1. BACKGROUND
Big South Fork National River and Recreation Area (hereinafter referred to as BISO) is in both Kentucky and Tennessee and consists of approximately 125,000 acres. The park was established by Congress on March 7, 1974. The parks mission is to provide management for the National Area so that natural and cultural resources are preserved and protected for the use and enjoyment of present and future generations.
The Big South Fork of the Cumberland River and its tributaries are preserved in a free-flowing condition, and a broad range of recreational opportunities are provided which benefit the regional economy.
The exterior Masonite lap siding and wood trim components are original to the Headquarters structure. The surface area of the siding covers approximately 6,100 square feet of siding and nearly 1,100 linear feet of wood trim around multiple exterior doors, windows, corners and other components. There are several HVAC fresh air vents, electrical disconnects for HVAC systems, downspouts, lighting and other components that are attached to the exterior siding that shall require disconnection and reinstallation to install the siding. The structure contains a basement that daylights on the rear side of the structure and is faced with Stucco. The main floor and second floor are currently covered with Masonite lap siding. The architectural design of the building contains tall gable peaks on multiple sides of the building, a concrete accessible ramp at the front entrance of the building, a large deck on the side of the building and uneven terrain encompassing the structure.
2. PLACE OF PERFORMANCE:
BISO Headquarters Building, 4564 Leatherwood Road, Oneida, TN 37841
3. PERIOD OF PERFORMANCE:
The contractor shall have no more than 60 calendar days to complete the project as detailed below, once the offeror receives the notice to proceed, with the only exceptions being unforeseen events beyond the contractor's control and/or delays that are caused by the National Park Service.
4. SCOPE:
This project will utilize contractual obligation to remove the existing Masonite siding, all associated trim around windows, doors, corners and other components. The underlying moisture barrier shall be removed.
New moisture barrier shall be installed as specified in the document below. All windows, doors, corners and other associated components shall be trimmed with a fiber cement board material. Fiber Cement board siding shall be installed as detailed in the following scope. This project will replace the siding, trim, drip edge and moisture barrier as detailed in the following scope. Soffit and facia will not be replaced during this project and the contractor shall terminate the trim and siding to neatly meet and form a weather tight seal against the existing soffit.
The Headquarters Building serves as the hub of operations for the park. The building hosts multiple offices that are critical to day to day park functions. Park visitor frequently visit the building to obtain park information. All materials, work and associated tasks shall be performed by the contractor without impeding the normal operations of the Headquarters building. All tasks and functions of the Headquarters normal operations shall continue through the duration of the project. The contractor shall be responsible for furnishing all supplies, materials, services and labor necessary to execute the project.
5. TASK:
MATERIAL REMOVAL
• The contractor shall remove the current Masonite lap siding, all associate trim, drip edges above doors and windows and underlaying moisture barrier. All siding and related components shall be removed up to the existing soffit. The existing soffit and facia shall not be replaced in this project.
• The contractor shall temporarily remove all components attached to the siding, including but not limited to, lighting, vents, gutter downspouts, all electrical components and water spigots as necessary to install the new siding. The detached components shall then be installed in the same manner and location as they were previously placed.
• If it shall be necessary to disconnect any electrical or water supply, the contractor shall be responsible for the reconnection of the component in accordance with International Building Code (IBC) and/or National Electrical Code (NEC). Disconnection and reconnection shall be completed by a competent licensed individual applicable to the code of the performed task.
• The contractor shall place a construction dumpster at the end of the paved parking area, adjacent to the Headquarters Building. The placement of the dumpster shall be determined by the COR. Only construction related materials should be placed in the dumpster. No food, beverage or goods that may attract wildlife shall be permitted to be placed in the dumpster.
• All materials shall be disposed of outside of the park while adhering to Environmental Protection Agency (EPA) standards.
• All established entry and exit routes shall remain open and operational for the safe means of egress in the event of an emergency. Entry and Exit doors shall not be blocked during any project execution phase or task.
• Work shall be performed around and above entry and exit routes. The contractor shall perform tasks in a manner that the routes remain operational. For example, if a ladder is placed in front of a door to execute a task or if materials are falling from overhead, the contractor shall communicate to the COR that work is taking place around the door. The contractor shall protect pedestrians from all potential safety impacts.
• After removing the moisture barrier, it is likely that areas of water damage or decay may be present in the framing or sheeting of the building. When decay is identified, the contractor shall notify the COR of the damage. Damaged components beyond the moisture barrier will be repaired by the park Carpenter. The contractor shall not be responsible for the materials or labor needed to repair sheeting or framing components of the structure.
COMPONENT INSTALLATION
• The contractor shall install an Aluminum drip edge (also referred to as a cap) above each door and window that is long lasting and durable. The drip edge shall be similar in color to the installed siding and be the appropriate size, thickness and shape to prevent moisture infiltration of each component.
• The contractor shall provide a sample to the COR for approval before the contractor purchases or installs the drip edge. An example is depicted below.
• The contractor shall install a moisture barrier underlayment system consisting of a flash spun high density polyethylene sheeting (similar to trade product Tyvek and commonly referred to as house-wrap) in lieu of felt paper.
• The house wrap shall be installed to the exterior sheeting of exposed exterior walls, per manufacturers recommendations, to prevent moisture infiltration.
• All associated trim and siding shall be fiber cement material with impregnated or baked on finish color (commonly referred to or similar to ColorPlus Technology) and shall be UV Ray resistant. A fiber cement siding that is color pigmented or baked on shall eliminate the need for painting and shall be resistant to fading.
• The starter strip, all vertical and horizontal trim (such as around doors, windows, corners) shall be installed per manufacturers recommendations. Any components that crack from nailing or other means will be rejected and shall be reinstalled by the contractor.
• All trim components shall be installed and caulked to prevent the infiltration of any moisture.
• The fiber cement lap siding shall be textured to mimic a wood grain finish.
• The fiber cement lap siding shall have an exposed face no less than 7 inches, but no more than 8 inches.
The fiber cement siding shall have a minimum thickness of 0.3 inches.
• The COR will provide a desired color sample for the siding, trim and components to the contractor.
The contractor shall provide a sample to the park for approval prior to the purchase and installation of the siding and components.
• The fiber cement lap siding shall be installed per manufacturers recommendations. The installation of the lap siding shall be horizontal and level.
• The contractor shall caulk key areas to prevent moisture infiltration and allow for a neat appearance.
The caulk shall match the color of the siding as closely as possible.
• All protrusions through the siding, necessary for exterior components, shall be sealed.
• The contractor shall terminate the fiber cement siding and trim against the existing soffit in a neat manner that does not allow for the penetration of moisture.
• The exterior surface area of the structure that will receive siding measures approximately 6,100 square feet. This measurement shall be used as an estimate. The contractor shall be responsible for obtaining exact measurements for material, supplies and associated labor costs.
• The contractor shall ensure the jobsite is kept in an orderly manner with daily policing of materials, scrap, debris.
• The contractor shall complete work started in any given area to ensure inclement weather does not infiltrate the substrate and underlayment. All new and uninstalled material shall be stacked and protected from damage and inclement weather.
• The contractor shall ensure that all material is of the same manufacturer’s batch/lot number to maintain even colorization through the life of the siding.
• The contractor shall ensure that all joints lying between the courses of siding are random and not lined up and symmetrical in appearance.
• Any component of the buildings or grounds that are damaged during the project shall be repaired and returned to its original condition by the contractor at no cost to the government.
6. MANAGEMENT:
The contractor shall manage the total work effort in accordance with effective and efficient management principles and safe working practices to ensure on time completion of this contract.
7. INSURANCE: SEE SECTION H.2
The Contractor shall be insured in accordance with the State of Tennessee insurance regulations and pertinent provisions of the Contract. The government is not responsible for damage to Contractor’s equipment, vehicles, tools, or materials or their employees and any personal property brought on site. The government will not accept any liability due to Contractor employee negligence.
• Workers Compensation- The contractor shall furnish proof of worker’s compensation insurance to the
Contracting Officer for those employees performing work related to this contract and shall comply with the Workman’s Compensation Laws of the State of Tennessee.
• Liability- Contractor shall maintain a level of insurance that will protect the Contractor and Government from any claims as a result of bodily injury (including death) and property damage which may arise from and during the performance of this contract and shall submit proof of insurance to the Contracting Officer.
8. MOTOR VEHICLE AND TRAFFIC REGULATIONS:
Contractor, sub-contractor and material supplier employees (altogether referred to as “contractor employees” in paragraphs 12, 13, 21 and 23) operating motor vehicles shall possess a valid driver's license.
Driver and vehicle permits, licenses, registrations and proof of insurance shall be maintained in all contractor employee vehicles at all times and made available upon request. Contractor employees shall always comply with federal vehicle motor law requiring seat belts be worn. Contractor employees shall adhere to the posted speed limits. Contractor employees are expected to comply with all BISO regulations.
9. EMPLOYEES BADGES/PARKING:
All contractor employees shall comply with parking procedures published for BISO. Contractor employees shall return any BISO issued personal or vehicle identification badges immediately upon termination of employment or completion of this contract.
10. NON-PAYMENT FOR ADDITIONAL WORK:
Any additional contractor performed services not specified in contract, either at its own volition or at the request of an individual other than the appointed Contracting Officer, except as may be explicitly authorized in the contract, shall be performed at the financial risk of the Contractor. Only the appointed Contracting Officer is authorized to bind the Government to a change in specifications, contract terms, or conditions.
11. CONFLICT OF INTEREST:
The contractor shall not employ off-duty COR’s or other government employees if such employment would create a conflict of interest or be contrary to the policies contained in conflict-of-interest directives.
12. INSPECTION:
The Government will conduct inspection upon completion of required services. Final payment will be processed upon the Government confirming that all contract performance and administrative requirements have been satisfactorily completed and any deficiencies or non-compliant work have been satisfactorily corrected.
13. GOVERNMENT-FURNISHED PROPERTY, MATERIAL, EQUIPMENT, OR
INFORMATION (GFP, GFM, GFE, OR GFI):
None
14. SECURITY:
Replacement of Contractor Employee for Security Reasons: The Government retains the right to remove contractor employees from park property for security reasons, regardless of prior clearances.
15. FOOD STORAGE GUIDELINES:
All Contractor employees shall comply with BISO food storage guidelines. All food items must be stored in a hard-sided vehicle or in a food storage locker and must never be left unattended. "Food" includes any item with a scent, regardless of packaging. This may include items that you do not consider food, such as canned goods, bottles, drinks, soaps, cosmetics, toiletries, trash, ice chests (even when empty), and unwashed items used for preparing or eating meals. Food shall be disposed of in a designated bear proof refuse container provided by the National Park Service.
