PART I: GENERAL INFORMATION

SCOPE

The purpose of this SOW is to establish the criteria and specifications needed for the relocation of the US CUSTOMS AND BORDER PROTECTION, OFFICE OF FIELD OPERATIONS starting on Monday, January 8, 2024 ending Sunday January 14, 2024. Weekday moving hours - 5:00 pm to 5:00 am, Weekend moving hours – 7:00 am to 12:00 am. Final Walk thru and Inspection, Monday, January 15, 2024, 8:00 am.

This solicitation provides for the service requirements of office relocation in the geographic area(s) specified.

APPLICABLE DOCUMENTS

Market Research and Independent Government Cost Estimate are attached to this SOW.

PART II: TASKS

1. SPECIFIC TASKS

· The property to be moved is the property of the Government department or agency. All services must be performed to the complete satisfaction of Government supervisors in charge. Security requirements must be observed in full. The required services shall include: padding, packing and/or crating as may be required for safe transportation, pickup and loading of the property at it’s present location to destination; delivery of the property to the designated room and/or rooms and positions at the new location; placement inside the rooms as may be required; re-assembling that which the Contractor has disassembled; removal of all crating materials and rubbish from the premises; and all other services which are normally included in a complete service.

· The Contractor shall furnish all supervision, labor, materials and equipment necessary to perform all of the services as contemplated under this solicitation in an orderly, timely and efficient manner to the complete satisfaction of Government supervisors in charge. Such equipment shall include, among others, dollies, hand trucks, cradles, loading rams, cartons and rigging, as may be required. All material-hauling vehicles used in the interior of the buildings must have rubber-tired wheels and must be maintained free from grease and dirt. All property must be protected against inclement weather during loading and unloading operations. Government supervisors may reject Contractor equipment during the move which, in their opinion, may cause scuff marks to floor surfaces or mar walls or corridors of the buildings at either the present or new location. All packing containers, (boxes and cartons) shall be furnished by the Contractor. The Contractor shall also furnish or cause to be furnished, when necessary, padding or other protective material for the interior of the buildings, including elevators, from and to which the property shall be moved under this contract. All containers and materials shall be clean and of quality sufficient to insure protection of the property.

· Public area corridor and carpet, is to be protected by plastic runners or a series of walk-off mats from the elevator to the suite under relocation.

· Contractor will remove its trash and debris daily, or as often as necessary to maintain cleanliness in the Building. Building trash containers are not to be used for relocation debris. Further, the Building staff may hold the driver’s license of any employee of contractor while using the freight elevator to ensure that all debris is removed from the elevator.

· Landlord will be notified of all work schedules of all workers on the job and will be notified, in writing, of names of those who may be working in the Building after “normal” business hours.

· Passenger elevators shall not be used for moving furniture or equipment and shall not be used for moving personnel except in the event of an emergency. The designated freight elevator is the only elevator to be used for moving materials and moving personnel. This elevator may be used only when it is completely protected as determined by Landlord’s Building engineer.

· Contractor’s personnel will only use loading dock area for all deliveries and will not use loading dock for vehicle parking.

· Contractor will be responsible for daily removal of waste foods, milk and soft drink containers, etc. to trash room and will not use any Building trash receptacles but trash receptacles supplied by them.

· No building materials are to enter the building by way of main lobby, and no materials are to be stored in any lobbies or corridors at any time.

· Moving personnel are not to eat in the lobby or in front of the Building nor are they to congregate in the lobby or in front of the Building.

· The Landlord is to be contacted by Tenant when the Initial Work is completed for inspection. All damage to the Building will be determined at that time.

· There will be no radios allowed on job site.

· All workers are required to wear a shirt, shoes, and full-length trousers.

· Protection of hallway carpets, wall coverings, and elevators from damage with Masonite board, carpet, cardboard, or pads is required.

· Public spaces — corridors, elevators, bathrooms, lobby, etc. — must be cleaned immediately after use.

· There will be no smoking, eating, or open food containers in the elevators, carpeted areas or public lobbies.

· There will be no yelling or boisterous activities.

· All moving materials or debris must be stored within the Premises confines or in an approved lock-up or location.

· There will be no alcohol or controlled substances allowed or tolerated.

· Contractor shall be responsible for all loss of their materials and tools and shall hold Landlord harmless for such loss and from any damages or claims resulting from the Initial Work.

· All personnel registers with the security guard at the lobby and Lessor shall be notified in writing at least 48 hours before the move.

· The Contractor must coordinate with the Building’s Manager to determine acceptable routes of exit and entry; the number of elevators available and their locations; and to determine any special conditions which would affect the performance of the contract. The Contractor will be responsible for inspecting the origin and destination locations with Government representatives before and after the move for the purpose of determining responsibility in the event of claims of damage.

· Except for the contents of safe boxes, the Contractor shall be required to perform all packing unless otherwise directed by Government representatives. Personal belongings will be packed by CBP personnel.

· Prior to final payment on each order, the Contractor will be required to return the Office Relocation Damage or loss Release Form. This form must be endorsed by the designated Agency Representative and/or Buildings Managers.

· The Contractor will be responsible for securing all cabinet doors against opening during transit. All cabinets will be transported in an upright position with handles and finishes protected from damage.

· The Government agency being relocated will cooperate with the Contractor by providing space for temporary storage, as required for hand trucks, dollies packing materials, etc., used in the performance of a job, and will make such materials available for return to the Contractor as soon as possible after completion of the job. (Not more than 96 hours).

· All furniture and equipment to be moved hereunder shall be tagged and or labeled by the Contractor unless otherwise directed by the Government. Labels will be furnished by the Contractor prior to the actual moving date.

· The Contractor will be required to attend meetings with officials prior to and during the move to advise and discuss relocation arrangements.

· The Government reserves the right to require the Contractor to immediately remove from the premises where the work is to be performed any Contractor employee found by the Contracting Officer, or his representative, to be unsuitable or unfit to perform duties under the contract. Disagreement with the said findings shall constitute a dispute subject to the Disputes Clause of the contract. The exercise of this right shall not constitute the basis for any extension of time for the performance of the contract nor for any claim by the Contractor for increased cost.

· If any Government-owned or Government-controlled property is lost or damaged during the performance of this contract, the Contractor shall be responsible to the Government for such loss or damage and the Government, at its option, may, in lieu of payment therefore, require the Contractor to replace at his expense all property lost or damaged.

PART III: FAMILIARIZATION WITH CONDITIONS

The offeror shall acquaint itself with all available information regarding difficulties which may be encountered and the conditions, including safety precautions, under which the work must be accomplished under the contract. The offeror will not be relieved from performing the services required herein because of its failure to investigate the conditions or to become acquainted with all information concerning the services to be performed.

PART IV: APPROXIMATE INVENTORY

Property to be removed and placed in new positions will be identified at the bidder’s survey. The approximate inventory shown herein is not to be considered exact. It is intended only to acquaint prospective bidders with the general type and approximate quantities of the items to be moved. However, the actual property to be moved may be ascertained by physical inspection of the premises in which the property is located.
