STATEMENT OF WORK

For

Replace Boilers B304

Selfridge Air National Guard Base, Michigan

The contractor shall schedule and perform a construction task for the replacement of the existing heating boiler system in Building 304 at the Selfridge Air National Guard Base, Harrison Twp. MI.

The Contractor will provide complete and operable boiler systems for B304. The replacement boiler shall be high efficiency condensing boiler. These boilers shall be high efficiency condensing boilers with a 10:1 turndown range in line with The Selfridge ANG Base Design Standards. The installation and replacement shall include but is not limited to all piping connections, combustion air and venting, power connections, hot water pumps, and system start-up and validation. The pumps and boilers will operate on a loop with the lead / lag configuration which will require some piping changes from the existing configuration. Sizing for the boilers will be approximate to the input MBH to the sizes listed in the SOW.

The period of performance shall be (365) days. The contractor will submit a detailed work schedule prior to construction that documents the completion in (365) working days or less.

Weekend and off shift hours work may be required for this construction but is not preferred.

The existing boilers will be demoed and the new boilers will be installed a new locations as shown on the plans. Installation drawings and design drawings are provided as schematics for this installation work. The contractor and any subcontractors will perform site visits and site assessments prior to bidding and construction to cover all cost of the boiler replacements and installation work. The contractor is responsible for a complete assessment of all site conditions prior to bids and all cost will be included in the bid.

The installation will be in a new location as the original boilers and will use all of the same utilities connections such as: natural gas, primary electrical connections. New installation pads will be required if the existing pad is not suitable. New VFD locations will be required. All boilers will be set on a 2” installation pad off of the finished floor. The pad will be poured by the contractor.

All combustion air and exhaust systems will be modified and will be a new wall-side mounted concentric and will be thru a new penetration by this contractor to the exterior of the building.

Concentric locations shall be per the MMC and the manufacturer’s requirements.

All work on the existing buildings brick will be performed by an approved journeyman mason contractor with at least (5) years of experience with historical brick. All new brick penetrations will be performed in an approved method with minimal impact on the existing brick. The Selfridge Study of Historical Brick is included with the contract documents.

All controls shall match existing base ALC controls systems: (Automated Logic Controls)

Scheduling and demolition of the boilers will be approved by the KO/COR so that continuation of heating services is provided for all winter heating requirements for all buildings on this SOW.

Work will be required to be scheduled and completed within the temperate months or to maintain heat in the buildings.

Contractor is responsible for all work effort in order to provide an acceptable final product that meets the requirements of the boiler system, the drawings and this Statement of Work (SOW).

The boiler replacement will meet design intent of the boiler heating system for the buildings. All work performed under this SOW shall be conducted in accordance with all applicable local, state and federal laws, regulations, and codes, ANG policies and regulations, Selfridge Base Standards , and the SOW as outlined below:

1. The tasks of this SOW are:

1. Demolish existing boilers and selective demolition of existing pipes to include termination of all piping connections, combustion air and exhaust. Contractor is responsible for of site disposal and will track solid waste as required from the Selfridge ANG Base environmental engineering department. The existing combustion and exhaust air will be demoed. The existing pumps are in good condition and will be reused. The Temp boilers will be returned to the 127th HVAC Shop.

2. Provide and install a total of (2) condensing boilers that have full modulation fire down to 20% of rated input with a turndown ratio of 10:1. These boilers will be sized to 500 MBH each. The new location of the boilers will require new piping and a new concrete pad.

3. The contractor will install a new concentric wall-side intake/ exhaust air pipe per the boiler manufactures requirements and the MMC. The concentric will go through a new or modified existing wall penetrations. An approved plan for the concentric vents path will be required from the contractor prior to construction.

4. Provide and install new VFDs for existing main circulation pumps. Provide required additional DDC points for these VFDs and other added controls devices added to this design with ALC controls points. Coordinated with Selfridge HVAC shop.

5. Other DDC changes will be performed as required for the new boilers and pump VFDs.

6. The contractor will demo all existing chemical shot feeder and air separators. The contractor will install new shot feeder and air separators. The air separator will be installed at a high location on the second floor or in the attic. Location to be approved by the KO/ COR

7. The contractor shall install the boilers in a new location from the existing boilers.

A new pad will be poured new or extended as required to fit the boilers and pumps. It shall be installed in an orientation that minimizes the change of any adjacent equipment and piping, while still allowing proper access for maintenance.

8. The contractor will install new isolation valves at inlets/outlets of boilers for ease of replacement. Demo old valves.

9. The contractor will remove the existing intake air and vent piping connections.

10. The contractor will install new concentric exterior wall flush mounted exhaust and combustion air unit for condensing boilers. New wall penetrations are required for installation of the new concentric intake and exhaust of the new condensing boilers. Boiler concentric devices will be wall mount flush type and separated by some distance per the mechanical code and manufactures req’s.

11. The contractor will reinstall and reconnect the existing air expansion tank to the new boiler pipe system.

12. The contractor will provide and install (2) new Y strainers on the HHW system.

One on the supply side and one on the return side.

13. The new boilers shall be capable of controlling a variable speed boiler pump to keep a constant delta T at all modulation rates. The boiler shall have the capability to accept a 0-10 VDC input connection for DDC control of modulation or set point; enable disable of the boiler, variable system pump signal and a 0- 10VDC output of boiler modulation rate. For all new boilers, provide status and alarm points to the DDC system. BACNet integration will not be accepted.

Hardwire all DDC to the ALC controller only. Boilers will include primary circulation pumps for the lead lag configuration.

14. The boilers shall be equipped with new temperature and pressure gauge, high limit temperature control certified to UL353, ASME certified pressure relief valve, outlet water temperature sensor, return water temperature sensor, low water flow protection and built-in adjustable freeze protection. .

15. The boilers shall be supplied with condensate neutralization kits. Condensate shall be routed to the nearest floor drain.

16. The hot water boiler (supply and return) piping shall be removed from the existing boiler to accommodate the new boiler installation. The hot water boiler piping shall be modified to a lead/lag configuration. See design drawings for reference of new piping configuration.

17. The contractor is responsible for providing all electrical and control work required for the boiler and pumps. There will be a main and standby pumps with a recirculation loop for the HHW system.

18. The contractor will provide and install all valves and controls to switch between main and standby pump. All new boilers will require flanged isolation valves on the input and output of the boilers.

19. The contractor will reconnect all DDC controls for the HHW systems. This reconnection will accommodate some changes the new systems to facilitate the lead/lag configuration of the systems.

20. Contractor shall perform manufacturer’s recommended start-up on the boilers and provide documentation of the start-up to the Government.

21. Startup of all systems will be scheduled with the COR and the KO. Startup will include a demonstration of the lead/lag operation of the boilers. In order for the official startup to be accepted there must be a SIGNED daily report as generated by the COR and signed by the KO. This signed copy will be submitted by the government as the acceptance date to the contractor and the start of warranty on the new boiler system.

22. The installation work will be routinely inspected by the 127 CES for quality management. Any deficiencies will be addressed by the contractor as they occur. A final punch list will also be generated by the COR.

2. General Repair guidelines include, but are not limited to the following specifications and regulations: ( Most Current Version Required)

1. Unified Facilities Criterion for DOD construction.

2. APPLICABLE STANDARDS: Latest published versions shall be used.

3. Mechanical systems – ASHRAE and SMACNA Standards, Including ASHRAE 90.1.

4. National Electric Code, NFPA No. 70

5. National Electric Safety Code (ANSI C2).

6. National Fire Protection Association (NFPA 101) Life Safety Code.

7. International Building Code (IBC).

8. Uniform Federal Accessibility Standard (UFAS)

9. International Mechanical Code (IMC).

10. International Plumbing Code (IPC).

11. Applicable State, City and County codes and regulations.

3. Drawings and or stamped drawings by a Professional Engineer (P.E.) or a Registered Architect (R.A.) are not required for this project.

4. Mechanical inspection is required of the completed system and the installation will be compliant with the Michigan Mechanical Code. The contractor will promptly correct any deficiencies found in the mechanical inspection at no added cost.

5. All hardware and equipment shall be comprised of new products based on what the manufacturer is currently manufacturing and have a spare parts pipeline available for at least five years after completion of contract.

6. Operation and Maintenance Manuals shall be provided, to include (but not limited to) spare parts list, operator’s manual, and contractors’ contact information and preventative maintenance schedules and recommendations. The contractor will include 3 binders to contain all the information/ warranties and one electronic copy.

7. Warranty: Contractor shall provide a one year warranty on workmanship of the entire construction project in addition to any manufacturer’s warranty on materials installed. The contractor will provide any commercial warranty on materials or equipment included in the construction that exceeds this one-year, all-inclusive warranty. The commercial warranty will be issued to the Government.

8. Submittals: Material submittals shall be submitted, reviewed, and approved prior to installation. The Government will review the submittals and provide comments/approval within 14 days. All comments shall be addressed prior to beginning construction. Also, any shop drawings that are required shall be submitted for Government review. The shop drawings review will be returned to the contractor within 14 days. Refer to AF Form 66 for any additional submittals.

9. There will be a site visit, prior to award to allow for site investigation. Any site visits post award shall be coordinated with the Government.

10. Record and or design drawings may be provided to the contractor as a courtesy at the discretion of the Government, but their accuracy is not guaranteed. The contractor shall do his own field investigations of the utilities and other items in the area and base his work accordingly. The Government assumes no responsibility for any conclusions or interpretations made by the Contractor based on the information made available by the Government. Nor does the Government assume responsibility for any understanding reached or representation made concerning conditions which can affect the work by any of its officers or agents before the execution of this contract, unless that understanding or representation is expressly stated in this contract. These record drawings bear no such representation or understanding.

11. Contractor shall conduct an intensive field survey of all existing conditions. The contractor should survey existing conditions and correlate their work requirements accordingly. Contractor shall verify all dimensions, calculations and code requirements for all elements of work. The contractor is ultimately responsible for constructability and providing a complete and usable product at the completion of the project.

12. The disturbance of Asbestos-Containing Building Material (ACBM) is not anticipated during this project. However, if suspected ACBM is encountered, work in the immediate vicinity must stop and the Contracting Officer (KO) notified. After consultation with base personnel, the KO will direct further action to be taken. Work should proceed uninterrupted in unaffected areas of the project.

13. Based on the age of the buildings at Selfridge ANG Base, there is the potential for the presence of lead on painted surfaces. Best management practices must be employed to minimize dust and adequately protect workers from LBP exposure in accordance with OSHA and MIOSHA standards.)

14. The contractor shall submit to the Contracting Officer a coordinated schedule indicating the sequence of operations for review prior to commencement of the work. Currently base is open from Monday thru Friday 0630-1700 only. Any work outside these hours and on Federal Holidays must be requested at least 72 business hours in advance and then approved by the contracting officer. The federal holidays are listed below:

1. January 1st – New Year’s Day

2. Third Monday in January – Martin Luther King Jr. Day

3. Third Monday in February – Washington’s Birthday

4. Last Monday in May – Memorial Day

5. June 19 - Juneteenth

6. July 4th – Independence Day

7. First Monday In September – Labor Day

8. Second Monday in October – Columbus Day

9. November 11th – Veterans Day

10. Last Thursday in November – Thanksgiving Day

11. December 25th – Christmas Day

15. The facility will be occupied during this project. The Contractor shall fully cooperate with the other contractors and with Government employees and shall carefully adapt scheduling and performing the work under this contract to accommodate the additional work (of others), heeding any direction that may be provided by the Contracting Officer.

The Contractor shall not commit or permit any act that will interfere with the performance of work by any other contractor or by Government employees.

16. Temporary utilities (power, HVAC, lighting, etc.) will be required to support building use and functions during this project. Temporary hot water and chilled water shall be provided if boilers and pumps cannot be staged to maintain hot water and chilled water for the building. This system requires system hot boiler water and chilled water 24 hours a day and 365 days a year. There is no lag in heating water or chilled water requirements.

17. Egress: Do not close or obstruct walkways, corridors, or other occupied facilities without written permission from the contracting officer.

18. Life Safety

1. The contractor will have a safety official and will submit a safety plan prior to construction and that safety plan will be modified as required by the contractor to ensure safety of all workers and building occupants.

2. When demolition occurs in or near an occupied space, measures must be taken to protect the indoor air quality, reduce noise, limit vibration from cutting or chopping, reduce odors emanating from demolition debris, and mitigate dust infiltration from airborne particles and foot traffic.

3. Use water mist, temporary enclosures, and other suitable methods to limit dust and dirt rising and scattering in the air. Do not use water when it may damage existing construction or create hazardous or objectionable conditions such as ice, flooding, and pollution. Remove decayed, vermin-infested, or otherwise dangerous or unsuitable materials, and promptly dispose of them off-site.

Maintain adequate ventilation when using cutting torches.

4. Avoid unsightly conditions by cleaning adjacent structures and architectural finishes. Eliminate tractable dirt by wet-mopping floors and wiping down walls and doors of the demolition enclosure. Provide walk-off mats from the area of work to prevent dust from being tracked onto adjacent floor finishes. Do not use public corridors, lobbies, or hallways as staging areas. Damage to adjacent construction during demolition must be repaired and restored within 48 hours by the contractor.

19. Locate, identify, disconnect, and seal or cap off any utilities as necessitated by the project. Do not interrupt existing utilities serving occupied or operating facilities unless authorized in writing by the contracting officer. Arrange to shut off indicated utilities with respective providers. Provide at least 72 hours’ notice to the government if a shutdown of service is required during the changeover. Maintain services to remain and protect them against damage during the project.

20. At the conclusion of the project the Contractor will be responsible to compile and furnish to the Government, DD Form 1354, "TRANSFER AND ACCEPTANCE OF MILITARY REAL PROPERTY”, indicating all costs and quantity data of materials and systems furnished and installed. A draft DD1354 showing a list of items for which the costs and quantity data is required will be furnished to the Contractor.
