About this file

This statement of work outlines RNA sequencing services required by the USDA Agricultural Research Service Grape Genetics Research Unit. The contractor shall sequence RNA from 96 grapevine samples using strand-specific mRNA library preparation with polyA enrichment and 2x150bp NovaSeq 6000 sequencing to provide at least 6 gigabases of data per sample. The contractor must deliver sequencing data to the research unit within 21 days of receiving and quality checking the RNA samples. The sequencing work must be performed in the United States and meet Section 508 accessibility standards. The solicitation will result in an award to the technically acceptable bidder offering the lowest price inclusive of all line items, with technical capability, past performance, and price being evaluated.

Genome Sequencing of Grapevine

I BACKGROUND

The USDA, ARS, Grape Genetics Research Unit in Geneva, New York requires the technology platforms/services of Novogene, for RNA Sequencing of Grapevine. The Sequencing data is used to evaluate levels of gene expression in plant tissue responding to treatments, or to evaluate gene expression in model plant species used for transgenic gene functional validation.

II. SYSTEM REQUIREMENTS.

1. 96 samples of Illumina RNASeq sequencing, including at minimum:

a. Quality check of received RNA,

b. Strand-specific (directional) mRNA library preparation with polyA enrichment,

c. 2x150bp NovaSeq 6000 sequencing (at least 6 Gbp data per sample),

d. Data quality control, re-processing as needed,

e. Raw sequence data transfer by secure means,

f. Rapid turn-around time 21 days or fewer from Quality check of received RNA.

g. All work completed in the U.S.A.

III. Section 508 Accessibility Compliance

It is mandatory that products developed, procured, maintained, or use Electronic and Information

Technology (EIT) be accessible to employees with disabilities. Examples of EIT equipment are peripherals, copiers, fax machines, computers.

c. Utilities. Not Applicable.

d. Delivery. The Contractor shall deliver the Sequencing data to the USDA-ARS, Grape Genetic

Research Unit, 15 Castle Creek Drive, Geneva, NY, 14456, within 21 days or fewer from Quality check of received RNA.

e. Installation and Start-up. Not applicable.

V. Training and Documentation – Not Applicable

VI. Warranty. The Contractor shall provide standard warranty coverage.

VII. Evaluation Criteria

The Government intends to make an award based on the technically acceptable offer with the lowest evaluated price (inclusive of all line items), price and other factors considered. The following evaluation criteria shall be used: Technical Capability (evidence of successful strand-specific library preparation and sequencing of grapevine RNA), Past Performance and Price. Technical Capability and Past Performance shall be scored on a

“Pass/Fail” basis.

1) TECHNICAL CAPABILITY OF THE FIRM. Each offeror is required to furnish descriptive literature and warranty information for each component. Documentation is to be furnished to show how the offered item is in compliance with the statement of work or how it exceeds the statement of work.
