STATEMENT OF WORK TELEVISION AND INTERNET SERVICE

PUBLIC AFFAIRS OFFICE (PAO) – FLORIDA

1.0 SCOPE.

1.1. TELEVISION SERVICE. This statement of work (SOW) is for a Contractor to install commercial high definition television service to provide service to the Public Affairs Office located at 82 Marine Street, Saint Augustine, FL 32084. This will allow for PAO Office to view News Programming in the common area.

1.2 INTERNET. This statement of work (SOW) is for a Contractor to install commercial hard wired and wireless internet service to provide service to the Public Affairs located at 82 Marine Street, Saint Augustine, FL 32084. This will allow for PAO Office to access social media sites and ability to upload event coverage to media outlets.

2.0 TELEVISION SERVICE GENERAL DESCRIPTION.

2.1. The Contractor shall install equipment as needed, provide, and maintain commercial high definition television programming to two televisions within the same location in the PAO common area.

2.2. The Contractor shall provide a service package containing a variety of programming, to include news, weather, and local broadcast affiliates. The Contractor is required to provide a quote for monthly television service and will not require a subscription for more than a twelve month period at a time.

2.3. Pay Per View. The Contractor shall not provide Pay Per View capability to any of the locations serviced by this contract. The PAO will not be responsible for Pay Per View programs.

2.4. The Contractor shall furnish all necessary materials and equipment needed to provide service to two televisions within 10ft of each other. Splitting the signal to other televisions in the building is not acceptable service. Only the Contractor shall be permitted to add additional receivers.

2.5. The Contractor shall provide all maintenance and repairs to the two connections at the connection points at no additional cost to the PAO.

3.0 WIRED/WIRELESS INTERNET SERVICE GENERAL DESCRIPTION.

3.1. The Contractor shall provide all design, labor, and materials to install infrastructure/equipment for the commercial wired and wireless router/system. Also the service for internet service must be provided. Project will provide the wired and wireless internet access to PAO staff.

3.2. Summary of work:

3.2.1. Install equipment/cabling needed to provide wired and wireless internet capability the

Public Affairs Office.

3.2.2. Provide a minimum 1GB download and 50 Mbps upload speed or better internet service to the Public Affairs Office. There are 3 separate office locations that require this full level of service due to building/construction constraints.

2.2.3. There should be at least two hard wired ports within the router and ensure that each room is saturated (100% coverage) with a wireless signal.

2.2.4. The equipment has to be mounted in a secure manner to ensure that it is tamper proof.

3.0 SCHEDULE.

3.1. The Contractor shall not undertake any installation of any equipment or facility at the Public Affairs Office without the prior written consent of the Visual Information Manager and any other authority as required by the standards and regulations as prescribed by the PAO before or after the effective date of this contract. As a prerequisite to obtaining such approval, the Contractor shall submit to the PAO such drawings, plans, and other relevant data as may be requested by the PAO, including, but not limited to, one (1) set of drawings showing cable routings and service entrances.

3.2. Routine maintenance and repairs not involving the installation of aboveground or belowground cables, poles or conduit, or;

3.2.1. Routine service connections and disconnections.

3.3. Notwithstanding any approval granted in accordance with paragraph 3.1., the PAO at any time may direct the Contractor to remove, relocate, or modify any equipment or facilities, including aboveground and underground cable.

3.4. The Contractor shall ensure all installations are aesthetic in their design to provide coverage of the Public Affairs Office with the best available technology.

3.5. Coax cable must be properly routed to drops, not hanging from ceilings or buildings.

Cable must be routed consistent with industry standards.

4.0 INSTALLATION.

4.1. The Contractor shall provide all equipment and supplies necessary to support this requirement.

4.1.1. The Contractor shall provide a list of all components installed per this project, as well as a list of the components removed if any.

4.2. Testing. The Contractor will ensure installation is operational and meets all required commercial, local and international industry standards, military instructions, standards, policies, guidelines, regulations and practices, and PAO standards set forth in this document.

The testing procedures will be provided in electronic format to the PAO and also a copy of the outcome of the performed test.

4.3. Acceptance. The system shall operate with minimal failure after acceptance testing and activation of service. The Contractor shall provide all support necessary during this period to resolve any issues that may arise. As- built drawing shall be provided upon completion of the project to PAO representatives.

4.4. The Contractor will install all equipment in a separate rack inside telecom rooms to provide physical segregation from existing networks.

5.0 PROCUREMENT.

5.1. Equipment Ownership. The Contractor shall purchase all equipment, and accessories necessary for the execution of this project. The equipment will be owned by the Contractor and the Contractor will be responsible for the maintenance of the equipment and removal of equipment if needed.

5.2. Equipment Warranty. Warranty is not needed because the Contractor will own and maintain the equipment for the life of the contract.

5.3. Existing infrastructure. The Contractor can use the existing fiber, coaxial, and network cabling already installed in the Public Affairs Office, provided the Contractor adheres to applicable industry standards to include the American National Standards Institute/Telecommunications Industry Association 568-C (ANSI/TIA-568-C.2). Once the Contractor has tested lines for use, the Contractor will be responsible for the maintenance of the existing cabling infrastructure.

6.0 CUSTOMER SERVICE.

6.1. The Contractor shall maintain a telephone answering service for receiving complaints and requests for service and repairs during all hours. The telephone number for the answering service shall be publicly listed and printed in all common areas and rooms. The Contractor shall provide an after “standard hours” service calls.

6.2. The Contractor shall employ competent supervisory, administrative, and direct labor personnel to accomplish the required work. The Contractor shall not hire off-duty Florida National Guard personnel or any other person whose employment would result in a conflict of interest or would otherwise violate the Joint Ethics Regulation, DoD Directive 5500.7-R.

6.3. The Contractor shall provide a point of contact (POC) that shall be responsible for ensuring that the contract services are provided satisfactorily. The name of this person, and an alternate or alternates, who shall act for the Contractor when the POC is absent, shall be designated in writing to the Contracting Officer and the RTI S6 representative.

6.3.1. The POC or Alternate shall have full authority to act for the Contractor on all contractual matters.

6.3.2. The POC and alternate must be able to read, write, speak and understand English and have authority to act as a binding agent on behalf of the Contractor. Any worker coordinating service with the customer for installation or service must speak and understand English.

6.4. The Contractor shall provide PAO with account numbers and any passwords used to set up a Government TV account. If new accounts are added or if a password is changed, the Contractor is required to provide information to the PAO at the earliest possible time.

6.5. The Contractor shall conform to all safety and security requirements and regulations applicable to this commercial industry on the installation.

7.0 SERVICE AND REPAIRS. The Contractor shall promptly respond to requests for service, including installation, connection, disconnection, and repairs.

7.1. The Contractor shall respond within eight (8) hours to any reported outages and within four (4) hours to all system outages affecting more than one (1) subscriber.

The Contractor shall complete priority work orders within three (3) duty days and routine work orders within five (5) duty days. System outages will be restored within twenty-four

(24) hours of initial notification. If digging is required for repair, all cable will be re-buried upon completion; and all new cable runs will be buried. The Contractor shall obtain approval before digging begins from the Visual Information Manager.

7.2. The Contractor shall maintain a log showing: (1) the date and time of repair service request; (2) the date and nature of the response to repair service requests; (3) the date, approximate time and duration, type, and probable cause of all service failures due to causes other than routine testing or maintenance; and, (4) total time to restore outage and provide a certified copy to the PAO.

7.3. The Contractor shall provide all outage-log data upon request to the PAO Commander or designated representative.

7.4. The Contractor shall provide all tools and equipment to support any and all maintenance necessary to establish and maintain services at the Public Affairs Office.

8.0 LENGTH OF SERVICE.

8.1. Period of Performance (PoP). The PoP for this contract is one base-year of 12 months and four 12-month option years.

8.2. Transition Period. In the event the contract is awarded to another contractor other than the incumbent, the contractor will provide for a transition period to prevent the disruption of service.

8.3. Length of Transition Period. The transition period may be up to 6 months as allowed by FAR 52.217-9. If the Government extends the existing contract for the transition period, it can exercise this extension weekly on a building-by-building basis.

9.0 TESTING AND MEASUREMENT OF WIRED/WIRELESS INTERNET AND TV

SERVICE.

9.1. The Contractor shall conduct, at its own expense and with its own equipment, all tests and measurements recommended or required by the FCC as set forth in 47 CFR Part 76 as that part exist on the effective date of this contract.

9.2. At the direction of the Government, the Contractor shall conduct tests and measurements to demonstrate that the system meets or exceeds the technical standards set forth in paragraph 12.0. The PAO may direct such tests and measurements twice each calendar year, and whenever the Government has reasonable cause to believe the system does not meet technical standards set forth in paragraph 12.0. Such tests and measurements shall be conducted by the Contractor at its own expense and with its own equipment and may include, but will not be limited to, visual signal levels, visual signal noise measurement, and visual modulation for any and or all activated channels. Immediately upon completion of any such test or measurement, the Contractor shall provide the results of such test or measurement, including raw data, summaries, and conclusions, to the Government.

9.3. The Government, or its designated representative (including a TV expert or consultant), may inspect and conduct tests and measurements of the Contractor's equipment and facilities. Except in the case of an emergency, the Government shall conduct such inspections, tests, and measurements in a manner that will minimize any disruption to the Contractor's operations

10.0 TV TECHNICAL STANDARDS

10.1. The Contractor shall ensure that the system is designed, installed, and operated in a manner that meets or exceeds the technical standards required or recommended by the FCC as set forth in 47 CFR Part 76. These standards are mandatory and shall apply to all classes of television channels. The Contractor shall at all times maintain and operate the system in strict compliance with the standards set forth in 47 CFR Part 76 for:

10.1.1. The frequency tolerance of satellite visual carriers, if satellite is used.

10.1.2. The frequency tolerance of satellite aural carriers, if satellite is used.

10.1.3. The minimum visual carrier levels at subscriber terminals.

10.1.4. The allowable tolerance for visual carrier level variations within 24 hours.

10.1.5. The maximum and minimum aural carrier specifications, with respect to visual carrier levels.

10.1.6. The maximum allowable level of visual low frequency distortion.

10.1.7. The frequency response of each channel.

10.1.8. The allowable visual signal-to-system noise level and to any undesired co-channel signals.

10.1.9. The allowable level of inter-modulation distortion.

10.1.10. The minimum amount of isolation between subscriber terminals.

10.1.11. Signal leakage.

10.1.12. Operation near aeronautical and marine emergency radio frequencies.

10.1.13. Receiver-generated interference.

10.2. The Contractor recognizes that signal leakage or other interference, including emission, radiation, or induction, from the system that affects the Government's air navigational, communications, or surveillance facilities, or other electronic device or equipment located on the Installation may disrupt or endanger military activities and may pose a threat to the safety of both the public and military personnel.

10.2.1. The Contractor shall take all necessary actions, including testing, maintenance, and coordination with Government personnel to prevent any such leakage or interference. Upon receiving notice of such leakage or interference from whatever source, including the Contractor's own testing and monitoring activities, the Contractor shall immediately take corrective action at its own expense to eliminate the leakage or interference.

10.2.2. Compliance with the technical standards set forth or incorporated in this contract shall not relieve the Contractor of its obligations arising under this subparagraph.

11.0 PRIVACY.

12.1. The Contractor shall operate the system in a manner that protects against invasions of any user's privacy, and in conformance with the user privacy requirements of federal law.

11.2. The Contractor may obtain and use information which identifies the user on an individual basis only to the extent necessary for installation of service, rendering service requested by the user, maintenance, billing, and accounting purposes, or as otherwise required by law or this contract, or as expressly authorized in writing by the Visual Information Manager.

12.0 DOCUMENTS INCORPORATED BY REFERENCE.

12.1. The Contractor shall comply with the standards and requirements set forth in the regulations and manuals listed below. A copy of DOD and Army publications will be made available for the Contractor's review upon request to the PAO.

12.1.1. The FCC TV rules and regulations, including those set forth in 47 CFR Part 76.

12.1.2. National Electrical Code 1984, NFPA Number 70, 84.

12.1.3. National Electrical Safety Code, ANS 1-2.

12.1.4. FAA Standards for Markers and Lighting Obstruction to Air Navigation.

12.1.5. The Joint Ethics Regulation, DOD Directive 5500.7-R.

12.1.6. The American National Standards Institute/Telecommunications Industry Association 568-C.

13.0 PERFORMANCE EVALUATION.

13.1. If requested, the Contractor's system manger shall be available for periodic meetings with the PAO and supporting personnel to review the Contractor's performance.

13.2. Quality Control Program. The Contractor shall employ and make available at the request of the PAO, their internal commercial quality control program/procedures to identify, prevent, and eliminate recurrence of defective services, and ensure the PAO receives quality service, while meeting the requirements of this contract.

14.0 BUILDINGS WITH TV SERVICES

14.1. The following buildings have TV Service:

Public Affairs Office

Building 118 2 TV Connections / 3 Internet Routers

15.0 CHANGE CONTROL PROCEDURES.

15.1. The PAO may request changes in or additions to the work being provided here under by written modification to the Contractor by a warranted contracting officer.

15.1.1. Contractor will comply, to the extent feasible, with such requested changes.

15.1.2. Should Contractor determine that such changes cause an increase or decrease in the cost of or time required for performance of the work, Contractor shall advise contracting thereof.

15.1.3. The customer requested changes shall not become effective, until agreed upon and executed by Contractor and contracting officer.

15.1.4. Contractor will begin work in response to the PAO’s requested changes upon receipt of the written notification, a Purchase Order, and Addendum to the SOW for additional work.

15.1.5. The Contractor shall offer upgrades to their system with current technology comparable to the local community and surrounding area as they become available.

15.1.6. Changes to the SOW. The P A O recognize that over the term of this contract, television technology, regulation of television, and the programming service available for distribution will undergo continual change. The technology, equipment, and service required by this SOW may become uneconomical or otherwise disadvantageous to the PAO. The Contractor and the PAO agree to consider, in good faith, proposals submitted by either party for modification of this SOW to permit the introduction of new equipment and technology or to otherwise improve service at Saint Francis Barracks. Modifications under the subsequent contract will conform to FCC guidelines and standard industry practices.

16.0 PLACE OF PERFORMANCE.

16.1. The location of installation is the Public Affairs Office at Saint Francis Barracks. The Contractor is expected to work normal PAO business hours, 0730 to 1700, Monday through Friday, with sufficient time to allow for entrance and exit of base security points before during and after the normal work hours.

17.0 SITE SURVEY.

17.1. No more than a 2-day site survey will be required and scheduled through the PAO and accompanied by a technician from the PAO upon vendor selection. Provide a site survey report with allied support requirements, proposed install drawings, updated bill of materials, and coordination information.

18.0 POINTS OF CONTACT (POC).

18.1. Point of Contacts will be provided at time of award of the contract.

19.0 ADDITIONAL REQUIREMENT.

19.1 All work area shall be kept as clean as possible during working hours. Debris will not be allowed to accumulate on work site. All debris will be deposited in an authorized container supplied by the Contractor.
