Solicitation Letter Replace Siding Headquarters Building

Big South Fork National River and Recreation Area 03/22/2021

140P5321R0016

This letter is to identify a few areas that will help you to submit a successful response to the Replace Siding Headquarters Building located in the Big South Fork National River and Recreation Area.

All vendors interested in participating in this solicitation must have the following North American Industry Classification System (NAICS) code registered in System for Award Management (SAM):

• The NAICS code for this acquisition is 238170 – Siding Contractors.

• Your average annual Gross Revenue cannot exceed the small business size standard of

16.5 Million Dollars.

All questions on the solicitation should be submitted no later than Monday, April 5, 2021 at 11:00am, EST (local time); we cannot assure any answers to questions submitted after this deadline.

Questions should be submitted by email to pamela_lyons@nps.gov and must reference the solicitation number in the subject line of your email.

Answers to questions will be posted on Federal Business Opportunity https://beta.sam.gov Thursday, April 8, 2021.

Offers are instructed to submit the following information with their proposals:

There are 70 pages of the Solicitation (SF 1442) and each page is important and should be read.

The following is established as the specific information and format required for any proposal submitted.

1. Incomplete proposals are not acceptable and will render the Offeror non-responsive. Offeror shall submit only one complete proposal package.

2. To aid in the evaluation process, proposals shall be complete, comprehensive and clearly presented. Proposals shall be neat and assembled in an orderly manner. Elaborate artwork, expensive paper/binding, and expensive visual and other presentation aids are neither http://www.aptac-us.org/new/ https://www.fbo.gov/ necessary nor desired. All pages of each part shall be appropriately numbered and identified with the (RFP) number.

3. Proposals shall include: Please refer to Section L – Instructions, Conditions, and Notices to Offers.

Below are a few things to help with your proposal submission:

• Executed Request for Proposal Documents (Signed SF 1442)

• Completed Price Schedule

• Technical Approach – If a technical approach is not provided the offer will be considered not technically acceptable.

• Past Performance – Not to exceed 5 pages, shall include relevant past performance within past 3 years (Anything older than 3 years will NOT be reviewed)

OFFER CLARITY

The offer shall be clear, concise, and include sufficient detail for effective evaluation and for substantiating the validity of offerors capabilities to perform the services identified. The offer shall not simply rephrase or restate the Government’s requirements, but rather shall provide capabilities and approach to meeting the government requirements identified within the Statement of Work. The offeror shall assume that the Government has no prior knowledge of the offerors capabilities and experience, and the government will complete an evaluation on the information presented in its offer.

4. Period of acceptance of offers. The offeror agrees to hold the prices in its offer firm for 30 days past the solicitation close-out date.

Please note that this solicitation is a 100% Small Business Set-Aside. Offers are not solicited form firms debarred, suspended, or proposed for debarment. Ineligible firms shall consider this an informational copy only.

Preproposal Conference/Site visit:

All interested parties are urged and expected to attend the preproposal/site visit on, Tuesday, March 30, 2021 at 10:00am EST.

Interested contractors will meet at the Big South Fork NRRA Headquarters Building, 4564 Leatherwood Road, Oneida, TN.
