Statement of Work Heating, Air Conditioning and Ventilation Maintenance and Repair for Adams

1.0 Background and Location

1.1 Mission: Adams National Historical Park was designated as part of the National Park Service in 1946 to commemorate the distinguished men and women of the Adams family who dedicated their lives to the development and service of the United States. The thirteen-acre park is comprised of the Birthplaces of John Adams and John Quincy Adams; the Old House at Peace field, home to four generations of the Adams family; and the Stone Library. Adams National Historic Park (ADAM) mission is to preserve history, historic structures, and cultural landscape for future generations.

1.2 Description: The work described in this statement of work is intended to provide HVAC-R annual services and emergency repairs which complies with all applicable laws, rules, and regulations. The work described includes all necessary supervision, tools, equipment including safety equipment, labor, supplies and transportation. The work will be performed at Adams National Historical Park in Quincy, MA. The equipment included in this contract is to maintain comfortable work and use spaces for staff and visitors (typical seasonal HVAC-R systems), and to control climate in spaces used for storage of museum curatorial collections (these systems use heat, Air Conditioning/cooling (AC) De-Humidification and Humidification year-round).Prior to submitting a quote, offerors are urged and expected to inspect the sites where the services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim (compensation of additional time) after contract award.

1.3 System Controls and Panels

System control panels for the Adams Carriage House, Stone Library and Beale House will to be coordinated with the existing vendor for troubleshooting and annual maintenance.

1.4 Purpose of Contract: All work of this Contract shall be performed in accordance with the following applicable laws, ordinances, rules, regulations and standards:

The National Electric Code. Massachusetts Building Code The Massachusetts Electric Code.

American Society of Mechanical Engineers (ASME) American Society of Heating, Refrigerating and Air-Conditioning Engineers (ASHRAE) Massachusetts Department of Public Safety

OSHA

CDC Public Health Protocols.

The contractor shall furnish all labor, transportation, materials, supplies, and supervision for the maintenance and repair of all the described HVAC-R units as in accordance with accepted maintenance, repair and inspection practices as set forth in the above- referenced applicable laws, ordinances, rules, regulations, and standards.

The maintenance, inspections, and repairs are to ensure that the HVAC-R equipment is in good working order to provide a comfortable and clean environment for the public and employees. The HVAC-R equipment is located at Adams NHP (See Section 1.5-A and 1.5-B). The Park’s requirement is for a base year period of performance and two option years, each with a period of performance of one year.

1.5 Description of Equipment:

The heating, air conditioning ventilation and Refrigeration, (HVAC-R) equipment in this scope of work is located within each park Adams NHP. The information for each park’s HVAC-R equipment is as followed:

This building has 3 air handlers for heat only and will not be included in the annual Preventative maintenance schedules Minor system break downs may occur and will be resolved with a service call.

The Beale Carriage House Maintenance Facility serves as the park maintenance offices, break room, and primary maintenance operations area.

SECTION 2.0 SCOPE

General Intention: It is the intention of this contract that the contractor shall furnish all labor, transportation, materials, supplies, and supervision for the maintenance, service and repairs of the described HVAC-R equipment. The maintenance, service and repairs shall be performed in accordance with accepted maintenance, repair and inspection practices as set forth in the manufacturer’s recommended specifications and the applicable laws, ordinances, rules, regulations, and standards referenced in

Section 1.3. Work also consists of providing a response and service by means of repair, if under the threshold parameters or authorized by written modification, relative to Emergency Service Calls or equipment breakdowns. All equipment which is replaced must be replaced with similar products in accordance with the manufacturer’s recommendations, and the new parts will be maintained as needed moving forward as stated in section 4.0 (Note: ADAMS NHP will supply and stock the necessary air filters onsite.)

SECTION 3.0 GENERAL

3.1 The contractor shall provide maintenance, service, and repairs by a trained and license mechanic with a current Massachusetts license. The trained mechanic or mechanics shall hold a current license as needed to meet the Massachusetts code requirements to perform work such as but not limited to, Refrigeration’s Technicians License, Massachusetts Electrical License, and Gas Fitters license.

3.2 Contractor’s central office shall always be reachable by phone.

SECTION 4.0 WORK DETAILS

4.1 Details of Annual Maintenance and Service

The quantities shown in the Proposal Schedule for Annual Maintenance and Repairs are estimates. Each HVAC-R unit shall have Annual maintenance and repairs when necessary to maintain a properly working HVAC-R units. The Contractor shall provide a written description of work performed and the condition of the HVAC-R equipment after each annual maintenance service to the C.O.R.

Annual Scheduled Maintenance, – Contractor shall perform all the Annual Scheduled Maintenance during the time of November 1- December 10th each year for heating season and perform the Annual Scheduled Maintenance during the time period of with year April 1- May 10th each year for Cooling Season. Contractor shall invoice all work each season (2 times per year).

a. Inspect, adjust and brush clean evaporator and condenser unit and coils in each AC unit. Clean Condenser Fin Coils with exterior Coil Cleaner Solution, 7 each year, so that the total amount. Use environmentally friendly products (Green Products) for all maintenance work.

b. Inspect and clean Furnaces and Boiler Burners. Adjust Burners for efficiency.

c. Replace air filters with new air filters, locations in section 1.5. Air filters shall be Park supplied MERV 8 - 13 for all regularly occupied spaces, and replace in kind for other spaces, sized according to the manufacturer’s specifications. The air filter shall be the pleated type. Filters shall be replaced 2 times per year. Use highest recycled content available.

d. Check fan belts for wear and proper operation. Adjust and or replace belts when necessary to maintain the HVAC-R equipment in good working order. Belts must be replaced 1 time per year and inspected/adjusted a second time that year (at the next CLIN service) to ensure proper operation.

e. Check and verify that the refrigeration loop has a proper charge of refrigerant to maintain the HVAC-R equipment in good working order. Supply and recharge refrigerant as needed in situations where no leak is detected. If leak repair and subsequent recharge is required, this is part of 4.2 below. Check refrigerant piping and components for vibration and chafing.

f. Check and test the thermostats associated with each HVAC-R unit for proper operation. 2 times per year.

g. Check each condensate lines associated with each HVAC-R unit for broken, cracked or clogged lines and repair when necessary to maintain properly working condensate lines. Flush and clean condensate lines annually. Check drain pan, empty and re-seal as needed. 2 times per year.

h. Check electrical components for corrosion, loose connections, worn parts and replace or tighten when necessary to maintain a properly working HVAC-R unit. Check power supply voltage. Check condition of all starters and contactors. Check operating amperages of system components. 2 times per year.

i. Inspect and lubricate all circulator pumps.

j. Check heat Zone Valves for proper operation, once per year.

k. General. Check and Lubricate System components as required, including moving parts assembly; including check standing pilot, and check electronic spark ignition if applicable. Check System Operating Pressures and temperatures, including manifold.

Check system safety controls. Visually check for oil, gas or refrigerant leaks; and report issues as needed. Complete equipment checklist. Perform other standard recommended annual inspections and cleanings not listed above. Once or twice per year, as appropriate per equipment.

4.2 Service Calls

Overtime Hours Service Calls, Evenings, Weekends and Federal Holidays

4.2.1 The Contractor will perform all work necessary to restore outdated, inoperable, or damaged equipment and systems to normal function.

4.2.2 Labor attributed to each service call shall include only time expended by the Contractor while on the job site and/or in the procurement of required materials.

4.2.3 Service Call Reception:

The COR will notify the Contractor, via telephone, email and/or applicable electronic work management system of all service calls related to work during regular working hours and provide the following information.:

1. Classification of each call, Emergency Service Call or Routine Service Calls, as described below.

2. Description and location of the problem and/or required service

3. Date and time service requirement was identified/received

4. Location of Equipment, Item, or system to be repaired

4.2.3.1 The Contractor shall prepare an estimate for the repair detailing the labor hours and materials before coordinating with the COR to proceed with the repair.

4.2.3.2 Outside of Regular Working Hours: The COR will contact the Contractor, via telephone, after hours, on weekends, and during holidays. The COR will verbally identify the problem and/or required service and will prepare a Service and Supply Request Authorization Form no later than 10:00 AM on the following regular workday.

4.2.3.3 Response to Service Calls: The Contractor shall provide adequate procedures for receiving and responding to service calls 24 hours a day, seven days a week, including weekends and holidays. A single telephone number shall be provided by the Contractor for the receipt of all service calls. Service calls shall be considered to be “received” by the Contractor at the time and date the telephone call is placed by the

COR.

4.2.3.4 Emergency Service Calls: Shall be responded to by phone within one (1) hour, and if needed in person within twenty- four (24) hours, of notification and worked on until either the issue is resolved, or the equipment/system problem is remediated to a non- emergency condition.

4.2.3.5 Routine Service Calls: Shall be responded to the same day the call is received unless after 3 PM on each Federal Government workday. If a service call is received after 3 PM, the Contractor shall respond to the call the morning of the next workday no later than 10 AM.

4.2.3.6 Completed Emergency/Routine Service Calls: On the next working day after the completion of a service call, the Contractor shall provide a written report with the following information to the COR:

1. Description of work completed.

2. Description of materials and parts used, including quantities and costs.

3. Date and time work commenced.

4. Date and time work was completed.

5. Number of labor hours, and associated cost, expended by Labor Category.

4.2.3.7 Hour Definitions -

Regular Hours - (Monday through Friday, 7 am to 4 pm excluding Holidays)

After Hours - (Monday through Friday, 4 pm to 7 am, Saturday, Sunday and Holidays).

4.2.3.8 Contractor shall provide a written description of repair work done during each site visit to the COR.

SECTION 5.0 SCHEDULING

5.1 Prior to the start of work, Contractor shall provide a list and schedule of Annual Maintenance to the Contracting Officer, per piece of equipment, listing tasks to be performed for each piece of equipment and size and type of all items that will be replaced as part of annual scheduled maintenance, CLINs 00010. For Annual Maintenance, the Contractor shall provide at least a forty-eight (48) hour notice to the COR, together with a proposed alternate date, should it become necessary for any reason to reschedule the Annual maintenance work.

5.2 The Government reserves the right to request the rescheduling of any scheduled Annual work due to special events or other circumstances. Such requests shall be made by the Government at least forty-eight (48) hours prior to the scheduled maintenance work.

5.3 No work under sections 4.1 or 4.2 is to be undertaken without coordination and approval of schedule between contractor and COR.

SECTION 6.0 GOVERNMENT FURNISHED MATERIALS

The Government will furnish only supply air filters. All other materials and tools are Contractor furnished from outside the park.

SECTION 7.0 SECURITY

7.1 Service mechanics shall display on their outer garments an identification indicating the contractor’s name. Identification shall be furnished by the contractor at no additional cost to the Government. Representatives of contractor’s office will be allowed to park vehicles in areas designated by park personnel.

7.2 Contractor shall take the necessary safety measures to ensure public safety while performing their duties.

SECTION 8.0 CONTRACTOR’S USE OF PREMISES

8.1 Public restrooms will be available for the contractor employees to use. Common housekeeping rules apply; use of facilities may be prohibited if determined by COR.

8.2 All work shall be completed in such a way as to create no damage and to protect the surrounding government property, and belongings etc. No technician at any time shall be permitted to drill, nail, screw, remove etc. any piece or pieces of the historic character (The Historic Character is defined as the sum of all visual aspects, features, materials, and spaces associated with a property's history.) The technician shall ask the COR for clarification if the need arises.

8.3 Contractor shall provide a listing of all employees proposed to be utilized during the performance of the work, together with evidence of their licensure in their respective trades where applicable. All employees may be subject to background checks by the National Park Service.

8.4 Contractor shall ensure that all work is performed in accordance with all applicable OSHA and other safety regulations and in accordance with accepted maintenance, repair and inspection practices as set forth in the applicable laws, ordinances, rules, regulations and standards as referenced in Section 1.3.

8.5 The Government agrees to furnish to the contractor the following necessary utilities: water and electric power.

8.6 Provide covered storage for all debris and other trash and dispose of all trash off-site in accordance with all applicable regulations and laws. Do not dispose of debris in National Park Service trash receptacles or containers.

SECTION 9.0 RESTRICTIONS

9.1 Contractor shall take care not to damage any existing historical natural features.

Should such damage occur, Contractor shall repair it to the satisfaction of the Contracting Officer at no expense to the Government.

9.2 No physical contact with historic artifacts is permitted without the approval of the

COR.

9.3 No food, liquids, or tobacco products shall be permitted inside any of the properties without the approval of the COR. The COR or any representative of the National Park Service will direct the contractor on where he or she is allowed to have food, liquid, or tobacco products.

9.4 No active listening devices such as radios, iPod, etc. shall be permitted at any of the properties. This includes devices using ear buds. Explanation: Music, loud conversation, etc. could be a disturbance to the staff and/or visitors and shall not be permitted. Wearing and using music devices with ear plugs can create a safety problem.

SECTION 10.0 HOLIDAYS

Government Holidays are as follows: New Year’s Day, Martin Luther King Jr.’s Birthday, President’s Day, Memorial Day, June 19th, Independence Day, Labor Day, Columbus Day, Veteran’s Day, Thanksgiving Day, and Christmas Day; the preceding Friday when one of the above holidays falls on a Saturday; the following Monday when one of the above holidays falls on a Sunday.

SECTION 11.0 WARRANTY

Items that are cleaned, replaced or serviced, as part of this contract “except items that have replacement periods of less than 1 year”, are subject to a 1-year warranty period.

Items with cleaning or replacement periods of less than 1 year will be warrantied for the cycle specified in section 4.0.
