About this file

This is a Questions and Answers document for a KC-46 Maintenance Platform System procurement, structured as a table with contractor questions and government responses. The document addresses technical specifications and requirements for maintenance platforms designed to service KC-46 aircraft.

Key details include: The procurement is a total small business set-aside, requiring a manual hydraulic pump system with mechanical stop backup. The platforms must accommodate larger loads lifted from outboard to inboard, focused on the middle of the platform. Railing requirements specify 96-inch height for forward-most rails within 6 feet of aircraft, with remaining rails at 42 inches. The lower lobe stands must be identical, with updated stair directions. Deliverables include conceptual drawings with major measurements for the proposal, and as-built assembly drawings, engineering drawings, hydraulic mechanism drawings, and engineering load drawings for the final delivery. The force required to move each stand must comply with MIL-STD-1472H paragraph 5.20.6 guidelines, with no more than four personnel required for movement.

Page Number Contractor Question Government Response

NA NA Will you make this a SDVOB set-aside?

At this time, this is a total small business set aside.

H5WA08 N/A

Will the top of the larger platform for the top fuselage cargo door require any locations on the top of the platform to have any point loads or locations for rolled pallets from a K Loader or similar? We did not see any bottom supports on the prototype that would allow for such point loads nor rolled loads.

larger loads will be lifted onto the platform from the outboard of the stand and across the middle, to the inboard of the stand. The loads will be focused on the middle of the platform.

Can you please send photos of the following:

a) All Hydraulic reservoirs and cylinder piston pumps on both types of stands.

b) Photos of platform top (each)

c) Photos of side of platform on stairway/step size (each)

d) Photos of casters on each platform (single and double caster design) section 3.1.1, 3.2.1, 3.3.1 - (Refrence to all modules)

2,5,7 Will the governemnt consider alternate means of elevation other than hydraulic power, mechanical scre jack etc?

The platform shall be adjustable using a manual hydraulic pump. A mechanical stop shall be installed in case of hydraulic pump failure

Requirement: KC-46 Mainteance Platform System

H5WA08 N/A The requirements may differ from the current stands we utilize. Photos or specs of existing stands will not be shared. Requirements for this item can be found in the SOW.

section 3.1.2 Railing - (Refrence to cargo door module)

Can the governt provide a max height for the extended railing for reaching cargo door hinges on the cargo door stand.

Main cargo door and lower lobe: forward most railings within 6 feet of the aircraft shall be a total of 96” tall. Remaining rails shall be 42".

Section 3.1.3 fall restraint - (Refrence to cargo door module)

Typically, A fall arrest system will stop you in the process of a fall, while a fall restraint system will keep you from reaching the edge, not allowing you to fall, the design criteria for a fall restraint system does not require the arresting load of 5000lbs, which would be exceptionally onerous for the type pf stand. Can the government clarify what is required, fall arrest or fall restraint? and clarify if the latter will the 5000lb per person design load requirement be removed.

please see updated SOW section 3.1.4, 3.2.4, 3.3.4 Electrical & Pneumatic outlets- (Refrence to all modules) 4,7,9

Can the governemnt please clarify how many and what size of both air outlets and electrical outlets are dessired fro this module.

please see updated SOW section 3.1.4, 3.2.4, 3.3.4 MIL-STD- 1472H - (Refrence to all modules)

4,7,9

The SOW states "The force required to move each stand shall not exceed the values in MIL-STD-

1472H and associated tables, paragraph 5.8.6.5.1. the number of personnel required to move each stand shall not exceed four people" - there is no paragraph in teh available rev H stand that numerated 5.8.6.5.1, please clarify

Please refer to the guidelines in MIL-STD- 1472H and associated tables, paragraph 5.20.6.

section 3.2 Quantity - (Refrence lower lobe stands)

Please clarify if both lower lobe stands are intended to be identicle or left and right hand copies?

identical. Please note that the direction of the stairs on the lower lobe has been updated

NA NA

Please verify the level of drawings expected to be provided/included within the proposal and proposed price?

Proposal: conceptual drawings with major measurements ensuring it will conform to requirements. Final deliverable: the as-built assembly drawings as well as any other as-built drawings such as as-built engineering drawings, hydraulic mechanism drawings, or engineering load drawings that have been produced during the build process
