of contact. All travel shall be conducted in accordance with the Federal Travel Regulations (FTR).
