1.0 Background
NASA Armstrong Flight Research Center (AFRC) operates Gulfstream C-20A aircraft serial number 389 commonly identified as NASA 802 (aircraft tail number N802NA). The 4500 flight hour wing attach frames forward (538010 (P) ) and aft (538015 (P) ) are due for inspection. This work cannot be accomplished by AFRC personnel due to lack of expertise and hardware required for the task.
2.0 Objectives
The Objective of this statement of work is to complete the 4500 flight hour inspections of the wing attach frames. With the amount of work needed to disassemble the aircraft for this inspection it would save time and money to have the standard Ops 1, Ops 2 maintenance package and the fuselage penetration inspection done in parallel at a location which is certified to repair any damaged items.
3.0 Scope
The expectation of this task is that an FAA certified contractor complete these tasks as specified in the requirements of this document. No additional work is sought.
4.0 Requirements
It will be necessary for the contractor to meet the following requirements:
1) The contractor shall be an FAA certified 14 CFR Part 145 FAA Repair Station.
a. Highly desired that the contractor possesses current AS9110 or AS9100 third-party certification
2) CMP Tasks are listed in the spreadsheet:
3) The contractor must allow NASA designated personnel including inspectors, aircraft maintenance personnel, and other technical experts to observe all work performed as a result of these requirements. NASA designated personnel may include employees of NASA and employees of NASA Armstrong support contractors. The contractor is required to provide NASA with at least 72-hour notice that work is scheduled to be performed to enable NASA to coordinate travel arrangements.
4) The contractor shall immediately notify the on-site NASA designated personnel should any unknown conditions be found requiring repair outside the original scope of this contract.
a. The on-site NASA designated personnel shall coordinate with the Contractor and relevant NASA Armstrong offices to develop a disposition plan for the additional repair and to secure authorization for any additional required work.
b. Under no circumstances should the Contractor perform work outside the original scope of this contract without the express authorization of the NASA Contracting Officer.
5) After performing the required scheduled maintenance tasks the contractor shall restore the aircraft to a flyable state. This includes reinstallation, operational checks and leak checks of removed panels and aircraft systems, logbook entries, return to service authorizations, and any other required closeout tasks
6)

5.0 Deliverables
The contractor must provide the following:
The repaired aircraft N808NA with all CMP tasks complete.
All relevant documentation of the completed CMP tasks including records showing proof of FAA compliance and logbook entries All relevant documentation of the inspection and repair, if performed, of the CMP tasks.
All relevant documentation of the completed CMP tasks.
6.0 Government-Furnished Property, Material, Equipment, or Information (GFP, GFM, GFE, or
GFI)
NASA AFRC will provide Gulfstream C-20A aircraft serial number 389 (N802NA).
7.0 Security
All data for this project shall be unclassified and not subject to ITAR or EAR restrictions, as verified by NASA Headquarters Security through the Department of Defense.
8.0 Travel
Access to contractor facilities will be necessary for presence of NASA AFRC personnel (for example Quality Assurance, Aircraft Mechanics, Operations Engineer).
9.0 Special Material Requirements
The contractor will provide all materials and hardware are necessary for completion of Section 4.0.

REVISIONS

Base
This section tracks changes made to the SOW so that the history of the SOW can be viewed easily. A brief summary of the change for the revision should be entered along with the date of the change.
SOW Language Tips:
A variety of people with different perspectives and life experiences will read your SOW. Readers typically include Government and industry contracting personnel, managers, technical experts, accountants and lawyers. All these readers need to understand the SOW in a clear and concise manner;
therefore, language selection is very important.
Below are tips that you should consider when reviewing the SOW:
Use simple words, phrases, and sentences whenever practical.
Be concise, precise, and consistent. Keep sentences short and to the point. Normally the longer the sentence, the harder it is to understand.
Use verbs in the active voice. A verb is in the active voice when it expresses an action performed by its subject. For example, “The Contractor shall report contract progress quarterly.”
Conversely, avoid using verbs in the passive voice. A verb is in the passive voice when it expresses an action performed upon its subject or when the subject is the result of the action. For example, “Contract progress shall be reported quarterly by the Contractor.”
Use “shall” or “must” when writing a requirement binding on the Contractor. Avoid “should” or “may” because they leave the decision on appropriate action up to the Contractor.
Use “will” to indicate actions by the Government.
Be consistent when using terminology. Use the same word to mean the same thing throughout your SOW. Avoid using different words to indicate the same type of action.
Avoid redundancy. At best, requiring the Contractor to do the same thing in different parts of the SOW will add needless words to the SOW. At worst, there may be subtle differences in the requirements that may lead to a dispute during contract performance.
Avoid vague or inexact phrases and generalizations.
Avoid catchall and open-ended phrases, such as, “is common practice in the industry,” “as directed,” or “subject to approval.” If you want to give the Contractor an opportunity to use their standard commercial practices, require each offeror to identify its commercial practices in a proposal and then include that proposal as part of the order/contract.
Define technical terms.
Avoid using Government jargon. Assure that it is clearly defined whenever jargon must be used.
Only use “any,” “either,” “and/or,” “etc.” when allowing the Contractor to select an alternative.
Use abbreviations or acronyms only after spelling them out the first time they are used (e.g., National Aeronautics and Space Administration (NASA)). Spell them out even if they are commonly used by NASA because a commercial Contractor may not be familiar with them.
Identify the date or version of any document referenced in your SOW.
Advise readers from industry where they can obtain referenced documents.
