Key Control System For US Marshals Service Special Operations Group

I. BACKGROUND:

The Special Operations Group (SOG) is a specially trained, rapidly deployable law enforcement element of the United States Marshals Service (USMS) capable of conducting complex and sensitive operations throughout the globe intended to further the rule of law. SOG leverages these enhanced capabilities in support of the Marshals Service and the Department of Justice mission to protect, defend, and enforce the federal judicial system.

Located in Camp Beauregard, Louisiana, the Special Operations Group Tactical Center (SOGTC) is centrally located in the U.S. providing a rapid response throughout the country. From its headquarters in Louisiana, SOG deploys its fleet of armored vehicles, specialized equipment, and tactical operators in support of domestic USMS operations such as 15 Most Wanted investigations; Fugitive Task Force support; terrorist trials and high threat judicial proceedings; motorcade protection for high value individuals; and execution of court orders relating to the seizure of assets belonging to militia groups, domestic terrorist groups, and other anti-government organizations.

II. SCOPE:

The USMS SOG has a requirement for an electronic key control system to provide a comprehensive method for managing, tracking, and controlling vehicle keys and fleet credit cards. At a minimum, the key control system must provide a 24/7 electronic audit of key use by USMS employees that can fulfill the following requirements:

1. Ability to store and track a minimum of 200 keys/fleet cards.

2. Accessing the system must be 100% accountable, trackable and secure.

3. Provide key and fleet credit card control and user accountability.

4. Keys must be secured in separate compartments to allow for member access to their specific keys ONLY. All keys must be locked into individual compartments to prevent key removal not authorized for access.

5. System must have the capability to limit the number of keys dispensed at one time.

6. Key Control system must have the capability to enter a date of return of each key and send an alert to the system administrator when the key is not returned on time.

7. Proprietary software that will provide analytics and full audit reporting to track user access and deny access to unauthorized users. Software must provide full transaction audit trail with the ability to filter reports to show:

a. User history

b. Key / Fleet credit card history

c. Keys / Fleet credit cards out by days

d. Unauthorized asset / key removal

e. Daily transaction recap of all activity – keys/fleet credit cards checked in and checked out.

8. System must have the ability to allow for multiple systems administrators to access the system through any compatible internet browser from any device, to include smartphones and tablets.

9. Designated system administrators will have total control over all access options including individual and group access permissions. Administration functions performed via web application to add, delete user’s, keys, key data, set user profiles and all other administrative roles.

10. Must have the capability to allow systems to be expanded to hundreds of lockers or cabinets on a centrally managed network.

11. Email notifications to alert designated system administrators of specific key/fleet credit card movements. Ability to create custom messaging to users before or after a key and fleet credit card is removed or returned.

12. System must have the capability for biometric control access.

13. Must include a 1-year warranty to include parts, technical and software phone support.

14. Must provide onsite or online software training.

HARDWARE REQUIREMENTS:

1. Maximum size requirements: 126” w x 72”h x 10”d

2. 16-gague powder coated steel, standard grey

3. Door with mechanical key override

4. Key cabinet can be wall mounted (directly to wall) or optional stand with capability of fitting flush to wall.

5. Optional stand for base support

III. PERIOD OF PERFORMANCE:

The period of performance for installation and training is to be completed within 6 months after contract award.

IV. PLACE OF PERFORMANCE:

All work shall be performed at the following designated building facilities:

U.S. Marshals Service Tactical Operations Center Special Operations Group 1401 F. Street Pineville, LA 71360

The contractor shall provide all labor, materials, and equipment necessary to complete full installation onsite.

VI. GOVERNMENT FURNISHED EQUIPMENT:

There will not be any government furnished equipment provided under the scope of this award. The contractor will be fully responsible for providing all necessary equipment in fulfilling the requirements.
