Replace Two HVAC Chillers at Cairo Museum

STATEMENT OF WORK (SOW)

Introduction:

Vicksburg National Military Park (VICK) is comprised of several discontinuous units related to the US Civil War, including:

• The Campaign for Vicksburg: For 18 months Union and Confederate Forces engaged each other all through the region as they positioned for control of Vicksburg.

• The Siege of Vicksburg: For 47 days, the Union General US Grant held the Confederate Army and city of Vicksburg under a hard and brutal siege.

The multiple sites are managed under one administration and are located in and around a 40- mile radius surrounding Vicksburg, Mississippi. Sites related to the Campaign for Vicksburg include the Port Gibson Unit (Shaifer House), Raymond Unit (Battle of Raymond), and Champion Hill (Crossroads and Coker House). The Siege of Vicksburg sites include the main battlefield and National Cemetery within the City of Vicksburg, Pemberton's Headquarters, Louisiana Circle, Navy Circle, South Fort, the USS Cairo, and Grant’s Canal in Louisiana.

Because of the integrity of the resources, Vicksburg National Military Park, the USS Cairo, and the National Cemetery are listed on the National Register of Historic Places.

In addition, the engines and boilers of the USS Cairo are Historic Mechanical Engineering Landmarks, and Pemberton's Headquarters has been designated as a National Historic Landmark.

OBJECTIVES

This contract is for the removal, replacement and/or modification of the Cairo Museum HVAC and air handling equipment. Elements of the hardware has reached its useful lifecycle and need replacement.

These include two twenty-ton chillers, Thybar FLXI-7638 air handling unit, two-ton Trane air handling unit, exterior and interior air ducts and associated piping and electrical connections including wiring panels. The two chillers and computer room unit currently operate on R22 Refrigerant cooling systems.

The R22 will be harvested for environmental compliance, prior to removal of the chillers. The current R22 system will be replaced with the newest technology refrigerant system. The system’s gas, and electrical lines, including valves, site glasses, and gauges, will be inspected, reinsulated, and repaired or replaced if needed. All controls for the HVAC system will be replaced to accommodate the new installed product per manufacturer’s specifications. Contractor will perform a full system check upon completion of installation prior to final walkthrough. Supplemental cooling will be provided by the contractor during the process to allow visitation to continue uninterrupted.

PERIOD OF PERFORMANCE

One Hundred Twenty (120) days after Award.

SCOPE

The project consists of replacing the HVAC equipment listed below. The new equipment shall be upgraded to meet the latest technology and energy efficiencies available with current industry standards. Equipment shall have equivalent SEER (but no less than 16 SEER) and footprint of existing systems. Installed units shall be serviceable locally within 30 miles of Park. Units shall include hard start package and corrosion resistant coil coatings. The contractor shall deliver the following services and provide an itemized cost breakdown to include materials/equipment, labor, administrative, and other fees. The contractor shall have an on-site superintendent/foreman present at all times.

TASKS:

Under this contract, the contractor shall complete the following tasks and requirements:

• Replace in-kind or better the following equipment:

o 2 – Trane Model CGAFC20EAHA1 Chillers, replace with an air-cooling DX system matched to the capacity of the existing chillers o 1 – New DX Cooling Coil within the existing air handling unit o 1 – Computer room Unit 3-ton capacity DX system, complete with electric reheat and humidifier o 1 – Variable Flow System upgrade to ECM or Variable speed motor for air handling units o 7 – Single duct Terminal Reheat Boxes w/ electric heat (match electric duct heater capacity) o 7 – 30A Safety Switches for electric reheat for ATU units and associated wiring o 1 – 100A Safety Switch for CRAC unit and associated wiring o 1 – 800-amp, 208Y/120V, 3-phase, 4-wire, and 800-amp MCB o 1 – 400-amp rated, 208y/120V, 3-phase, 4-wire, main lug only o Ductwork, piping, and electrical connections needed to retrofit or replace all units o Recycle R22 refrigerant from all units for credit toward new system o Replace Electrical Panels and breakers where required for new hardware

• Replace and install new programmable thermostats for each zone with a minimum of three settings for weekdays, nights, and weekends with override capabilities for extended hours. Must include control lock-outs.

• Contractor shall provide all material, equipment, parts and labor required to perform all of the work of this contract. This included any needed equipment features such as pressure or by-pass feeder tanks.

• Contractor shall include upgrades for hard-start capacitors and coated coil packages for harsh environments.

• Contractor shall repair or replace any landscape features that may be damaged in executing this contract.

• All equipment, material and waste removed or generated by work of this contract shall be properly disposed of offsite by the contractor.

• Work areas shall be cleaned up each day.

• Repair or replace all existing ductwork, refrigerant lines, condensate lines, and other line-sets/piping at the connecting points with the new equipment. New line-sets are to be provided and old line-sets removed if the old line-sets were not used with the new blended refrigerants.

• Inspect and repair or replace all straps, hangers that support equipment and ductwork.

• Safely dispose of all equipment to be removed. Remove and recover all refrigerants per EPA regulations.

• Perform test and balance for systems with new equipment. Provide certified Test and Balance report.

• Coordinate all work and utility service interruptions with park staff. No less than a 24-hour notice shall be given before any type of utility interruption is to occur. Interruptions shall not exceed more than one working day. Supplemental cooling will be provided by contractor to provide uninterrupted service to the visitors and staff.

• All work shall be performed Monday through Friday from 8:00 am until 4:00 pm. No work will be performed on weekends or federal holidays without prior approval.

• Contractor and employee parking and equipment storage areas shall be designated by the COR.

No company signs shall be installed on government property. Smoking and eating shall be performed in areas designated by the COR. Employees shall always wear appropriate clothing.

• The contractor shall provide all necessary equipment and filters for new installations.

• Contractors will Notify NPS staff of scheduled site visits to ensure access to secure areas.

• The Davis-Bacon Act applies to this contract.

• All affected areas must be restored to their original condition from before the work began. Any damages shall be fixed and repaired at no cost to the government.

APPLICABLE CODES AND STANDARDS:

o 1. NFPA 70, 2020 National Electrical Code.

o 2. IECC 2024 (International Energy Conservation Code) o 3. IMC 2024 (International Mechanical Code) o 4. IPC 2024 (International Plumbing Code)

DELIVERABLES:

• Provide product submittals for all equipment to be installed.

• Provide safety plan.

• Provide document showing volume/weight of refrigerant removed from all R22 systems and a receipt for discount towards new DX system.

• Provide two hard-bound copies of Operation and Maintenance (O&M) Manuals to the park for all equipment installed. O&M manuals are to include the manufacturer’s specifications and instructions for all new equipment.

• Provide one hard-bound copy of all warranty information for new equipment. Must include list of all model and serial numbers as applicable.

• Conduct training on new equipment and systems for park personnel.

• Provide Post Award Construction Schedule

• Provide an itemized cost breakdown to include materials/equipment, labor, administrative, and other fees.

GOVERNMENT-FURNISHED PROPERTY, MATERIAL, EQUIPMENT, OR INFORMATION

SAFETY:

All work performed on government property will be accomplished in accordance with OSHA, EPA, Federal, State and local regulations and requirements. Prior to starting work on government property, the contractor shall submit to Vicksburg National Military Park (VICK) for approval a copy of their company safety plan pertaining to this particular contract. Although not all inclusive, the safety plan must address at a minimum the following areas:

1) Confined space operations (if required)

2) Heavy equipment operations

3) Public/visitor safety (barriers/signage, etc…)

4) Traffic safety plan

5) Trenching/sloping of soil

6) Personal protective equipment to be used

7) Hazardous materials (HAZMAT) to be used

a. Copies of Safety Data Sheets must be provided to CARI

b. Storage of HAZMAT

8) Emergency response protocols

9) Personnel training requirements

10) OSHA DART rate

a. OSHA 300A Summary for last three years

Contractor shall use “green” products whenever possible, and all HAZMAT must be pre-approved for use by the VICK Collateral Duty Safety Coordinator. The contractor shall be responsible for the safety and security of the site to ensure unauthorized personnel (park visitors & employees) do not enter the construction area.

• SECURITY & WORK HOURS:

Contractor shall only perform this work during normal operating hours (8:00am – 4:00pm), unless approval is given by COR.
