Scope of work for Electric projects at Harrison Lake NFH, Charles City, VA

1. General:

1.1Project Location: Harrison Lake National Fish Hatchery 11110 Kimages Road, Charles City, VA 23030.
1.2The facility has old electrical systems in many of its buildings. These various projects require update and repair of electrical systems from 7 different hatchery assets.

1.3 Contractor will provide updates to electrical systems shown in section 3.

2. Project Access:

2.1 Normal duty hours Monday thru Friday 8:00 a.m. - 4:30 p.m. In the event of emergencies, Contractor shall provide contact information.

2.2 Non duty hours include week nights, weekends, and Government holidays (New Year’s Day, Martin Luther King JR.s’s Birthday, Memorial Day, Independence Day, Labor Day, Columbus Day, Veteran’s Day, Thanksgiving Day, Christmas Day).

3. Scope

3.1 Asset: RPI-10020304- Maintenance shop four-stall garage

Scope:

The four-stall garage is pictured above (See outside picture Figure 1D). The existing sixteen space circuit breaker box will be replaced with a new sixteen slot breaker box capable of supporting twenty, 30 amp breakers (see Figure 1C). The new breaker box will be labeled, identifying all breakers within the new panel. A 240V drop down receptacle outlet will be installed on a new post to power the existing table saw visible in Figure 1B (a). The eight existing florescent lights will be replaced with eight new LED four-foot lights. Each new LED light will have a minimum output of 5000 lumen. Location of existing florescent lights can be seen in Figures 1A and 1B. Two three-way light switches will be installed to control the new lights; one switch will be located on the south facing wall between garage door one and two. The remaining switch location to turn on and off the new lights will be determined prior to project start. All existing electrical outlets in the four-stall garage will be tested to ensure proper working order. Up to twenty outlet devices will be replaced with new standard 120V duplex outlets with no more than two duplex outlets per twenty amp breaker. Outdoor seventy amp disconnect box located on the eastern outside wall, see Figure 1E, will be re-anchored to the building.

Scope:

This building has six garage doors, the maintenance area consists of five doors (Figure 2A) and the remaining garage door to the left of the entry door is the break-room and bathroom. The existing four foot florescent lights which are currently placed one light per garage bay in the maintenance area will be changed to four foot LED lights. A total of ten new LED lights with a minimum of 5000 lumens per light will be installed in the maintenance area. Lights within each garage door area will be spaced apart to provide suitable light throughout the work area. Government approval of spacing is required prior to install. A three-way light switch will be added to the existing switch that is next to the main-door leading from the break room. The existing switches located between each garage bay door will continue to remain operable. This is in order to control the lights from difference areas of the garage.

In the break-room section of this building, there is a power strip that provides power to the laser engraver (Figure 2B). One new quad outlet will be installed at the location shown in Figure 2B to eliminate the use of the power strip. Another quad outlet will be installed on the North facing wall in the same room opposite of the breaker box. The contractor will provide existing breaker box with labeling schedule, see box in Figure 2C.

3.3 Asset: RPI- 10020329. Split 1000 gallon fuel tank shut off

Scope:

The 1000 gallon split fuel tank has only a breaker shut-off instead of an additional emergency shut off, see Figure 3A. The existing breaker box, Figure 3B, will be replaced with a new exterior rated three slot breaker box. The breakers within the box will be two 15 amp and one 20 amp circuits. A new shunt trip emergency button will be installed. All components must be exterior rated. A new LED light with photocell will be installed to replace existing light to provide all weather photocell light at the pump station location. We require a minimum of 15000 lumens for this exterior rated light.

Five pond breaker boxes will be replaced with new outdoor rated boxes. All internal outlets will be replaced with outdoor rated breakers and outlets. Each box has and will have three 20 amp breakers, one 240 volt and two 120 volt (See Figure 4A, B, and C). Each pond breaker box will need to be removed and replaced with new terminations to breaker box and outlets. Each box will need to be tested for suitability and to ensure GFCI are in working order. A phenolic label will be applied to each box, stating pond letter and number and hazardous voltage inside.

Scope:

Contractor will disconnect and remove old 30 space breaker box and replace it with new 42 space box with future expansion spaces. All outlet sockets will be tested for functionality and up to twenty 120V outlets will be replaced. Any non-working or non GFCI will be changed into new 120V GFCI outlets. Two exit signs, provided by FWS, will be installed; one sign above the indoor front entrance and the other sign above the indoor rear entrance. Four, four foot LED lights will be spaced out appropriately in the basement of Q2 building. Government approval of spacing is required prior to install. One switch to illuminate the new LED lights will be placed at the top of the stairs on the right descending side. New LED lights will be a minimum of 2500 lumens/per light fixture. All circuits from breaker box will be traced and will provide hatchery with new labels and panel schedule (Figure 5B).

3.6 Asset: RPI- 10020279. Former Residence Q1

Scope:

All duplex outlets will be tested for functionality and up to 20 will be replaced with new 120 V outlets. Any lose or worn out outlets will be replaced. A total of two exit lights, provided by FWS, will be installed; one at the front and one at the rear exits of the building. Basement breaker box breakers will be circuit traced and contractor will provide hatchery with new label/panel schedule (See breaker box, Figure 6).

Replace existing 2-25V, 30 amp fuse box disconnect with new 30 amp knife blade fuse box and appropriate connectors and fuses.

4. Provide product manuals, warranties, and documentation is necessary

5. No DMP is necessary for this project

6. Government-Furnished Equipment (GFE) / Government-Furnished Information (GFI)- 2 exit lights and 2 exit signs

8. Quality Control/Quality Assurance:

8.1 For commercial supplies reference clauses for inspection and acceptance. Where appropriate, QC will be maintained according to industry standards and made available to the agency.

8.2 Quality control measures include functioning unit within state and federal safety standards.
