Requirements
Instrumentation Rack Enclosure System 2020 (IERS-2.0)
NAVAIR, Lakehurst, NJ has a unique requirement to provide three (3) Instrumentation Equipment Rack Systems (IERS) which shall meet or exceed the following requirements.
1. Physical description: The IERS shall be constructed of three (3) short Equipment Racks stacked on top of each other. The racks must be mechanically fastened to each other to create one tall rack. The reason for three stackable racks is due to a “hatch-able” requirement. The physical external dimension of each rack shall be 18”H x 24”W x 36”D. The internal usable dimension shall be 9U= 15.75”H x 19”W x 34”D. The weight of an empty rack, without doors installed, shall not exceed 125 lbs. There shall be hinged doors front and rear (more discussion under ‘cooling’) and the doors shall be easily removable without tools. The racks shall NOT be made of Aluminum or Zinc plated cold rolled steel for long term corrosion and electrolysis concerns. Internal cabling between the rack stack is required and shall remain within the confines of the IERS (interconnecting cables between the racks cannot not exit the confines of the IERS), thusly there will be cables routed to/from the bottom rack to the middle rack and to/from the middle rack to the top rack, etc. The external color of the IERS shall be flat to semi-gloss black. The IERS shall be “hatch-able”. The definition of hatch-able is that the IERS’s sections must be able to be hand carry-able, by no more than two people, through a Navy ship and then assembled upon reaching their destination. This includes being able to carry the parts up and down stairwells;
through passage ways and ‘knee knockers’; around corners and through hatchways and doorways. The width between the handrails of a stairway is 24 - 25 inches. The knee knocker and hatchway dimensions are 26 inches wide by 60 inches tall of passable space with 11 inch high sills. The knee knocker and top are radius-ed. Knee knockers are passage ways through the steel structure of the ship. Hatchways are essentially knee knocker with doors. The doors are roughly 30 inches wide.
2. EMI: The IERS shall comply with NSA 94-106 National Security Agency Specification for Shielded Enclosures for
EMI emissions and susceptibility up to 100dB and up to 18 Giga-Hertz. Due to the hatch-able requirement, simply meeting NSA 94-106 for each rack is not acceptable. Interconnection cables between the racks must stay within the confines of the IERS thus requiring access as described in paragraph 1. The IERS will be disassembled and reassembled numerous times. The NSA 94-106 specification must be maintained for the IERS despite the cable accesses requirement and must be maintained for a minimum of 100 assemblies of the system. EMI gasket replacement, for example, is an acceptable solution as long as the gasket is a COTS design which is available upon short notice. Documentation shall be provided with this RFQ’s response, showing the proposed vendor has a standard product line of shielded enclosures (equipment racks) and a history of meeting the NSA
94-106 requirement for equipment racks; showing they can comply to the amplitude and frequency requirement; the method of hardening/sealing openings and penetrations and the material that will be used in the construction. Documentation shall provide specific test results from equipment racks, similar to this requirement that the vendor has designed, built and tested to the requirements previously.
3. Vibration: Within each section of IERS, the equipment rails shall be vibration isolated from the IERS structure.
The previous contract for IERS produced successful results with this solution. Simple rubber isolators were used.
There is no requirement for shock isolation of the IERS.
4. Figure 1 illustrates the arrangements of the IERS and the distribution of equipment within the three racks and is to be used as clarification of the physical description. The distribution of the equipment will create a high CG for the assembly, but this arrangement is necessary due to the location of the connectors located on the top of the top section.
5. Cooling: The exhaust fans shown are NMB Model 4715MS-12T-50B. The fan shall be 110VAC powered. If more than one fan is provided, then power between the fans of each rack shall be daisy chained to one power cord.
The total CFM requirement for each rack is the maximum capable within the alloted space. The example is approx 100CFM each. The method of mounting of the fan is left up to the vendor, however the EMI specifications shall be maintained with the installed exhaust fans. The exhaust fans shall be mounted on the upper half of each rear panel and the air inlet show be located on the lower half of the front panels.
6. Power distribution. Power strips shall be provided and mounted in the rear left side (facing the back of the IERS) of each rack (mounted vertically). A minimum of 5 three pronged (North American standard Type B) outlets shall be provided with a 15 Amp service rating per power strip.
7. The rack equipment mounting rails shall comply with standard rack units and be pre-threaded (i.e. no clips).
Mounting hardware shall be provided (24 screws per IERS section minimum). Four (4) easily adjustable and removable/installable vertical rails shall be provided per rack allowing for two horizontal positions for the equipment for both the front and rear of each rack. For example, equipment could be installed from either the front or rear and mounted to one of the two available rails. Some of the heavier equipment such as the Signal
Conditioners and the DAQ require both front and rear mounting, thus requiring the rail depths to be easily adjusted to accommodate different equipment depths. The rails shall be capable of being mounted at any horizontal position within each rack allowing for the depth of the equipment in the rack to be variable to allow for cables in front of and behind the equipment and to allow the front and back panels to be installed without interference.
8. One (1) 18-20 inch depth shelves shall be provide for each rack. The horizontal and vertical positions of each shelf shall be adjustable with standard rack unit resolution. These shelve will be used to help support equipment and to mount equipment.
Requirement changes from the 2014 contract
The changes are as follows:
1. Instead of the rear panels being screwed on and having panel mounted connectors, these rear panels will be more similar to the front panels which are hinged and will not have connectors. The cooling features mention above still remain.
2. The new location for all the connectors will now be on the top of the top section. The connectors shall be mounted on a removable panel for ease of wiring and installation of the connectors. This panel will be screwed to the top of the top section and will require an EMI gasket. An illustration of the approximate layout of the connectors is provide in figure 2. There are 64 signal connectors which are the same connector as from the original purchase. There are two 110VAC power input connectors located outboard of the 64 connectors and are also the same. There are 12 RJ-45 connectors, one fiber connector and then 4 additional connectors which are the same as the signal connectors.
3. The internal power strips shall be 15 amp rated and use the 5R-15 style connector.
4. Design and build (3) three rack slider systems (fourth unit does not need one). Sketches of the rack sliders are provided in figure 3.
Vendor shall be responsible for design and construction of (3) three rack systems; final layout of the connector design;
design and construction of the connector panels; purchasing and installing the bulkhead connectors and caps;
purchasing the mates and caps (if required) for all the connectors; and designing and constructing (3) slider assemblies.
Caps shall be lanyard mounted such that they cannot be removed from the panels. The connector PNs are recommendations and there is some flexibility but any changes shall be discussed with me.
Interested vendors shall provide quotation and proposal with sketches or drawings. Vendor shall provide proof of their ability to build equipment racks which meet the requirements as defined in this document. If alternative connectors are proposed, provide vendor, part number, hyperlink and reason for the change (i.e. past history, availability, better option, etc).
An illustration of the top panel, with the connectors, is below in figure 2. The connector part numbers, which will be mounted on the rack’s panels, are as follows and more detail is below for each connector:
