1. Background Gulf Islands National Seashore (GUIS) is a unit of the National Park Service and is head quartered in Gulf Breeze, FL. The Davis Bayou Campground is in the Mississippi district of the park in Ocean Springs, MS. The park’s current fire rings are iron, which rusts very quickly in the salt and humid conditions. Many of the park’s fire rings have become a fire issue because they have rusted edges and points that the campers can easily step on. The fire rings have rusted loose, and some are no longer secured to the ground, creating a tripping hazard. In addition, the fire rings cannot be used for cooking because the hinges holding the gates have rusted and are no longer attached to the fire ring or the grate has fallen to the ground outside the fire ring. Many of the current fire rings have rusted down to less than half of their original size, and if present, sit directly on the wood and fire making cooking impossible.
2. Objectives:
The work of this contract consists of providing all labor, cement, supervision, and materials to accomplish fire ring replacement in Davis Bayou Campground, MS as listed in the General Provisions section of this Statement of Work, including but not limited to:
· The NPS will provide new stainless steel fire rings (provide 48 standards, provide 4 meeting ADA/ABA guidelines for a total of 52 fire rings.)
· Remove and dispose of all existing iron fire rings.
· Install and anchor/secure new fire rings pin with concrete which the contractor is responsible for purchasing.
3. Place of Performance:
Directions: We’re located off highway 90 which is in Ocean Springs. The address is 3500 Park
Road Ocean Springs, MS 39564. Once you enter the park-on-park road off highway 90. You will continue down park road for 1½ mile. Then turn right on Robert Magee Road go for 1/2 of a mile and then you will come to a stop sign and the Davis Bayou campground will be straight ahead.
4. Period of Performance:
All work specified herein shall commence after the notice to proceed is received from the Contracting Officer and completed with-in a 2 weeks (14 day) period after materials arrive.
5. Scope:
In accordance with the terms and conditions herein, the prime contractor or his sub-contractors shall perform the work of this contract for the National Park Service (NPS).
The contractor will complete the following items:
1. Contractor will provide all equipment, parts and labor required to perform all the work of this contract.
2. All equipment, material and waste removed or generated by work of this contract shall be properly disposed of offsite by the contractor.
3. Contractor shall verify the quantity of materials needed to complete the task identified in this SOO.
4. Contractor will provide a work site and environment that is safe for employees, for visitors to the park, and NPS staff. If needed, the work area will be cordon off and secure.
5. All work will be performed Monday through Friday from 7:00 am until 3:30 pm. No work will be performed on weekends or federal holidays without prior approval.
6. Contractor and employee parking and equipment storage areas will be designated by the park. No company signs shall be installed on government property. Smoking and eating will be performed in areas designated by the park. Employees shall always wear appropriate clothing.
7. Contractors will notify NPS staff of scheduled site visits to ensure access to secure areas.
8. The Davis-Bacon Act applies for this contract.
6. Safety:
All work performed on government property will be accomplished in accordance with OSHA, EPA, Federal, State, and local regulations, and requirements. Prior to starting work on government property, the contractor will submit to Gulf Islands National Seashore for approval a copy of their company safety plan pertaining to this particular contract. Although not all inclusive, the safety plan must address at a minimum the following areas:
1) Heavy equipment operations (if required)
2) Fall Protection Plan
3) Scaffolding
4) Public/visitor safety (barriers/signage, etc…)
5) Traffic safety plan (if required)
6) Trenching/sloping of soil (if required)
7) Personal protective equipment to be used.
8) Hazardous materials (HAZMAT) to be used.
a. Copies of Safety Data Sheets (SDS) must be provided to the park.
b. Storage of HAZMAT

10) Personnel training requirements
11) OSHA DART rate
a. OSHA 300A Summary for last three years
Contractor shall use “green” products whenever possible, and all HAZMAT must be pre-approved for use by the GUIS Collateral Duty Safety Coordinator. The contractor will be responsible for the safety and security of the site to ensure unauthorized personnel (park visitors & employees) do not enter the construction area.
7. Tasks:
COMMUNICATION
A). Contractor shall notify the Contracting Officer’s Representative (COR) between 7:00 and 7:15 am on the morning work will be performed or inform the COR why services cannot be performed that day. The COR is Ernest Echoles, office number: 228-230-4115, cell phone: 228-323-5356.
B). Work shall be performed during daylight hours between 7:00 am and 4:00 pm Monday through Friday as per the established schedule. Weekend and holiday work will not be permitted, unless due to inclement weather, equipment problems, etc. with the prior approval by the park Contracting Specialist.
C). Schedule changes MUST be cleared through the Contracting Officer
SPECIFIC REQUIREMENTS
ADA/ ABA technical requirements for fire rings in accessible sites:
· A 48” by 48” clear ground space must be provided on all usable sides of the fire ring
· The fire-building surface with a fire ring must be at least 9 inches above the ground and must be constructed with two concentric circles to reduce the change of receiving burns. The cooking surface must be between 15 and 34 inches above the ground.
· The operable part of the fire ring (such as a handle or lever) must be between 15 and 48 inches above the ground. Operable parts must be operable using one hand.
GERERAL PROVISIONS
Remove and dispose of the existing fire rings from the Fort Pickens and Davis Bayou campgrounds in an approved facility.
Install and anchor new stainless steel fire rings at specified points (coordinates provided). The fire rings will be anchored with earth anchors screwed into the ground at the same location as the old fire ring’s location.
WEATHER
Contractor shall notify the COR by 7:00 am of any intention to cancel work for the day due to weather.
8. Delivery:
All deliverables required to complete this project will be delivered by the contractor.

9. Government-Furnished Property, Material, Equipment, or Information (GFP, GFM, GFE, or GFI):
Government Furnished Equipment (GFE) None
10. Security:
The information developed under this Statement of Objectives is the property of the U.S. government and shall be kept in strict confidence. Proprietary or copyrighted material may not be included into the contract information CDs unless otherwise approved in writing by the Contracting Specialist.
11. Special Material Requirements:
· It is required that stainless steel fire rings are installed, instead of iron fire rings, which will reduce the frequency of how often the fire rings need to be replaced. Stainless steel is more durable in the salty and humid conditions.

· Page 5 of the report show a comparison between stainless steel and galvanized steel, which provides a much more durable coating than paint. Stainless steel outperformed the galvanized steel easily. Page 10 compares stainless steel to coated steel. The test demonstrates that the coated steel will perform better until the coated steel is penetrated, which is unavoidable. Once the coating is penetrated the coated steel will deteriorate rapidly in a corrosive environment. The stainless steel has a very gradual corrosion rate that has been known to last 100+ years in a coastal environment. This sea salt test is an exaggeratedly harsh environment that would not happen anywhere naturally
12. Other Unique Requirements:
Contractor shall not disrupt campers currently camping at installation locations.
Contractor shall not block the flow of traffic within the campground.
Contractor must obey all traffic safety rules to include Park speed limits.
Contractor shall minimize off pavement travel and is responsible for filling any ruts or repairing any damage caused by off road travel.
Contractor shall coordinate with COR on equipment and material lay down areas.
Submittals for materials including fire rings must be sent to CO for approval prior to purchase.
13. Quality ASSURANCE Requirement:
The contractor shall develop and maintain a quality control program to ensure services are performed in accordance with commonly accepted commercial practices. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. As a minimum the contractor shall develop quality control procedures addressing the critical areas identified in this statement of work. The government will periodically evaluate the contractor’s performance in accordance with the statement of work.
Prior to issuance of Notice to Proceed, the Contractor shall be required to submit to the CO/COR the following items (Electronic submission in PDF or MS Office format is acceptable):
· Safety plan

15. INVOICES AND PAYMENTS:
52.232-1 PAYMENTS (APR 1984)
The Government shall pay the Contractor, upon the submission of proper invoices or vouchers, the prices stipulated in this contract for supplies delivered and accepted or services rendered and accepted, less any deductions provided in this contract. Unless otherwise specified in this contract, payment shall be made on partial deliveries accepted by the Government if—
(a) The amount due on the deliveries warrants it; or
(b) The Contractor requests it and the amount due on the deliveries is at least $1,000 or 50 percent of the total contract price.

Adjustment for Inadequate Performance
· Well maintained buildings are the National Park Service’s goals. Routine inspection shall be performed to minimize work improperly performed. Such inspections are designed only to assure that the NPS pays only for those services, which have been specified, and adequately completed by the contractor.
· In the event the contractor fails to successfully perform the required work, the National Park Service has the right to withhold partial payment.
