STATEMENT OF WORK

SECURITY SYSTEM AND EQUIPMENT MAINTENANCE, REPAIR, AND OR REPLACEMENT (SERVICE)

FOR

USIBWC HEADQUARTERS

1. GENERAL

The United States Section of the International Boundary and Water Commission (USIBWC) has the responsibility for applying the boundary and water treaties between the United States and Mexico and settling differences that may arise in their application. The USIBWC is an international body composed of the United States Section and the Mexican Section, each headed by an Engineer-Commissioner appointed by his/her respective president. 2. SCOPE OF WORK

Work shall consist of coordinating with the Security Services Division (SSD) and responding as needed to maintain the equipment listed below. The contractor shall maintain the equipment listed below, all accompanying equipment and materials, and update/upgrade CCURE 9000, and any other security system software as needed. The contractor shall not be responsible for any equipment damaged by means out of their control, such as vandalism or natural disasters but may be called to repair any damaged components.

The contractor shall possess the capability to supply loaner equipment in the case of a failure until a permanent component can be installed. Any replacement components shall be of the same or like item of equipment and meets compatibility requirements of the security system.

Major components include but are not limited to, Physical Access Control Systems (PACS), CCTV, Network Video Recorder (NVR), communication equipment, Intrusion Detection Systems (IDS), Security Management System (SMS), and Alarm (IDS) monitoring. The contractor will conduct an annual inspection upon the request of the SSD. An inspection report will be provided at the end of the inspection.

The current security management system used at the facility is CCURE 9000. The Contractor will ensure that the software is updated/upgraded annually at a minimum or more often as necessary.

The Contractor will ensure that they coordinate with the SSD annually to conduct a site survey/inspection visit to identify preventative measures to ensure uninterrupted operation of all components of the security system.

The Contractor will ensure that the alarm monitoring is updated annually with no interruption in services. This shall be included as part of the annual inspection/service.

3. PLACE OF PERFORMANCE

The Headquarters building is located in El Paso, Texas. The physical address is 4191 North Mesa, Texas 79902.

The hours of operation for the facility are typically, Monday through Friday from 7:00 AM to 4:00 PM, except on holidays.

4. REQUESTING REPAIRS

SSD will contact the Contractor when services are required. Services include but are not limited to inspection, troubleshooting, repair, replace, updating/upgrading software and/or systems, including alarm (Intrusion Detection System) monitoring. The Contractor shall be available to respond to service calls 24 hours a day, 7 days a week. Due to the potential need for travel, must be able to be on site within four (4) hours of notification.

5. EQUIPMENT LIST

The following equipment lists are not all-inclusive but list the major components of the security systems at all three locations.

EQUIPMENT LIST WILL PROVIDED AFTER THE VENDOR SIGNS A NONDISCLOSURE AGREEMENT. Below are the major systems that are installed at the facility.

· Intrusion Detection System (IDS)-alarm monitoring, key pads, motion detectors, etc.

· CCURE 9000 Security Management System (SMS)

· Physical Access Control System (PACS)-including card readers, gate openers, magnetic locks, electronic locks, door sensors.

· Closed Circuit Television (CCTV)-including Network Video Recorders (NVR), fixed cameras, Pan Tilt Zoom (PTZ) cameras, and multi-sensor cameras.
