C.1 - INTRODUCTION

The Contractor shall support two (2) Giraffe 1X radars owned by the Government.

This support solution excludes coverage of user-induced faults and battle damage, as well as accident, misuse, neglect & damage (AMN&D). Support of the Identify Friend/Foe (IFF) capability by the Contractor is also excluded.

C.3 - CONTRACTOR REQUIREMENTS (CLS PACKAGE)

C.3.1 PROGRAM MANAGEMENT AND ADMINISTRATION

C.3.1.1 PROGRAM MANAGER

The Contractor program manager shall manage the execution of this SOW’s requirements, have the authority to assign resources, and serve as the Government’s primary point of contact for contractual and administrative issues.

C.3.1.2 MEETINGS

Progress of the Contract shall be formally monitored through a series of meetings and reviews as identified below.

Progress meetings shall be chaired by the Contractor and held alternately at the Contractor’s and Government’s premises.

Each progress meeting, at a minimum, shall include the following:

- Failure trend analysis & statistics

- A log of all point of contact (POC) G1X radar incidents

- Statistics regarding assistance activities

- Fulfilment of delivery time

- System status; assessment and analysis

- Obsolescence situation (as information only)

- System safety and environmental updates as required

- Updates to technical notes and service bulletins

- AMN&D report (to include returned parts report if applicable)

C.3.1.3 TECHNICAL/OPERATIONAL SUPPORT

The Contractor shall give the government access to a point of contact (POC) for project and support questions via telephone or e-mail during normal office hours 08:00-16:00 EST, except non-office days.

This support shall provide answers to technical/operational questions related to the requirements in this SOW.

Technical/operational support issues shall be handled as follows:

- A first response, including an estimated time for an answer to the matter, shall be provided within two (2) working days.

- The Contractor shall, within a minimum of 80% of the cases, provide answers and solutions to the government in less than three (3) working days.

- The Contractor shall, within five (5) working days, provide 100% of answers unless the request involves a more extensive investigation or specific expertise (see Section C.4.3)

- If the request involves a more extensive investigation or specific expertise, the Contractor shall inform the

Government the work may be handled as a task per Section C.4.2, Engineering and Technical Services.

C.3.2 SPARE PARTS SUPPORT AND SUPPLY

The Contractor shall be responsible for replacement of all failed or degraded Line Replaceable Units, (LRUs) and

Line Replaceable Parts (LRPs), supply of Consumables, and other parts that are or have been supplied by the

Contractor, and are parts of the Government’s G1X system. Forward-deployed spare parts are identified in

Attachment A.

Spare part requests will be handled by the Contractor during normal office hours 08:00-16:00 EDT.

All G1X consumables shall be delivered within 30 days of award. All subsequent deliveries shall be made 30 days before the end of each contract year for a total of 6 deliveries (provided all options are exercised) and as needed.

Replacement is defined as the exchange of a part with another part of the same form, fit, and function. The replacement may be a new or refurbished item.

Defective, failed, or degraded parts shall be sent to the Contractor’s factory for repair/exchange within three (3) weeks of arrival of replacement spare part unless the Contractor and Government mutually agree to another course of action. NOTE: Shipping out times may vary due to customs issues outside of government control.

Acceptance testing of the spare part in the presence of the government’s inspector is not included. The Contractor shall be responsible for quality provisions of all parts prior to shipping.

The government’s fault reports (report of issue before and after installation of parts) and other relevant documents following each LRU/LRP will be completed by the Contractor. The service does not include repair/replacement of units, with failures or degradation that are resulting from accident, misuse, neglect, damage (AMN&D), or enemy activity. The same applies to modifications or repair attempts performed by the government or their representatives that are not in full conformity with the Contractor’s specification and/or not carried out in full conformity with the

Contractor’s released modification instructions. Service(s) desired by the government for these failures will be delivered after a case-by-case agreement (see Section C.4.3, Engineering and Technical Services).

C.3.2.1 FAILURE ANALYSIS AND REPORTING

The Contractor shall establish and maintain a fault history archive in order to capture usage, failure and corrective action data. The Contractor shall conduct (in conjunction with the Government) an analysis of reliability and maintainability data. The archive shall include information about repairs, as well as statistics regarding achieved reliability and maintainability data.

C.3.2.2 POOL OF SPARE PARTS

The Contractor shall give the Government access to the Contractor’s spare part pool including defined Line

Replaceable Units (LRU), Line Replaceable Parts (LRP), and consumables. The Contractor shall dimension the content of the pool with spare parts needed for the operation of the government’s two Giraffe 1X radars.

The Contractor shall maintain the spare part pool during the period of performance (PoP). The Contractor shall guarantee the availability of spare parts held in store for the PoP.

C.3.2.3 PROVISION OF DEPLOYED SPARES

The Contractor shall dimension a deployed spare kit, taking in account expected shipping/logistics, the number of hours the systems will operate and the overall support concept according to this SOW. The deployed spare parts kit will/can be re-dimensioned during the contract time in order to maintain high operational availability.

C.3.2.4 SPECIAL TOOLS AND TEST EQUIPMENT

In support of G1X radar system, the Contractor shall identify and provide, as a part of CLS, STTE. The required set of tools and STTE are defined in Attachment B.

C.3.2.5 TRANSPORTATION

The Contractor will use a commercial, high priority freight forwarder for the delivery of spares and critical parts.

The required shipping locations are:

- US Embassy, Baghdad, Iraq (default)

- US Embassy, Amman, Jordan (with prior approval with the COR)

- Other mutually agreed upon locations

C.3.2.6 CUSTOM CLEARANCE

The Contractor shall be responsible for the customs’ clearance of spare parts into and out of Sweden and the United

States.

C.3.2.7 DELIVERY TIME AND METRICS

The support concept and the dimensioning of the deployed spares are based on an established support chain and commercial carrier.

As a metric to control the responsiveness of the CLS contract, the following delivery times will be used:

- Priority- 96 hours for rocket and mortar (RAM) critical parts that are not in deployed spares

- Normal- Four (4) weeks for non-RAM critical parts, or replenishment of deployed spares

- Return of deployment spares 1 month after contract expires

- Return of all spares affected by a re-dimensioning event 1 month after notification by the contractor and concurrence of the government

The delivery metric starts when the Contractor has received a request within normal business hours. The delivery metric ends when the part has arrived to the agreed shipping location or point of entry (upon Government approval).

C.3.2.8 MAINTENANCE TASKS

The Contractor shall identify, as a part of CLS, all preventative maintenance tasks for the G1X radar system adapted for the operational environment and the operational profile. These tasks, according to the Maintenance Plan (see

Attachment C), shall be followed by the government and reported to the Contractor in an agreed format (weekly maintenance report). Any changes are to be mutually agreed.

C.3.2.9 FIELD DOCUMENTATION

The Contractor shall provide to the COR all Technical and Service Bulletins, with regards to human safety and hardware safety related issues, upon award of the contract. The field documentation (technical publications) shall be maintained and delivered in a format agreed upon by COR. Field documentation shall be updated once on an annual basis to include DoS G1X specific updates and applicable updates learned from comparable systems. Safety related updates shall be sent to the government upon discovery as soon as possible.

C.4 - SUPPORT SERVICES

The Contractor shall maintain the required resources (infrastructure and expertise) to support any tasks the government may order through CLINs.

C.4.1 HELPDESK 24/7 SUPPORT

Upon ordering under this CLIN, in addition to the Technical/Operational Support listed in Section C.3.1.3, the

Contractor shall provide 24/7 Helpdesk support via telephone or email (in addition to CLS). The start of service shall be within 14 days of receipt of order.

C.4.2 TRAINING

The government’s operators and maintainers assigned to the G1X radar systems shall be trained and certified by the

Contractor on a mutually agreed program of instruction incorporating lessons learned and best practices based on the configuration of the government’s system.

The Contractor shall provide:

- Operator training (maximum of 7 participants per session, 32 hours of instruction over the course of 4 business days);

- Maintenance training (maximum of 5 participants per session, 100 hours of instruction over the course of 10 business days)

All training will be held in the English language and performed at the Contractor's facility. Training dates will be established based on mutually agreed upon dates. All participants will receive a certificate of successful completion and a copy of User and Technical Documentation upon completion of the course. The government shall provide at least 90 days advanced notice of training, unless a mutually agreed training date is established by both parties beforehand.

C.4.3 ENGINEERING AND TECHNICAL SERVICES

The Contractor will provide Engineering and Technical Services (ETS) to support events such as:

- Support to the Governments requested technical studies

- Verification events

- System upgrades and improvements

- Resolve longer and more complex support issues resulting and for technical studies

The scope, schedule, and funding for each task shall be mutually agreed upon by the Contractor and the Government before execution.

ETS may be ordered for tasks, such as:

- Software and/or Hardware redesign or modifications.

- Support to domestic and international events, including hazardous duty locations.

- Integration of, and/or testing with command and control systems or other sensors.

- Upgrades to the system for enhanced functionality.

- Repair of items due to AMN&D.

- Refurbishment of system components.

- Emergency support to fielded systems.
