1. BACKGROUND

Gulf Islands National Seashore (GUIS) is a unit of the National Park Service and is head quartered in Gulf Breeze, FL. This contract is to replace the roof structure, structural hardware and various boards and railings on the Langdon Beach Hut. The Langdon Beach Hut is one of the most popular beach access areas at Gulf Islands National Seashore. Visitors flock to the beaches to enjoy the sights and sounds of the Gulf of Mexico. The Langdon Beach Hut provides a covered picnic area and restroom facilities for the visitors.

2. OBJECTIVES:

The scope of this work will include: remove and replace the Pavilion roof structure to include trusses, gutter, ceiling, replace existing pavilion hardware with stainless steel (SST) hardware and remove and replace various deteriorated boards and railings. This work will provide a fully functional roofing system, and fresh structural SST hardware that meets all applicable contractual requirements and building codes.

3. PLACE OF PERFORMANCE:

Gulf Islands National Seashore, Fort Pickens Area, Langdon Beach Hut: Fort Pickens does not have a physical address; but is located near the Western most end of Santa Rosa Island. (See map)

4. PERIOD OF PERFORMANCE:

All work specified herein shall commence after the notice to proceed is received from the Contracting Officer; and completed with-in a 6-month (180 day) period.

5. SCOPE:

The project consists of removing existing roof structure from trusses up and replacing the trusses, roof deck and shingles with new hurricane code approved trusses, decking and aluminum standing seam roof. Replacing structural bolts and hardware around the outside upper and lower edges/inside upper interior of the structure with SST bolts and hardware, replacing all wood associated with hardware exchange with treated lumber. Replace railing and pickets on entire structure and ingress/egress/deck areas with treated lumber. Replace the gutter. Install and seal ceiling and soffit areas. The contractor shall deliver the following services and provide an itemized cost breakdown to include materials/equipment, labor, administrative, and other fees. The contractor shall have an on-site superintendent/foreman present at all time when work is being performed.

In accordance with the terms and conditions herein, the prime contractor or his sub-contractors shall perform the work of this contract for the National Park Service (NPS).

The contractor will complete the following items:

1. Contractor will provide all material, equipment, parts and labor required to perform all of the work of this contract

2. All equipment, material and waste removed or generated by work of this contract shall be properly disposed of offsite by the contractor.

3. Contractor shall verify the quantity of materials needed to complete the task identified in this SOO.

4. Contractor will provide a work site and environment that is safe for employees, for visitors to the

Park, and NPS staff. If needed, the work area will be cordon off and secure.

5. All work will be performed Monday through Friday from 7:00 am until 3:30 pm. No work will be performed on weekends or federal holidays without prior approval.

6. Contractor and employee parking and equipment storage areas will be designated by the Park. No company signs shall be installed on government property. Smoking and eating will be performed in areas designated by the Park. Employees shall wear appropriate clothing at all times.

7. Contractors will notify NPS staff of scheduled site visits to ensure access to secure areas.

8. The Davis-Bacon Act applies for this contract.

6. SAFETY:

All work performed on government property will be accomplished in accordance with OSHA, EPA, Federal, State and local regulations and requirements. Prior to starting work on government property, the contractor will submit to Gulf Islands National Seashore for approval a copy of their company safety plan pertaining to this particular contract. Although not all inclusive, the safety plan must address at a minimum the following areas:

1) Heavy equipment operations (if required)

2) Fall Protection Plan

3) Public/visitor safety (barriers/signage, etc…)

4) Traffic safety plan (if required)

5) Trenching/sloping of soil (if required)

6) Personal protective equipment to be used

7) Hazardous materials (HAZMAT) to be used

a. Copies of Safety Data Sheets (SDS) must be provided to the Park

b. Storage of HAZMAT

8) Emergency response protocols

9) Personnel training requirements

10) OSHA DART rate

a. OSHA 300A Summary for last three years

Contractor shall use “green” products whenever possible and all HAZMAT must be pre-approved for use by the GUIS Collateral Duty Safety Coordinator. The contractor will be responsible for the safety and security of the site to ensure unauthorized personnel (park visitors & employees) do not enter the construction area.

7. TASKS:

COMMUNICATION

A). Contractor shall notify the Contracting Officer’s Representative (COR) between 7:00 and 7:15 am on the morning work will be performed or inform the COR why services cannot be performed that day. The COR is Hank Reynolds, office number: 850-916-3024, cell phone:

850-281-2165.

B). Work shall be performed during daylight hours between 7:00 am and 3:30 pm Monday through Friday as per the established schedule. Weekend and holiday work will not be permitted, unless due to inclement weather, equipment problems, etc. with the prior approval by the park Contracting Specialist.

C). Schedule changes MUST be cleared through the Contracting Officer

SPECIFIC REQUIREMENTS

Under this contract, the contractor shall complete the following tasks and requirements:

• Langdon Beach Hut Building # 31 o Remove all existing Trusses, Shingles, felts, and associated trims, haul off and dispose of all debris off site and in approved landfill.

o Replace trusses with pre-engineered hurricane code approved trusses with hurricane straps, roof decking and nail off all plywood to meet current wind requirements and applicable codes o Install high temperature ice and water shield and install .040 aluminum standing seam roof systems grey in color o All installation will include the use of SST clips and fasteners, spacing and other installation requirements shall meet all applicable codes.

o Extra care must be taken during tear off such as the use of tarps around the area below to ensure nails and smaller debris does not get lost in the beach sand.

o Close in ceiling/soffit with treated wood, such as 1/2” marine grade plywood.

o Remove and replace west end gutter and down spout o Remove and replace structural bolts and hardware on outside edge

(upper and lower) of the entire structure with SST bolts and hardware;

inside upper structural hardware with SST bolts and hardware o Remove and replace dry, cracked or deteriorated wood associated with hardware exchange with treated lumber o Remove and replace all railing and pickets with treated lumber and SST fasteners

• Safely dispose of all construction debris to be removed.

• Coordinate all work and utility service interruptions with park staff. No less than a 48-hour notice shall be given before any type of utility interruption is to occur. Interruptions shall not exceed more than one working day.

• All affected areas must be restored to their original condition from before the work began. Any damages will be fixed and repaired at no cost to the government.

• Clean job-site of all dust and debris at the end of each workday and ensure that all work is performed in a professional manner.

Langdon Beach Hut……….3000 sq. ft.

All measurements should be verified by contractor.

Note: This area will require a secured work area where park visitors will be present. The contractor must ensure the work area is secure to provide visitor safety.

7. Deliverables

GERERAL PROVISIONS

Buildings located in the Fort Pickens area (associated with this project)

• Langdon Beach Hut Building #31.

WEATHER

Contractor shall notify the COR by 7:00 am of any intention to cancel work for the day due to weather.

8. DELIVERY:

Before notice to proceed

• Provide product submittals for new units to be installed for approval by COR

• Provide a written narrative summary of how the contractor will execute the project with a timeline. This document will be referred to as the implementation plan.

• Provide safety plan as identified in Section 6.

Before contract close out

• Provide one hard-bound copy of Operation and Maintenance (O&M) Manuals to the park for all equipment installed. O&M manuals are to include the manufacturer’s specifications and instructions for all new equipment.

• Provide one hard-bound copy of all warranty information for new equipment. Must include list of all model and serial numbers as applicable.

9. GOVERNMENT-FURNISHED PROPERTY, MATERIAL, EQUIPMENT, OR INFORMATION

(GFP, GFM, GFE, OR GFI):

None.

10. SECURITY:

The information developed under this Statement of Objectives is the property of the U.S.

government and shall be kept in strict confidence. Proprietary or copyrighted material may not be included into the contract information CDs unless otherwise approved in writing by the Contracting Specialist.

11. SPECIAL MATERIAL REQUIREMENTS:

Aluminum Standing Seam Roof SST hardware for structural replacement All Roofing must meet local Hurricane Code

12. OTHER UNIQUE REQUIREMENTS:

None

13. QUALITY ASSURANCE REQUIREMENT:

The government will periodically evaluate the contractor’s performance in accordance with the statement of work. All new equipment must conform to the manufacturer’s instructions and guidelines for installation and start-up.

While performing work, the contractor shall comply with the latest applicable versions of the following:

• NFPA 101 (National Fire Protection Association's Life Safety Code)

• Federal, State and Local Building Codes, Standards and Policies

• Local codes only if required by utility companies for service connections.

• National Electrical Code (NEC)

• Occupational Safety and Health Administration (OSHA) requirements

Additional Requirements:

• All affected areas must be restored to their original condition from before the work began. Any damages will be fixed and repaired at no cost to the government.

• All new equipment must conform to the manufacturer’s instructions and guidelines.

• All debris generated from roof replacement must be disposed of offsite by the contractor at his /her expense.

15. INVOICES AND PAYMENTS:

52.232-5 PAYMENTS UNDER FIXED-PRICE CONSTRUCTION CONTRACTS (MAY 2014)

(a) Payment of price. The Government shall pay the Contractor the contract price as provided in this contract.

(b) Progress payments. The Government shall make progress payments monthly as the work proceeds on estimates of work accomplished which meets the standards of quality established under the contract, as approved by the Contracting Officer.

(1) The Contractor’s request for progress payments shall include the following substantiation:

(i) An itemization of the amounts requested, related to the various elements of work required by the contract covered by the payment requested.

(ii) A listing of the amount included for work performed by each subcontractor under the contract.

(iii) A listing of the total amount of each subcontract under the contract.

(iv) A listing of the amounts previously paid to each such subcontractor under the contract.

(v) Additional supporting data in a form and detail required by the Contracting Officer.

(c) Contractor certification. Each request for progress payments must accompany the requisite Contractor certification in clause, or payment shall not be made.

Adjustment for Inadequate Performance

• Well maintained buildings are the National Park Service’s goals. Routine inspection shall be performed to minimize work improperly performed. Such inspections are designed only to assure that the NPS pays only for those services, which have been specified, and adequately completed by the contractor. In the event the contractor fails to successfully perform the required work, the National Park Service has the right to withhold partial payment. Retainage. If the Contracting Officer finds that satisfactory progress was achieved during any period for which a progress payment is to be made, the Contracting Officer shall authorize payment to be made in full. However, if satisfactory progress has not been made, the Contracting Officer may retain a maximum of 10 percent of the amount of the payment until satisfactory progress is achieved. When the work is substantially complete, the Contracting Officer may retain from previously withheld funds and future progress payments that amount the Contracting Officer considers adequate for protection of the Government and shall release to the Contractor all the remaining withheld funds. Also, on completion and acceptance of each separate building, public work, or other division of the contract, for which the price is stated separately in the contract, payment shall be made for the completed work without retention of a percentage.
