About this file
This document is a Justification for a Brand Name Sole Source Procurement. It recommends that NASA negotiate solely with Gulfstream to perform a 4500 flight hour fuselage inspection on the G-III aircraft N802NA. The unique requirement is that the inspection can only be performed by Gulfstream technicians and equipment, as the aircraft is old and many maintenance facilities lack the expertise. Using another vendor would risk additional costs and schedule delays, as they would need to coordinate with Gulfstream. The total estimated cost is not provided, but the period of performance is 40 working days. This procurement is being conducted by the NASA Shared Services Center.

Sole Source:
☐I recommend that NASA, NASA Shared Services Center negotiate with Vendor Name only for Enter Supply or Service to be procured. The total estimated cost of this effort is Enter Dollar amount and the estimated period of performance or lead-time for delivery is Date.
OR
Brand Name Justification:
☒I recommend that NASA, NASA Shared Services Center negotiate with only with vendors who can provide the subject brand name from Gulfstream for 4500 FH Fuselage Inspection. The estimated period of performance or lead-time for delivery is 40 working days.
This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):
1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.
NASA’s N802NA is a G-III aircraft that many maintenance facilities do not have the expertise with based on its age. For this procurement we have a specific requirement for a 4500 flight Hour inspection of the fuselage wing attach points that can only be done by a Gulfstream technician and a Gulfstream Eddy Current machine, with additional precision shoring of the aircraft prior to Non-Destructive Test Inspections.
2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.
We have a short window through the end of January to complete this work before our mission is affected.
If another vendor is used, they will not be in control of their schedule since they would need to depend on Gulfstream to fly a person and equipment out to their facility and if they have not shored the aircraft correctly and have to redo it, will incur additional costs and days to the schedule. Also, if another vendor does not know how to repair an old part they will need to request additional time from Gulfstream.
Gulfstream will charge more to a third party than to the government.
