Statement of Work: Sawcut Existing Asphalt and Pour Concrete Slab @ 4000 psi.

Project Objective: The objective of this Project is to sawcut existing asphalt, excavate existing asphalt and soil, furnish/install compacted crushed limestone, pour Concrete Slab @ 4000 PSI with steel rebar. This project is on the east side of Bldg. #21 at USDA Cotton Ginning Laboratory, located at 111 Experiment Station Road in Stoneville, MS.

Site Visit:

Bidders are encouraged to visit the site and be escorted by a government representative to confirm locations, dimensions, and conditions of the project before a bid is submitted. The site visit shall be for the purpose of observing firsthand any conditions relevant to the completion of this project. No consideration will be given to claims based on lack of knowledge of existing conditions, except where Contract Documents make definite provisions for adjustment in cost or extension due to existing conditions not readily foreseeable.

Contractor must be registered in System for Award Management, (SAM), prior to submitting a bid.

Registration can be obtained through:

https://www.sam.gov

Utilization of Bio-Based Products: The contractor shall make every effort to utilize products and material based from bio-based materials as applicable, (e.g. bio-based greases; bio-based hydraulic fluids, bio-based absorbents), to the maximum extent possible without jeopardizing the intended end use of detracting from the overall quality delivered to the end user. All supplies and materials shall be of a type and quality that conform to the applicable Federal Specifications and Standards. All supplies and materials to be used in the performance of work described herein are subject to the approval of the Contracting Officer Representative (COR). Products can be found at:

https://www.biopreferred.gov

Safety: The contractor will submit a Site Safety Specific Plan/Accident Prevention Plan in industry recognizable format to the Contracting Officer within 14 days of contract award. Contractor shall furnish a Site-Specific Safety Plan (SSSP) and the Government shall review the SSSP prior to the start any construction activities. SSSP shall be in typically accepted industry format and shall contain maps, addresses, phone numbers to the nearest local Dr. Office and Hospital.

Base Bid: Contractor shall provide all materials, labor, and equipment to: Sawcut existing asphalt, approx.

8” thick, excavate @ 14” below existing top asphalt elevation, and remove excavated material from site.

Install 6” compacted dense graded crushed limestone, pour 8” thick concrete slab with ½”(#4) rebar on http://www.sam.gov/ https://www.biopreferred.gov/

10” centers both directions at mid-depth of the slab on metal chairs, with (4- 2’X2’) block outs for future construction.

• Sawcut Asphalt & Excavate: Contractor will sawcut existing asphalt, 180’ x 18’ (approximately 220 LF perimeter), @ approximately 8” thick at location as specified by on-site USDA Personnel.

Contractor will excavate asphalt and gravel/soil material to a depth of 14” below existing top asphalt elevation. Contractor will remove all excavated material from site.

• Fill Material & Compaction: Contractor will fill excavated area with 6” of compacted dense-graded crushed limestone and compact for Class A Compaction 95% Standard Density, to serve as a base for the concrete slab. The intent is for the top of the slab to be uniform in grade and slope and for the finished surface to match existing asphalt elevation as closely as possible while maintaining positive drainage to the East. Field adjustments may be necessary.

• Concrete: Contractor will pour Concrete Slab 180’ x 18’ x 8”, single mat of ½”(#4) rebar at 10” on center with metal chairs so that the mat is mid depth of the slab. Contractor will form four (4) block outs for future concrete column pads 2’ x2’ x 8”, at approximately 20’ spacing, within the slab at locations shown on site by USDA Personnel. The block outs shall be formed using metal mesh stay-in-place forms for the side walls with reinforcement bars remaining continuous through the block outs. Contractor will adhere to the American Concrete Institute guidelines and standards for concrete placement, vibration, testing, finishing, curing, hot weather, cold weather, etc. Contractor will provide the Design Mix for minimum 4000 psi. with approval from USDA EPM. The concrete slab will be sloped to provide drainage towards the East direction to approximate the cross slope of the existing asphalt. Concrete will be tested at each 20 CY of concrete by a certified concrete testing laboratory. Contractor will install a 1” expansion joint midway of slab length using 1.25” smooth dowel bars 18” long at mid slab and using 1” thick WR Meadows Asphalt Expansion Joint material or approved equal. The dowel bars shall be spaced every 12” and have an expansion cap on one end.

2 Contraction joints shall be installed at the quarter points lengthwise of the slab using 18” #8 Rebar on 12” centers. The contraction joint shall be green cut sawed to a depth of 2 ¾” on the same day as it is poured and as soon after initial set as possible.

The slab shall be poured monolithically and be screeded and straight-edged to produce a flat surface free of irregularities. The finished surface shall not have any irregularities or “bumps” which would exceed 1/8” in a 10’ straight edge bump template. Any “bumps” exceeding the bump template shall be ground to meet the stated tolerance. The surface shall have a broom finish. It can be cured either using wet burlap covered with visqueen, or W.R. Meadows Curing Compound (or approved equal). Joints shall be cleaned and W.R. Meadows Pourthane (or approved equal) polyurethane joint sealant applied.

Contractor will allow USDA minimum (2) Days to place electrical conduit(s) within the forms prior to concrete pour. This project will require on-site testing of the concrete to include, air content, slump, and temperature. White curing compound shall be sprayed on all exposed concrete after pour to prevent moisture loss. This project will require four (4) concrete cylinders taken for compressive strength from on-site concrete, per each 20 CY of pour, and broken two (2) by 7th day and two (2) on the 28th day. All testing shall be performed by a Certified Concrete Testing Lab and all Test Results shall be submitted to USDA. Contractor will clean up washout or remaining concrete from each pour from the worksite and from USDA Property at each pour.

Contractor Responsibility:

The project has a base bid to be performed per the following Specifications and Base Bid:

1. The Contractor's approved laboratory shall collect samples of fresh concrete in accordance with

ASTM C172/C172M during each concrete pour as required to perform tests specified herein. Make test specimens in accordance with ASTM C31/C31.

2. The Contractor's approved laboratory shall perform concrete slump tests in accordance with ASTM C143/C143M. Take samples for slump determination from concrete during placement. Perform tests at the beginning of a concrete placement operation to ensure that specification requirements are met.

3. Make four test specimens for each set of tests. Test two specimens at [7] days, and the other two at [28] days. Concrete strength will be considered satisfactory when the minimum of the [28]-day test results equal or exceeds the specified [28]-day strength. Concrete which is determined to be defective shall be removed and replaced with acceptable concrete.

4. Hot Weather: Maintain required concrete temperature in accordance with Figure NRMCA NOMOGRAPH FOR ESTIMATING EVAPORATION RATE ON THE BASIS OF MENZEL FORMULA in ACI

305.1 to prevent evaporation rate from exceeding 0.2 pound of water per square foot of exposed concrete per hour. Cool ingredients before mixing or use other suitable means to control concrete temperature and prevent rapid drying of newly placed concrete. After placement, use fog spray, apply monomolecular film, or use other suitable means to reduce the evaporation rate. Start curing when surface of fresh concrete is sufficiently hard to permit curing without damage. Cool underlying material by sprinkling lightly with water before placing concrete. Follow practices found in ACI 305.1.

5. Contractor will verify all dimensions and site conditions prior to beginning work.

6. Contractor will perform the work as listed in the above outlined Base Bid.

7. Contractor shall keep work area clean daily and take measures to control debris while work is being performed.
