STATEMENT OF WORK

FOR

Large Wheel Loader

1.0 SCOPE

1.1 The contractor shall provide one (1) medium to large articulating wheel loader conforming to the required specifications listed in Section 3.0 of this statement of work to be used in support ballistic testing at Picatinny Arsenal, NJ, in accordance with the requirements as defined within this contract.

2.0 BACKGROUND

2.1 The United States Army Combat Capabilities Development Command (CCDC) Armaments Center (AC) Munitions Engineering and Technology Center’s Ballistic Evaluation Center conducts operations that requires a new Large Wheel Loader for the purposes of supporting testing and cleaning operations of the slug butts at the facility. These slug butts are filled with sand which absorbs the projectile impact. After each test the sand in the slug butts are pushed to the rearmost position of the slug butt and as near to the ceiling as possible. A medium to large articulating wheel loader will allow this process to become more efficient

3.0 REQUIREMENTS

3.1 General Requirements:

3.1.1 Operating Weight: Minimum 66,000 lbs.

3.1.2 Maximum tread width: 8 feet

3.1.3 Maximum Wheel base: 12 feet 6 inches

3.1.4 Lift arm clearance at maximum lift: no less than 12 feet

3.1.5 Minimum Hinge Pin height at Maximum Lift: 14 feet 6 inches

3.1.6 Maximum overall height including exhaust stack: 12 feet 8 inches

3.1.7 Attachment quick coupler

3.1.8 Axels: Limited Slip front differential, limited slip rear differential

3.1.9 Counterweight, Aggregate

3.1.10 120V block heater and 2 batteries on machine for low temperatures

3.1.11 Unit Identification Tags (UID)

3.10 Industrial Hygiene

3.10.1 Equipment purchases shall be Nationally Recognized Testing Laboratory (NRTL) listed and used as intended in accordance with DA-PAM 385-26. Military equipment released to the field under the auspices of AR700-142 will be considered as equivalent to NRTL-listed equipment. Conformité Européenne (CE) is not accepted by the Occupational Safety and Health Administration (OSHA) or the Army as a NRTL. NRTL-listed equipment must be purchased and used if available, even if a less expensive unlisted product is available. Equipment that cannot be purchased with an existing NRTL Listing must be assessed by the Armaments Center Risk Management Office (RMO) both prior to purchase, and upon installation prior to use to verify that the equipment is in compliance with DA PAM 385-26 Appendix I; NFPA 70, 70E, and applicable incorporated Safety references.

4.0 SECURITY

4.1 This is an Unclassified purchase.

4.2 AT Level I Training. All contractor employees, including subcontractor employees, requiring access to Department of Defense installations, facilities, or controlled access areas shall complete AT Level I awareness training within 30 calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever applies and within 12 months prior to travel outside of the United States, then annually thereafter. The contractor shall submit certificates of completion for each affected contractor employee and subcontractor employee to the COR (or to the contracting officer, if a COR is not assigned) within 14 calendar days after completion of training by all employees and subcontractor personnel. 4.3 Access and General Protection/Security Policy and Procedures. All contractor employees, including subcontractor employees, shall comply with all installation and facility access and local security policies and procedures (provided by the Government representative), and security/emergency management exercises. The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by the installation Provost Marshal Office, Director of Emergency Services, or Security Office. Contractor workforce must comply with all personal identity verification requirements (CFR clause 52.204-9, Personal Identity Verification of Contract Personnel) as directed by DoD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes. During FPCONs Charlie and Delta, services/installation access may be discontinued/ postponed due to higher threat. Services will resume when FPCON level and or threat is reduced to an acceptable level as determined by the Installation Commander. Contractor personnel working on an installation are required to participate in the Installation Random Antiterrorism Measures Program as directed. Contractors may be subject to and must comply with vehicle searches, wearing of ID badges, etc. Failure to comply with policies and procedures could result in barred access onto the installation.

4.4 iWATCH (See Something, Say Something) Training. All contractor employees, including subcontractor employees, shall receive training and participate in the local iWATCH program (training standards provided by the requiring activity ATO). This locally developed training will be used to inform employees of the types of behavior to watch for and instruct employees to report suspicious activity to the COR. This training shall be completed within 30 calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever applies, and then annually thereafter. The contractor shall submit certificates of completion for each affected contractor employee and subcontractor employee to the COR (or to the contracting officer, if a COR is not assigned) within 14 calendar days after completion of training by all employees and subcontractor personnel. 4.5 For contractors that do not require CAC, but require access to a DoD facility or installation. Contractor and all associated subcontractor employees shall comply with adjudication standards and procedures using the National Crime Information Center Interstate Identification Index (NCIC-III) and Terrorist Screening Database (Army Directive 2014-05/AR 190-13); applicable installation, facility and area commander installation and facility access and local security policies and procedures (provided by Government representative); or, at OCONUS locations, in accordance with status-of-forces agreements and other theater regulations.

4.6 Export Control Laws/International Traffic in Arms Regulation: DFARS Clause 252.225-7048, Export-Controlled Items applies to this effort. All documents determined to contain export controlled technical data will be marked with the following notice: WARNING: - This document contains technical data whose export is restricted by the Arms Export Control Act (Title 22, U.S.C., App. 2401 et seq. Violations of these export laws are subject to severe criminal penalties. Disseminate in accordance with provisions of DoD Directive 5230.25.

4.7 For Contracts That Require OPSEC Training. Per AR 530-1 (or DoDM 5205.02-M), new contractor employees, including subcontractor employees, must complete initial (Level I) OPSEC training within 30 calendar days of reporting for duty and must also complete annual OPSEC awareness training as provided by the appropriately designated OPSEC level II trained OPSEC Officer/Coordinator. The Contracting Officer Representative (COR) or Agreements Officer Representative (AOR) can request CCDC Armaments Center OPSEC training from CCDC Armaments Center OPSEC POC e-mail: usarmy.pica.ccdc-ac.mbx.ardec-opsec@mail.mil. 4.8 For Contracts that Involve the Public Release of Information: Per AR 530-1 (or DoDM 5205.02-M), an OPSEC review is required prior to all public releases. All government information intended for public release by a contractor will undergo a government OPSEC review prior to release.

5.0 PLACE OF PERFORMANCE (DELIVERY)/PERIOD OF PERFORMANCE:

5.2 Equipment shall be delivered no later than 240 days post award.

5.3 DUE TO THE COVID 19 EMERGENCY BASE CLOSURE AND LIMITED ACCESS FOR RECEIVING SHIPMENTS, Contractor shall not deliver any item without first obtaining written approval from the Contracting Officer. The estimated delivery date may be further delayed in the event the COVID-19 crisis continues to impact the base's shipping and receiving departments.
