The related federal contract opportunity is a sole-source Request for Quote (RFQ) from the Department of the Navy Naval Supply Systems Command, with a solicitation number of N00244-24-R-0082. It specifies the required 3M Scott X3PRO SCBA equipment, with a quantity of 50. Offers must be from an authorized 3M Scott reseller/partner, and meet regulatory approvals. The Buy American Act applies, and the Government intends to use simplified acquisition procedures to award to the lowest priced technically acceptable offeror.

STATEMENT OF WORK
FY24 FI PROCUREMENT OF 50 EA. SELF-CONTAINED BREATHING APPARATUS
(SCBA) EQUIPMENT
1.0 Background:
1.1 Navy Region Southwest (NRSW) Fire & Emergency Services (F&ES) Fire Fighters require the procurement of new SCBAs to replace aging units currently in use. The SCBA lifespan is linked to it’s ability to pass a POSICHEK test for pressurization. This test ensures the Fire Fighter has clean air to breath while fighting fires. The current SCBAs have been continuously in use for over 15 years and are beginning to fail this test. Due to cost limitations, NRSW F&ES is unable to procure all the SCBA packs required at one time. This non-personal services, Name Brand, Firm Fixed Price (FFP), one –time contract to procure 50 SCBA packs.
1.2 The Scott X3 SCBA Pack is used by Fire Fighters while fighting fires. It allows them to breath clean air under hazardous conditions keeping them safe from smoke &/or caustic fumes.
SCOTT SCBAs are the standard used CNIC enterprise wide by Federal Fire fighters. A product by a different manufacturer would not be compatible with the SCBAs currently in use across Navy Region Southwest. Each SCBA manufacturer maintains proprietary rights to their equipment and its parts. They are not interchangeable and therefore not cost efficient for repairs, parts or maintenance services.
