Subject: MATERIAL HANDLING EQUIPMENT (MHE) / SERVICE LIFE EXTENSION PROGRAM (SLEP) RECERTIFICATION SERVICE REQUEST IN SUPPORT OF MSCHQ-NORFOLK (RESERVE POOL ASSETS)
Reference: (a). Management of Materials Handling Equipment (MHE) and Shipboard Mobile Support Equipment (SMSE), NAVSUP Pub 538, Rev 6, 0530-LP-642-6711, 01 July 2010 (b). 1. Purpose: In accordance with ref (a), (b) and (c), a quote is requested to provide Materials Handling Equipment (MHE) service and support to include an open/inspection, maintenance, repairs, services, and/or materials. The following information and requirements are hereby provided for planning and pricing purposes. Submission of “Price & Availability Feedback” does not constitute a guarantee of purchase, service contract, or delivery order.
2. Activity/Vessel: MSCHQ NORFOLK
3. Location of Equipment/Services: NORFOLK, VA (BLDG. LP-26, MHE RESERVE POOL) SERVICE AT CONTRACTOR’S FACILITY
4. Period of Performance (POP): AWARD through 25 SEP 2020
5. SOR: N3220501254001
6. Statement of Work (SOW): The following work items shall be accomplished by the selected service provider (contractor) in conjunction with this repair and maintenance requirement. The Government intends to award a Fixed Price Contract to the selected service provider:
a. MSC’s preferred location of services to MHE identified in Table 1 (below), will be ashore at the Contractor’s maintenance facility. The Contractor’s quote shall specify the proposed location of the service and provide a summary of the proposed process for maintenance, repairs and safety recertification. In addition, the Contractor’s quote is required to include ‘ALL’ necessary equipment repair/replacement and affiliated costs (to be inclusive) which are associated with this SLEP service requirement.
b. Contractor shall perform all related inspections (incl. fork/tines), maintenance, repair, testing, painting, stenciling and certification of MHE identified in Table 1 in accordance with the requirements set forth in references (a), (b) and (c), Attachments- 1 through 4 (SLEP forms), and appropriate vehicle technical manuals. **NOTE: WRT this SLEP requirement, ALL equipment inspection criteria and planned maintenance (PM) service work will be followed and performed IAW guidance specifically referenced in Attachment documents (1) and (2), as applicable.**
c. Government will furnish new forklift tires (drive and steer types) and new batteries (36V/12V types) in support of this Service Life Extension Program (SLEP) MHE/forklifts requirement.
d. Contractor shall perform major corrosion control, to include ‘full painting’ of each MHE asset and proper marking/stenciling on all MHE identified in Table 1. Contractor shall utilize the following approved brand types: The finish color (Forklift, Mast Assembly and Rims) shall be yellow in accordance with FED-STD-595 and reference (a). Enamel Gray Primer (V2182838), Black Rust Reformer (215634) and Yellow Paint (13538).
e. Contractor shall remove, and renew counterweight mounting bolt and re-torque bolts to 410-foot pounds on shipboard Diesel forklifts (listed Table 1).
f. Trucks specified for shipboard use are equipped with a foot operated four-wheel brake system. Brakes are provided on both the drive and steer axles. Contractor shall adjust brakes in accordance with refs (a) thru (c). Proper operation of the rear master cylinder and wheel cylinders will be verified. Master cylinder and brake drums shall be adjusted to ensure appropriate rotational resistance of the rear wheel with brake pressure applied.
g. Contractor shall provide a condition report on each unit identified in Table 1.

8. Deliverables:
The Contractor shall provide:
(a). A condition report for all units listed in Table 1 to the MHE Program Support Office at MSC Norfolk (N44) within 15 days of receipt of MHE.
(b). If required, any/all additional service requirements (identified outside of scope and beyond initial contract award) to the MHE Program Support Office no later than 60 days prior to the end of the scheduled Period of Performance (POP) listed in paragraph 4, above.
(c). A complete and signed MHE Safety Certification and Fork Inspection form for each unit listed in Table 1. A complete and signed SLEP MHE Induction form (Attachment 3) and SLEP MHE Final Inspection form (Attachment 4) for each unit listed in Table 1. The original signed forms shall be provided to the MHE Program Support Office at MSC Norfolk (N44).
(d). Renewed Safety Certification markings/labeling stenciled or affixed to each unit listed in Table 1 in accordance with NAVSUP PUB 538 - SIXTH REVISION, Chapter 5.
(e). Contractor shall coordinate with the MSC Norfolk technical points of contact to arrange U.S. Government inspection(s) of the MHE/forklift units prior to their return. The inspection will occur on a date(s) mutually agreed upon by the service provider and the MSC Norfolk technical POC’s.
(f). A copy of all Condition reports, Inspection forms, SLEP documentation and Certification paperwork to the MSC Norfolk technical points of contact, listed below.
9. Qualifications: The selected service provider/contractor must meet the following qualifications.
a. All management and technical personnel performing above listed services must be able to demonstrate the following experience and skills:
- Ability to interpret, trouble-shoot, and reset HYSTER ‘shipboard-approved’ MHE on-board dash displays and/or related accessory controls.
- Must have access to HYSTER proprietary hardware and software required to reset on-board MHE electronics.
b. Contractor shall staff and equip the service with the capability to perform all actions without assistance from MSC/customer activity personnel.
c. The Contractor must be able to perform the required SLEP MHE services within the Period of Performance (POP) identified in the RFQ/Statement of Work document.
