STATEMENT OF WORK

For

KC-46 Maintenance Platform System

PREPARED BY:

PREAMBLE

Commander’s Safety Intent

The safety of everyone on Tinker Air Force Base (AFB) is our top priority. All Individuals must accept personal responsibility for safety and seek opportunities for improving the safety of our work environment. Everyone working on Tinker AFB is challenged to find, fix (if able) and report all hazards and near-misses. It is our shared duty to take every reasonable step and precaution to prevent accidents and preserve the health/safety of each Contractor and Government employee.

1. SCOPE

This Statement of Work (SOW) defines the effort required for the purchase of four (4) sets of the KC-46 Maintenance Platform System to include a complete design, fabrication, inspection, testing, documentation, delivery, equipment installation, work stand assemblies, labor and other incidentals necessary to provide the KC-46 Maintenance Platform Systems. The Contractor shall be responsible for ensuring all services, parts and components provided under this contract are in accordance with (IAW) the terms and conditions outlined in this Statement of Work (SOW).

Each set of the KC-46 Maintenance Platform System shall include one (1) main deck cargo door stand, two (2) lower lobe cargo door stands, and one (1) crew entry door stand.

2. BACKGROUND

The 76th AMXG requires the purchase of this system for current and future PDM on the KC-46 aircraft. No current stands exist for maintenance purposes on the cargo door areas of the KC-46.

The current stands for the crew entry door only allows for entry and does not account for any future work around the area.

3. REQUIREMENTS AND ITEM DESCRIPTIONS

3.1. Main Deck Cargo Door Stand – The cargo door stands shall meet the specifications/descriptions as defined below:

3.1.1 Platform

• Platform working surface shall be constructed from aluminum and support a minimum working load of 4000 lb

• Stand shall have multiple locations stating maximum load limit

• Platform workable space shall be 102” deep and 192” wide

• Platform height shall be adjustable from 150” to 180” from working surface to the ground

• Stand shall be adjustable using a hydraulic pump (MIL-PRF 83282 or MIL-PRF 87257)

• Hydraulic pump shall be a manual hydraulic pump

• Hydraulic pump shall have operating instructions visible on stand by the pump handle

• Hydraulic pump shall have label indicating hydraulic fluid type

• Hydraulic pump handle shall be removable and have a stowed location

• Stand shall have mechanical lock in event of hydraulic failure

• Mechanical lock shall not allow stand to fall more than 3 inches

• Platform shall have a minimum overhang of 6” on the side closest to the aircraft

• Overhang shall be clear of any objects top or bottom

3.1.2 Railing

• Railings on top of the main platform shall be constructed IAW the following requirements:

• All railings shall be IAW OSHA standard 1926.502

• All railings shall have no more than 19” gaps between the horizontal rails

• Forward most railings within 6 feet of the aircraft shall be a total of 96” tall minimum measured from the surface of the platform

• All other railing shall be 42 inches tall minimum measured from the surface of the platform

• There shall be an angled extension of 25 degrees out from the upper half of the railing where the 96” tall railings meet the aircraft as shown in reference (Appendix D)

• There shall not be a rail on the side nearest the aircraft from the platform

• The Inboard end of the rails shall be adjustable to extend out towards the aircraft

8 to 12 inches (Appendix D)

• Extendable railings shall have stopper to prevent rails from falling out

• Extendable railings shall have pin hole every 1” for fine adjustments

• Extendable railings shall include the entire 96” height

• All edges of the railing and the platform that are touching the aircraft shall have a 3” round rubber bumper, including all inboard sides of the platform as well as the bottom edges of the overhanging platform

• The rubber bumpers shall be the only part of the stand to ever contact the aircraft and should thus be the inboard most material at all locations

• All railings around the work surface shall have toe boards

• There shall be no more than 1” from the surface of the platform to the bottom of the toe boards

• Toe boards shall be 6” in height

• There shall be no toe boards on the overhang on the aircraft side of the platform

• The rails near the outboard forward of the platform shall have a secured gate 48” wide to connect to the crew entry door stand

• Gate shall open by sliding inward and latching securely with a locking pin on the static railing on the inboard side

• Crew entry door stand and Main cargo door stand shall be able to be used as one operating unit

• The outboard section of the railing shall have two 48” wide removable rail sections creating a 96” wide opening

• Removable sections shall have stow locations on the main platform

3.1.3 Fall Restraint

• A rigid fall restraint system shall be installed flush with tread plate of main platform at a distance of 3 and ½ feet from outboard side

• Rail shall run the full width of the main platform

• Shall have a single fall restraint trolley in the rigid rail system

3.1.4 Miscellaneous

• The main structure of the stand shall be constructed of aluminum or steel

• All steel components shall be painted yellow

• Stand shall be mobile with swivel Casters/wheels towable on rough improved surfaces (pavement with potholes), hangar door tracks, and inclines without causing damage to the stand or the casters/wheels at a minimum of 5 miles per hour

• Casters shall have a minimum capacity of 10,000 lbs. each

• Casters shall have swivel lock and brake lock

• Stand shall have alternate swivel casters/wheels for fine tuning made by hand once stand is close to aircraft

• Casters shall be hand crank operated to lower to the ground only when in use

• Casters shall have a minimum capacity of 5,000 lbs. each

• Stand shall have a sticker indicating alternate casters are for fine adjustments only

• Stand shall have a tow bar

• Tow bar shall have a lunette eye conforming to MS51336

• During non-transport, the tow bar shall be stowed and secured so as not to hinder visibility, present a tripping hazard, or release accidentally, for all heights of the stand

• Any low hanging surface with a head strike hazard shall be covered in foam

• Stand shall have air and electric connection points on the main platform

• Air and electric connections shall be on the outboard/forward corner of the stand

• An air hose shall be connected to the stand along the height of the stand (while accounting for the raise/lowering of the stand) ♦ The air hose shall be 125psi fitted with a 1” male quick disconnect on one end (bottom of the platform) 1” female end quick disconnect hose coupling on the other end (top of the platform).

• An electric line shall be connected to the stand along the height of the stand (while accounting for the raise/lowering of the stand)

♦ Input power cable shall be fitted with a male NEMA L21-30 208V/30amp style plug on one end (bottom of the platform) and a female NEMA L21- 30 208V/30amp style socket on the other end(top of the platform).

• The work stands and all hardware shall be weatherized to prevent corrosion degradation from being stored outside

• All hardware shall be made with stainless steel or aluminum

• The stand shall provide a durable and sustainable useful life of at least 15 years

• The force required to move each stand shall not exceed the values in MIL-STD-

1472H and associated tables, paragraph 5.20.6. the number of personnel required to move each stand shall not exceed four people

3.2. Lower Lobe Cargo Door Stand- The two (2) lower lobe cargo door stands shall meet the specifications/descriptions as defined below:

3.2.1 Platform

• Platform working surface shall be constructed from aluminum and support a minimum working load of 2000 lb.

• Stand shall have multiple locations stating maximum load limit

• Platform workable space shall be 165” deep and 142” wide

• Platform height shall be adjustable from 60” to 90” from working surface to the ground

• Stand shall be adjustable using a hydraulic pump (MIL-PRF 83282 or MIL-PRF

87257)

• Hydraulic pump shall be a manual hydraulic pump

• Hydraulic pump shall have operating instructions visible on standby the pump handle

• Hydraulic pump shall have label indicating hydraulic fluid type

• Hydraulic pump handle shall be removable and have a stowed location

• Stand shall have mechanical lock in event of hydraulic failure

• Mechanical lock shall not allow stand to fall more than 3 inches

• Platform shall have a minimum overhang of 24” on the side closest to the aircraft

• Overhang shall be clear of any objects top or bottom

• Lower Lobe Cargo Door shall be able to be operated without moving the stand

3.2.2 Rails

• Railings on top of the main platform shall be constructed IAW the following requirements:

• All railings shall be IAW OSHA standard 1926.502

• All railings shall have no more than 19” gaps between the horizontal rails

• Forward most railings within 6 feet of the aircraft shall be a total of 96” tall minimum measured from the surface of the platform

• All other railing shall be 42 inches tall minimum measured from the surface of the platform

• There shall be an angled extension of 45 degrees out from the bottom half of the railing where the 96” tall railings meet the aircraft as shown in reference (Appendix E)

• There shall not be a rail on the side nearest the aircraft from the main platform.

• The Inboard end of forward and aft rail shall be adjustable to extend out towards the aircraft 8 to 12 inches (Appendix E)

• Extendable railings shall have stopper to prevent rails from falling out

• Extendable railings shall have pin hole every 1” for fine adjustments

• Extendable railings shall include the entire 96” height

• All edges of the railing and the platform that are touching the aircraft shall have a 3” round rubber bumper, including all inboard sides of the platform as well as the bottom edges of the overhanging platform

• The rubber bumpers shall be the only part of the stand to ever contact the aircraft and should thus be the inboard most material at all locations

3.2.3 Stairs

• Stairs leading up the platform shall lie parallel to the aircraft no longer than the width of the stand and must follow IAW OSHA standard 1910.25

• Top stair landing edges shall align with platform edge

• Stairs shall be made with aluminum

• Stairs shall lead downwards toward the forward side of the platform

• Stairs shall have a self-closing swing gate across the top of the stairs to prevent falling. This gate shall be attached to the railing on either side of the stairs

• Gate shall open inward when climbing the stairs

• Stairs shall be 48” wide

• Stair treads shall be made with non-slip treads

• Stairs shall have railings IAW OSHA standard 1926.502

• Steps shall be constructed IAW OSHA standard 1910.25 per standard stair requirements

• The bottom stair step shall not be more than 8” off the ground and be painted yellow

3.2.4 Miscellaneous

• The main structure of the stand shall be constructed of aluminum or steel

• All steel components shall be painted yellow

3.5. Deliverables - The contractor is responsible for providing the following items:

• Initial design review/acceptance meeting with government, prior to build begins

• Prototype stands delivery (set 1 shall be approved before remaining sets are built)

• Set 2

• Set 3

• Set 4 (final set), full illustrated parts breakdown, user’s manual, any drawings used for design analysis and production of the maintenance stands

Contractor shall provide at a minimum, any drawings used during production of the maintenance stand system including assembly drawings, engineering drawings, hydraulic mechanism drawings and engineering load drawings

Contractor shall provide a full illustrated parts breakdown and a user’s manual for the stand.

All required media shall be provided in PDF format

3.6. Installation - The Contractor shall be responsible for equipment delivery to Tinker AFB, OK 73145. The Contractor shall be responsible for notifying all POC’s of delivery timeline and arranging proper escorts onto base prior to the delivery date. The Contractor shall be responsible for offloading equipment and moving equipment to the installation area (to be determined). The Contractor shall be responsible for all parts, labor, and materials necessary for and to fully complete the installation of the stands and ensure that the completed system is fully functional for Performance Verification/Acceptance Testing.

4. GENERAL REQUIREMENTS WHILE WORKING ON TINKER AFB

4.1. Hours of Operation: The Contractor shall perform the work required under this contract during the following days and hours: Monday through Friday, 7am-5pm. If work hours are required outside the hours stated, the Contractor shall contact the Government POC for approval from the CO. Upon approval from the CO, the Government Subject Matter Expert (SME) or Government POC must be present with the Contractor.

These dates and hours exclude Federal Holidays, base closures due to inclement weather, and furlough days, as applicable.

4.2. Environmental Protection & Safety: The Contractor shall be knowledgeable of and comply with all applicable federal, state and local laws, regulations, instructions and requirements regarding environmental protection and occupational safety and health. The Contractor shall comply with any laws, instructions or regulation changes during the term of this contract.

Contractors shall be compliant Tinker Air Force Base (TAFB) Supplement to Air Force Instruction (AFI) 32-7086, “Hazardous Materials Management”, Tinker AFB procedures per Tinker Air Force Base Instruction (TAFBI) 32-7004, “Hazardous Waste Management”, and Complex procedures per Oklahoma City Air Logistics Complex (OC-ALC) Sup to AFI 32-7086, “Hazardous Material Management” and OC-ALCI 32-101 “Air Quality Record Keeping Procedure”. Publications are available digitally on e-Publishing website at www.epublishing.

af.mil for downloading or ordering.

4.3. Spills: Upon occurrence of any spill that could enter the storm system or cause any harmful environment effects, the Contractor shall immediately call 911 to report the incident. When possible, the Contractor shall use a base telephone to receive help from Tinker AFB 911. If using a cell phone, the Contractor shall request Tinker AFB 911. The Contractor shall immediately report all environmental violations to the GPOC and UEC. The Contractor shall provide five (5) copies of a typed or written report about the incident within four (4) clock hours as follows:

One (1) copy to CO, two (2) copies to the GPOC, a copy for UEC and one (1) copy for record.

The format of the report shall be left up to the Contractor, but the report shall contain the following information:

1.) Name and contact number of person reporting the spill 2.) Date and time of incident 3.) Location and source of spill 4.) Substance or pollutant spilled 5.) Amount spilled and rate of discharge

4.8. Foreign Nationals: The Contractor shall notify the Government POC before sending a Foreign National representative to perform services. Special rules apply for foreign nationals visiting a US Government facility.

4.9. Safety and Health on Government Installations: While performing work under this contract on a Government installation, the Contractor shall comply with federal, state and local regulations, and AFI 91-203, “Air Force Consolidated Occupational Safety Instruction”, as established by this contract and Appendix C. The Contractor shall notify the CO, Government POC, and Government Contract Administrator (CA) within one (1) business day of any injuries that occur to contractor personnel while they are on the installation. The Contractor shall notify the CO, Government POC, and Government CA within one (1) business day of damage to Government property or equipment during the execution of the contract.

4.10. Combating Trafficking in Persons: IAW DFARS PGI 222.17, the COR shall pursue, as appropriate, the following methods of monitoring the Contractor’s performance regarding trafficking in persons such that non-compliances with FAR clause 52.222-50 are brought to the immediate attention of the Contracting Officer:

a. Keep the lines of communication open with the Contractor. At the Post-Award conference, remind the Contractor of his contractual responsibilities to notify the government if the Contractor receives notification of any alleged violations to this policy or if actions have been taken against the Contractor employees, subcontractor’s or subcontractor employees pursuant to the clause.

b. When appropriate, encourage Contractor to complete Human Trafficking Awareness Training.

c. Encourage the Contractor to take steps to investigate and eliminate slavery and human trafficking in their supply chains and to publish information for consumer awareness.

d. Periodically access the Department of State’s Trafficking in Person (TIP) website for updates and to view the latest reports. http://www.state.gov/g/tip

4.11. Speak up for safety: Safety surety is an integral part of our overall goal of establishing a world class safety and health program. Our “Speak Out for Safety” initiative ensures a partnership with contractors and government employees to further enhance safety to ensure we are looking out for all our partners and empowers all employees to actively participate in each other’s safety.

A safe workplace is everyone's business. As part of the contract team, military, civilian and contractor personnel are empowered to Speak Out for Safety (S.O.S.) when they observe an unsafe act.

Events that present imminent danger to personnel or catastrophic damage to property we empower our employees to intercede to ensure continued safe operations.

4.12. Communicating Hazards Of Workplace (CHOW): Contractor’s onsite representative communicates all hazards being introduced to the worksite by the Contractor. This is accomplished prior to commencement of work and refreshed daily during performance, IAW Contractor’s Site Safety Plan.

4.13. Safety and Health Plan: The Contractor shall be responsible for compliance with the OSHA Public Law 91-596. The Contractor shall submit a Safety and Health Plan (SHP) and corresponding site safety checklist to the CO and the COR (see Appendix C).

4.14. Emergency Procedures: The Contractor personnel shall follow the direction of the Government personnel with regard to emergency procedures, such as fire, tornado, active shooter, bomb threats, or other emergency. It is the responsibility of the Contractor to provide guidance and to establish procedures for its employees to respond to an emergency. It is the Contractor’s responsibility to account for their employees following an emergency evacuation.

The Contractor personnel shall participate with the Government personnel in all fire and tornado drills at no additional cost to the Government.

Appendix D – Extendable Railing Reference
