Scope of Work for Mobile Boat Lift or Equal

PMIS 198729

1. Background

As part of an equipment replacement strategy, the park requires a new mobile boat lift. The lift is a necessary piece of equipment for service and storage of the parks fleet of 30 vessels.

Without this equipment, the park would be unable to remove or install much of the fleet.

Shown in the images below, the current nine-ton marine travel lift is used to set and pull park boats for repairs, service work, and for spring opening/fall closing. The park has a fleet of 30 small craft which range from 16 to 36 feet in length. The current lift was manufactured in 1973 and is past its service life. Parts are difficult to obtain and engine fatigue is noticeable while the lift is in operation.

2. Objectives

To obtain a new mobile boat lift which will enable the Park to effectively maintain its fleet of watercraft to support the Park mission. The unit will be rated for 15 tons and come with all cables, straps, and connecting devices required to safely lift boats up to 36’ by means of lifting straps or direct connect lifting points.

3. Place of Performance

4. Period of Performance The period of performance will end no later than September 30th.

5. Scope Contractor will provide all equipment, personnel, and supplies necessary to deliver, install, certify the lift for use, and demonstrate operation of the replacement equipment.

Contractor will also provide training to NPS boat shop personnel as well as provide a hard copy and digital copy of all manuals, blueprints, and list as well as parts suppliers and authorized repair facilities for the unit for warranty purposes.

The unit will be rated for 15 tons and come with all cables, straps, and connecting devices required to safely lift boats up to 36’ by means of lifting straps or direct connect lifting points.

Transportation and coordination of transportation from contractor’s facility to the Houghton NPS dock (800 E. Lakeshore Drive, Houghton, MI) will be the responsibility of the contractor. Contractor shall coordinate scheduling of delivery and installation with the COR and/or Facility Manager. The contractor will provide instructions at least two weeks prior to delivery for unloading the crates and what equipment is needed at the Houghton dock to accomplish that task. The transportation of the unit from Houghton to Mott Island will be provided by NPS LCM. The unit will need to be transported in large pieces, crated with a reinforced polymer skid plate on the bottom of each create to reduce friction while loading/unloading of said crates. Crates will have to be constructed in a fashion to withstand being slid along a cleated deck surface for both loading and unloading of the loaded crates and will have anchor points to attach straps for retrieval.

Contractor will provide a minimum of one qualified personnel to direct the fabrication of the unit on Mott island and to certify the crane for operation. Additional NPS personnel will be provided to help with loading/unloading of the crates at both Houghton and Mott ports. NPS personnel will also be provided to assist in assembly of the unit on Mott island.

NPS will provide one loader with a fork attachment and one 7-ton mobile crane to assist with assembly of the unit.

6. Other Requirements Needed

Unit will have a minimum inside width of 14’3”

Unit will have a minimum length of 10’3” between lifting points and be expandable to accommodate lifting a 36-foot vessel.

The unit will be diesel powered and be controlled from the ground via an ambilocal cord

Contractor shall/will coordinate scheduling of delivery and installation with COR.

Equipment will be constructed properly in accordance with manufactures guidelines, industry standards and current code requirements.

Quotes should include equipment pieces, labor, travel, Reassembly and Inspection cost.
