STATEMENT OF WORK
SOIL EROSION AND XERISCAPING
1.0 PROJECT SCOPE: The work under this task order shall consist of providing all labor, tools, transportation, supplies, supervision, materials and equipment to install xeriscaping to effectively reduce soil erosion into Kearney Blvd. The work includes the tasks described herein and as required to successfully complete this project’s requirements.
2.0 MATERIAL AND DEBRIS REMOVAL: All demolished materials and debris shall become the property of the Contractor and shall be disposed or recycled off base at the Contractor’s expense in accordance with local, state, and federal environmental laws and regulations.
3.0 CONTRACTOR FURNISHED MATERIALS: Contractor shall furnish all materials to accomplish the work as described in this SOW.
4.0 PROJECT DESCRIPTION: The following requirements are intended to describe the general scope of the project, but in no way limit the contract with respect to the extent of work indicated in the specifications, and are subject to the terms and conditions of the contract. It is the intent and meaning of this document that the Contractor shall provide a complete renovation of the intended areas that are complete with all items and appurtenances necessary, reasonably incidental, or customarily included, even though each item is not specifically called out.
A. PREPARATION:
1) Contractor shall provide general stormwater protections during construction, to include wattles and silt fence as needed to protect storm drains and soil runoff.
2) Due this project occurring primarily on Kearney Blvd, the contractor shall not impede traffic completely, allowing vehicle traffic to operate as normal.
B. NEW WORK:
Site work:
1) Contractor will remove existing temporary wattles around each identified area, grade the selected areas as needed to prepare for weed block material, xeriscaping and cobble installation.
2) Contractor will clean and prep (remove) all remnant debris and soil, ensuring the area around each site appears complete. This includes cleaning the sidewalk and roadway without spraying the soil into the storm drains.
3) Contractor will ensure that no electrical, communication or other service box is covered or inaccessible for the duration of this project as well as after completion. GAFB must maintain the ability to access and service all applicable service locations.
4) There are approximately 9 areas to xeriscape for erosion control:
1. Southwest corner of Kearney Blvd and Valiant St. Approximately 2,975 square feet area to remove 6 inches of soil, install weed barrier and install cobblestone/river rock with a low-profile curbing around the area, which is flush with the ground when project is complete.
2. Northeast corner of Kearney Blvd and Valiant St. Approximately 1,779 square feet area to remove 6 inches of soil, install weed barrier and install cobblestone/river rock with a low-profile curbing around the area, which is flush with the ground when project is complete.
3. Along the East edge of Kearney Blvd. across from the commissary parking lot.
Approximately 9,096 square feet area to remove 6 inches of soil, install weed barrier and install cobblestone/river rock with a low-profile curbing around the area, which is flush with the ground when project is complete.
4. Along the East edge of Kearney Blvd. between the base commissary (Bldg 213) and the Crossroads building (Bldg 3201). Approximately 6,584 square feet area to remove 6 inches of soil, install weed barrier and install cobblestone/river rock with a low-profile curbing around the area, which is flush with the ground when project is complete.
5. Along the East edge of Kearney Blvd. across from the base commissary loading docks, southwest of building 3210 dormitory. Approximately 5,595 square feet area to remove 6 inches of soil, install weed barrier and install cobblestone/river rock with a low-profile curbing around the area, which is flush with the ground when project is complete.
6. Along the East edge of Kearney Blvd. across from the Burger King (Bldg 303), West of Bldg 3210 dormitory. Approximately 6,679 square feet area to remove 6 inches of soil, install weed barrier and install cobblestone/river rock with a low-profile curbing around the area, which is flush with the ground when project is complete.
7. The center median of Kearney Blvd. across from the Burger King (Bldg 303).
Approximately 1,512 square feet area to remove 6 inches of soil, install weed barrier and install cobblestone/river rock with a low-profile curbing around the area, which is flush with the ground when project is complete.
8. West side of Kearney Blvd., Southeast from the Burger King (Bldg 303), area south of the concrete surface drain. Approximately 895 square feet area to remove 6 inches of soil, install weed barrier and install cobblestone/river rock with a low-profile curbing around the area, which is flush with the ground when project is complete.
9. West side of Kearney Blvd., Southeast from the Burger King (Bldg 303), area south of the concrete surface drain. Approximately 1,430 square feet area to remove 6 inches of soil, install weed barrier and install cobblestone/river rock with a low-profile curbing around the area, which is flush with the ground when project is complete.
(All measurements are approximate and contractor should field verify).
5.0 SPECIAL CONSIDERATIONS: Work shall be performed in a manner to create minimum disturbance and inconvenience to the Goodfellow AFB. The contractor shall protect existing curbing, vegetation, and stormwater areas in general at all times. Contractor shall clean up the area at the completion of the project. As a minimum the Contractor shall give the Contracting Officer 72 hours advance notice for any utility outages affecting the any building.
6.0 GENERAL QUALITY CONTROL TESTING: The Contractor is responsible for all quality control testing. All testing shall be performed at no additional cost to the Government. No work requiring additional testing will be permitted until the required tests have been identified and approved by the Contracting Officer.
7.0 SUBMITTALS: The Contractor shall provide the following submittals along with the basic required contract submittals, to the Contracting Officer for approval:
1. Specific cobblestone/river rock (3-5 inch size)
2. Specific flush concrete curbing to be used
3. Type/style of weed barrier to use
4. Soil/Debris plan for off-base disposal
