1. PARK INTRODUCTION

Gulf Islands National Seashore is a place of myriad riches - blue-green, sparkling waters, magnificent white beaches, and fertile coastal marshes. Its 12 areas include historic forts, shaded picnic areas, trails, and campgrounds. From Cat Island, Mississippi, it stretches eastward 160 miles to the Okaloosa Area east of Fort Walton Beach, Florida.

The Gulf of Mexico has shaped, and still shapes American history and culture. During the age of exploration and colonization, Europeans entered the Gulf and laid claim to the New World.

Deepwater anchorages at Pensacola Bay in Florida and at Ship Island in Mississippi supported Spanish, French, and British development along the northern Gulf Coast. The annexation of coastal Mississippi territories in 1804 and Spain ceded its Florida territories to the United States in 1819 setting the stage for the series of events which define American history and established protections for natural and cultural resources preserved by the national seashore. From General Andrew Jackson’s military conquests of Pensacola, to the celebrated artwork of Walter Anderson, to your first splash into the Gulf’s warm emerald waters, people shape and are shaped by the Gulf of Mexico. This complex and storied history motivated Americans in the 20th century to advocate for the creation of Gulf Islands National Seashore, which was established by Congress on January 8, 1971. What follows is for you to help create.

2. PROJECT INTRODUCTION AND OVERVIEW

This project will replace one asphalt shingle roof with a standing seam aluminum roof. All work will be designed to weather hurricanes in accordance with (IAW) and to the Florida Building Code (FBC) and ASCE 7-16 Standards. All work shall be accomplished using durable and resilient materials and be designed and fastened in accordance with applicable codes and standards. All work shall be done in accordance with the requirements of this SOW.

Offerors are encouraged to propose process improvements and industry best practices in their proposals.

3. PROJECT TASKS

The Contractor shall provide all labor, tools, equipment, materials and supervision required to complete the following tasks:

• Task 1: Remove all existing Shingles, felts, and associated trims, haul off and dispose of all debris off site and in approved landfill.

• Task 2: Install high temperature ice and water shield and install .040 aluminum standing seam roof systems o All installation will include the use of stainless-steel clips and fasteners, spacing and other installation requirements shall meet all applicable codes.

Manufactured of .040 aluminum for its strength, corrosion resistance and wind-impact resilience.

Have specifications complete with ASTM E 1592 testing determining the system’s uplift capability.

Self-adhering modified bitumen underlayment submittal shall be a product that is intended for use underneath metal o Nail off all plywood to meet current FL hurricane wind requirements and applicable codes o For the purposes of this project proposal, contractors shall estimate that 10% of the project building’s roofs will require decking, other element repairs, and replacement prior to using an approved metal standing seam roof cladding system. These miscellaneous repairs shall amount to no more than 10% of the collective roof areas and shall be included in the project pricing.

Project Site Location: Fort Pickens Area, Battery Worth Picnic Pavilion Coordinates: 30°19’30N 87°16’43W (Refer to Attachment A: Project Area Map)

• FP Battery Worth Restroom/Shelter (FL19) - 36sq. (3600 sq. ft.)

4. OTHER CONTRACTOR RESPONSIBILITIES

• The Contractor shall submit a Debris Disposal Plan. All demolished materials are the property of the Contractor and shall be disposed of at a licensed/registered debris disposal facility. Refer to the Submittal Section of this document for requirements.

• Contractor shall submit an Inclement Weather Plan describing the procedures that will be carried out in the event that the park starts to prepare for inclement weather. Plan shall detail how equipment and materials will be restrained and secured in order to leave the site in a prepared state for inclement weather. Refer to the Section 12 Submittal requirements.

• All roof system selections shall include and specify the fastener and attachment schedule to meet the uplift loads for the field perimeter and corners of the roofs with the dimension of the perimeter width defined. Shop drawings specifying fastener details and locations along these critical zones shall be signed and sealed by a Professional Engineer licensed in the State of Florida shall be required and approved as specified in Section 13.

• Technical Approach with project schedule to describe the work to complete the project.

Contractors are encouraged to provide detailed and specific information on their technical approach to complete the project. Approach shall address each of the two (2) bulleted tasks identified in Section 3. The approach will be evaluated to ensure the contractor possesses a thorough understanding of the work. Approach shall also include a list of subcontractors or list the general contractor, if applicable, that is completing the significant portions of the work. At a minimum, the performing contractor(s) shall be listed that will perform the following tasks:

o Demolition of the damaged areas o Aluminum roof panel system installation

• Technical Proposal based on Technical Approach for review and approval as a post-award submittal. Refer to Section 12 for Technical Proposal submittal requirements.

• Demonstration of Qualification to demonstrate technical capability for this project with previous experience. This Demonstration of Qualification requirement is met by providing documentation of previous projects similar in scope to this project. Contractor shall provide five (5) such projects completed within the last five (5) years. To satisfy this requirement and demonstrate capability through previous experience, this Demonstration of Qualification shall include the following documentation for each of the five (5) projects:

o A narrative description of the past example project o Location of the project with GPS coordinates o A minimum of two (2) project references with contact information to verify the contractor successfully completed the project on time and on budget Refer to Section 11 for Demonstration of Qualification proposal requirements.

• A completed Schedule of Values based on a project task breakdown is required in the project proposal. Government Furnished Property, Materials & Supplies

None.

5. WORKING HOURS

The Contractor shall complete on-site work during normal business hours as specified in the project associated FAR documentation for this project. Working hours shall apply, Monday through Friday, excluding Federal holidays. The Contractor shall coordinate the on-site work schedule with the Contracting Officer (CO) and Contracting Officer Representative (COR) by the submittal and approval of the project schedule. While on site, the COR may be reached by mobile phone during these specified work hours. Any requests to work outside of normal approved hours shall be pre-approved by the CO and COR with a minimum of 72 hours’ notice for request review.

6. PERIOD OF PERFORMANCE

Work shall be completed within 150 days after Contracting Officer issues notice to proceed.

7. SAFETY & ENVIRONMENTAL COMPLIANCE

• The contractor shall submit a Contractor Safety Plan and identify a single Safety Person in Charge with a clear transfer of responsibility in cases when there are alternates. In additional to these requirements, designated person(s) shall meet and demonstrate competency in all Occupational Safety and Health Act (OSHA) standards related to Competent Persons (CP) under 29 CFR 1910 through 1926 for the applicable areas related to this project. The Contractor Safety Plan shall also include a separate subsection for COVID-19 safety provisions to specify the contractor’s methods to address CDC Guidelines while performing the project work.

• The Contractor shall comply with pertinent provisions of the Occupational Safety and Health Act (OSHA), pertinent Environmental Protection Agency (EPA) and state, local, safety, laws.

• The Park Safety Officer shall have the authority to issue stop work orders to the Contractor when violations or unsafe acts are present and threaten Government and Contractor employees or damage to Government property.

• The Contractor shall immediately report to the CO, COR and Park Safety Officer all accidents resulting in employee injury or death or damage to property while performing this contract.

8. MOTOR VEHICLE & TRAFFIC REGULATIONS

Contractor employees operating motor vehicles shall possess a valid state driver's license.

Contractor vehicles and vessels shall be registered and have proof of insurance maintained at all times and made available upon request. Contractor employees shall comply with federal vehicle motor law requiring seat belts be worn at all times. Contractor employees shall adhere to the posted speed limits.

9. EMPLOYEE IDENTIFICATON BADGES AND PARKING

All Contractor employees shall comply with parking procedures published for the Park.

Contractor employees shall return any Park issued personal or vehicle identification badges immediately upon termination of employment or completion of this contract.

10. CONTRACTOR’S PROPOSAL PACKAGE REQUIREMENTS

In addition to any FAR requirements listed for this proposal package (i.e.: Bonds, Insurances, etc.), the following deliverables are to be submitted with offer in response to this Statement of Work (SOW). Proposals without these minimum requirements will be considered non-responsive and not be considered for award.

• Total Cost for this Project Proposal with cost breakdown as specified in Section 4 for in the Schedule of Values form in Attachment B: Schedule of Values.

• Technical Approach with the names of subcontractors and

• Demonstration of Qualification by submitting information as specified in Section 4.

11. SUBMITTAL REQUIREMENTS LIST (POST-AWARD)

The following items are to be submitted after the contract award.

• Technical Proposal based on the Technical Approach required as part of the Contractor’s

Proposal Package, submitted for approval prior to starting any work.

• A Debris Disposal Plan with a proposed debris receiving facility listed. The plan shall be submitted as a submittal and shall be approved by the COR prior to starting work. The Debris Disposal Plan shall also include an example method of verification from the facility receiving the waste as part of the submittal.

• Materials Submittals as required in Section 4. All materials used for the project shall first be approved prior to purchase through a material submittal.

• Contractor’s Work Safety Plan with Inclement Weather Plan, COVID safety precautions, and identification of the Competent Safety Person in Charge.

• Project Modification Request Form and Standard Procedure Detail.

12. CONSTRUCTION MONITORING

The Government will conduct contract monitoring during the project. Inspections shall be both random and at identified milestones during the project. These milestones shall be identified during the project schedule submittal and approval procedure. There shall also be

GUIS Page 7 of 7 a Final Inspection at the completion of the project work. Final payment shall only be processed upon confirming that all noted Contractor performance deficiencies identified during the Final Inspection have been satisfactorily corrected.
