1. Scope of Work

Contractor shall furnish all labor, materials, and supplies to provide a new greenhouse for U. S.

Department of Agriculture, Agricultural Research Service, Coastal Plains Soil, Water, and Plant Research Center (CPSWPRC), 2611 West Lucas Street, Florence, SC 29501.

All work shall be completed in accordance with all local, state, and federal codes and regulations. All work shall meet all manufacturer’s requirements and recommendations. All work shall also meet the requirements of the ARS Facilities and Design Standards (P&P 242.1).

A copy can be provided upon request. All work shall be accomplished in a professional manner and in accordance with good workmanship and acceptable practice.

Contractor is responsible for inspecting the site and for determining the exact dimensions of the project.

Contractor shall obtain at own expense all permits, licenses, and inspections required by all local, state, and federal authorities. Contractor shall submit product literature for all materials and supplies to be used and included in the bid. Upon contract award, contractor shall provide stamped/sealed drawings for greenhouse and foundation.

Contractor’s working hours shall be scheduled to coincide with the normal working hours (8am- 5pm) at the site. Should it be necessary to schedule working hours other than normal working hours, contractor shall arrange for access to the work area with the Location Monitor (LM) at the site at least three days prior to the need. Contractor shall notify and schedule utility outages at least 24 hours in advance.

The contractor shall submit a project safety plan for review. The contractor shall maintain a safe work area around the site and clearly mark danger areas with cones and safety tape. All unused and demolition materials shall be removed from the site by the contractor and shall not be placed in the owner’s disposal areas.

The contractor will be responsible for replacing at their cost any property damaged at the site during the construction process.

2. Overview

The project includes providing a commercially available, research grade polycarbonate greenhouse kit with approximately 1600 SF equally divided into two (2) isolated bays with a 8’x8’ double entry room on each bay. The greenhouse shall be installed on a cement floor with integrated drains. Each bay shall have independent control of water, lighting, heating, cooling and ventilation. The contractor shall provide site preparation, greenhouse installation, and finish site work. Contractor is responsible to properly size and install electrical/water/sewer connections, concrete slab, back-up power (generator), ventilation, evaporative cooling, retractable shade system, insect barriers, lighting and controls. The contractor shall provide a bid for turnkey project. The owner shall identify the location of site and approximate location of all existing utilities. Contractor is responsible for utility location services and providing standard meters on electrical, water and gas service lines.

3. Electrical Service Installation

The contractor properly size and provide a new electrical service for the greenhouse. The contractor shall provide a service pole and underground electrical service line to the greenhouse service panel. The electrical service line shall be designed for emergency backup power (described below). The electrical service line rating shall meet the requirements of the greenhouse kit. The new electrical line shall be placed in PVC conduit from the power pole panel to the backup generator and greenhouse service panel. The contractor shall fill and level all trenches associated with the installation of the new electrical service.

The height of the service pole and weather heads shall be installed at the minimum height as specified by the local utility company, Progress Energy.

4. Emergency Backup Power

The contractor shall size and provide an emergency backup generator system with all peripheral components for automatic power backup for 100% operation of the greenhouse components. The generator shall carry a commercial 100% duty cycle, sound rating of <75dB and be fueled by natural gas. The contractor shall install new natural gas line and gas regulator per manufacturer’s recommendations from the existing 2” gas line (shown in picture below).

The contractor shall verify that the existing gas supply is sufficient for the operation of the new generator. The generator shall have remote monitoring equipment to notify the owner via email and/or text message when status/mode of the generator is changed.

5. Site Prep Work

Contractor shall remove topsoil and organic matter from the location where the new greenhouse floor will be installed and add a raised earth base of compacted sand clay per code requirements for the cement slab. The greenhouse base and slab shall be raised to the elevation needed to prevent the influx of surface drainage water into the greenhouse. The surrounding areas shall be graded as well to direct the flow of surface drainage of rainfall away from the greenhouse and into the existing surface water drainage system.

6. Building Foundation

The foundation shall be installed per manufacturer’s design with a moisture barrier underneath of 6 mil or greater polyethylene or equivalent material. The foundation shall include one (1) rust resistant grated metal drain in the center of each bay.

7. Drain Line

The drain line shall run to the sewer manhole located near the southwest end of Bldg 3.

Contractor shall size and provide a lift station if necessary.

8. Plumbing

The contractor shall size and provide a new water supply line to the greenhouse from a nearby 2” PVC water line indicated in the picture below. The new water line shall be a minimum of 1” PVC schedule 40 with a shutoff valve. The line shall be buried at least 18 inches below grade.

9. Greenhouse Description

The contractor shall provide and install a commercially available, research grade polycarbonate greenhouse kit of approximately 1600 SF, such as the 30’ x 48’ Grand Peak model as manufactured by Atlas Greenhouse, or equal, and divided into two (2) isolated bays with a 8’x8’ double entry room on each bay as indicated in the attached schematic. There shall be no door or other opening in the common wall between the bays. The greenhouse shall be a ridge and furrow style (gabled) greenhouse with square aluminum tubing framing. The greenhouse wall and roof coverings shall be a minimum of 8mm twin wall polycarbonate. The greenhouse kit shall include all electrical supply/distribution components and all plumbing components within the house. The greenhouse kit shall have snow and wind ratings adequate for typical conditions of Florence, SC (estimated Snow = 10 lb/ft2; Wind=100mph).

Each isolated bay of the greenhouse shall have independent ventilation, cooling, heating, retractable shade system, multi-zone mist irrigation, lighting, water and electrical outlets. The greenhouse shall include insect barriers over all ventilation openings and doorways to prevent insect infiltration.

High efficiency heating, cooling and ventilation components with corrosion resistance shall be used throughout the greenhouse. The greenhouse shall have evaporative cooling pads with automatic venting for cooling. Heating shall be provided by natural gas powered heaters.

Ventilation shall be provided by wall mount exhaust fans. A powered retractable shade curtain system shall be installed throughout the entire structure.

An integrated control system shall be installed to provide multi-stage cooling and heating based on sensors spread throughout each bay of the greenhouse. The system shall monitor critical parameters such as temperature, CO2 levels and PAR light. All ventilation, cooling, heating, and shading components shall be operated by the control system. Environmental conditions of the greenhouse shall be recorded and displayed by the control system. The control of each greenhouse bay shall be fully independent and customizable.

The greenhouse shall include multi-zone mist irrigation system with fertilizer injector and controller for each bay. Hanging basket drippers shall also be provided. Five water spigots shall be provided, two of which shall be plumbed to the injectors and the other three shall be installed where indicated by the user. The irrigation system and utility water systems for each bay shall be plumbed with separate independent shutoff valves.

The greenhouse shall have LED growth lamps installed throughout for the bench layout shown in the provided greenhouse schematic. The LED growth lamps system shall include multi-zone full spectral wavelength control. The greenhouse shall have LED utility lighting throughout the structure.

The greenhouse kit shall include a minimum of 4’ width doors on each bay. The doors shall have an integrated light kit (glass) and a lever lockset to be keyed to the owner’s master key.

The contractor shall provide six 6’x18’ greenhouse benches, three for each bay as shown in the provided greenhouse schematic.

Greenhouse kit shall include options as indicated in the attached detailed greenhouse description in Section 18.

10. Site Finish Work

The contractor will prepare the surrounding ground levels within 2” of the finished floor level.

The slope of the ground from the concrete slab to a distance of 10 feet shall be a minimum of 5% and a maximum of 10% slope.

The contractor shall install a 12’ wide driveway running along the side of the greenhouse and connecting two adjacent paved areas. A parking area (12’ wide x 18’ long) shall be installed at each end of the greenhouse near the entrance door. Drainage pipe should be installed under the driveway to allow for storm flow in the existing storm flow paths. The drive shall consist of compacted sand clay covered with 4” of gravel, granite sand or a similar material.

All disturbed soil areas shall be smoothed and covered with Centipede sod. The sod shall be installed with complete coverage and compacted with a sod roller.

11. Inspections and Completion

1) Upon completion of the project, contractor shall ensure proper performance and shall demonstrate the required performance to the LM and/or other owner representatives.

2) Contractor shall remove all excess materials, debris, and equipment from the site.

3) Upon completion of all project requirements and inspections, the LM shall approve payment.

12. Site Visit

Bidders are encouraged to visit the site and be escorted by government representatives to confirm locations, dimensions, and conditions of the project before submitting bid. The site visit shall be for the purpose of observing firsthand any conditions relevant to the completion of the project. No consideration will be given to claims based on lack of knowledge of existing conditions, except where contract documents make definite provisions for adjustment in cost or extension due to existing conditions readily foreseeable.

13. Utilization of Bio-based products

As required by the Farm Security and Rural Investment Act of 2002 and the Energy Policy Act of 2005 (7 U.S.C. 8102(c) (3)), the Contractor certifies, by signing this offer, that bio-based products (within categories of products listed by the United States Department of Agriculture in 7 CFR part 3201, subpart B) to be used or delivered in the performance of the contract, other than bio-based products that are not purchased by the Contractor as a direct result of this contract, will comply with the applicable specifications or other contractual requirements.

The contractor shall utilize products and material based from bio-based materials as applicable, (e.g. bio-based greases; bio-based hydraulic fluids, bio-based absorbents),to the maximum extent possible without jeopardizing the intended end use of detracting from the overall quality delivered to the end user. All supplies and materials shall be of a type and quality that conform to the applicable Federal Specifications and Standards. All supplies and materials to be used in the performance of work described herein are subject to the approval of the EPM.

14. Material/Submittals

Submittals for all proposed materials and equipment shall be included with the bid for review by the Contracting Officer and Government representatives. All shop drawings, data sheets and specifications shall be included in the submittals.

18. Detailed Greenhouse Description

These rooms will be covered with Svensson Econet 1535. These rooms will serve the purpose of acting as double entry rooms. This will aide in preventing insects that could have a detrimental impact on crops from ever entering the grow space.

100,000 BTU LP gas high efficiency power vented heater with spark ignition and aluminized burner. The heater incorporates a time delay to allow the aluminized steel heat exchanger to rise to a certain temperature before fan is engaged. The heater is equipped with a propeller fan with a guard. Comes set-up for LP Gas, Natural gas conversion available.

4” vent pipe kit for 100,000 BTU gas heater features adjustable elbows, wall collars and vent stack cover. Double wall galvanized duct with twist and lock connections.

Heavy duty heater hanger assembly for a 100,000 BTU gas heater, to include eyebolts, chains and all necessary mounting hardware.

Quantity (1) Wadsworth Envirostep Controller

This controller features multiple stages of cooling and heating. Sensors will be spread throughout the greenhouse to constantly monitor the internal conditions such as temperature, CO2 levels, PAR light, ect to ensure your plants are in the optimal environment to facilitate growth. This controller will record and graph data to give records of the environmental conditions as well. The stages of cooling that this controller allows will maximize the ventilation equipment to use only what is necessary to keep your greenhouse operating at the right temperature which can conserve energy cost.

Quantity (4) Doors

48" x 7' -0" ADA compliant single swing door with 24" x 30" Tempered Glass Light Kit.

Includes: 20 ga. Polystyrene Door leaf, 16 ga. 4-1/4" frame, bb hinges (3), threshold sweep, kerf weatherstrip, Sargent Rim Panic hardware, lever lockset and closer.

Quantity (6) Benches

6 ft. Continuous Bench with retaining lip by 18 ft. long. - extruded aluminum main frame, 1” x 2” Galvanized rectangular steel legs and ¾” x 13 ga. Hot dipped galvanized expanded metal top.

19. Irrigation System

A) Mist 1-Complete system with brass high pressure regulator, filter, punch tool, PVC pipe, gate valves, zone controller,and solenoids. Mist irrigation plumbed above benches with 36" long misters spaced 2' on centers and will have manual shut off. Hanging basket drippers are to be adjustable flow and have the capacity to be turned off. Drippers are spaced 24" on centers and 24" long.

B) Fertilizer Injector

1-Installed minimum of 30" ground for easy access, all irrigation outlets are serviced through fertilizer injector. Unit provides a maximum of 30 GPM of fertilizer/water solution output. Unit must be installed with bypass and gate valves for fexibility.

C) Controller

Sterling 12-Zone Irrigation Controller. Includes Galvanized Steel Solenoid Manifold.

NOTES:

Minimum water pressure for proper operation is 55 psig.

The irrigation system is quoted as two systems completely independent to one another.

Quantity (1) Zelion HL300 Variable spectrum Led grow lights

These grow lights specifically target light in the photosynthetically active region of the visible light spectrum. These lights are dimmable and will give the researchers the capability to manipulate the spectral wavelength of light that is desired as another variable to the equation. These grow lights are grower friendly and easy to install. A controller designed to operate the complexity of a light system such as this one is included.

Quantity (2) Wadsworth Retractable Shade / Heat Retention System

This retractable system is fully automated and operated by the Wadsworth controller.

This shade system is electrically efficient and designed to help mitigate the radiant heat entering the greenhouse during warmer the months. This system will also contribute to reducing your electrical consumption by reducing the run time of ventilation equipment such as exhaust fans and evaporative cooling systems.

20. Installation (Completed by Vendor Contractor)

A) Completion

1) Will provide all labor and materials to erect greenhouse using professional greenhouse builders experienced in every aspect of the applicable greenhouse model according to manufacture's specifications.

2) Upon completion of work, will test all equipment for proper operation.

3) Instruct USDA personnel in all aspects of operation and maintenance manuals on covering and equipment.

B) Electrical

1) Will furnish all labor and materials to install 4 - 115 volt receptacles, two on each end of greenhouse.

2) Will furnish all labor and materials to properly wire all greenhouse equipment into

100 amp breaker box.

3) Will furnish all labor and materials to provide necessary utility vapor tight lamps with guard installed 12' apart down length of greenhouse.

100 watt bulb included.

4) National Electric Codes will be adhered to throughout the greenhouse.

C) Plumbing

1) Will furnish all labor and materials to provide 5 spigots: 2 plumbed to injectors, 3 plumbed to clear water supply utilizing Schedule 21 PVC Pipe or equivalent. If there is not an irrigation system in the contract, 3 spigots will be plumbed for clear water.

2) Will furnish all labor and material to plumb evaporative cooling system
